MINUTES OF THE PLANNING COMMITTEE MEETING 21 OCTOBER 2014

Present: Councillor Mrs E Thompson (in the Chair), Councillors Mrs S Johnson, Mrs L Noble and A Varley; also Councillor Mrs C Greenwell was welcomed on to the Committee.

1. PLANNING APPLICATIONS

A list of planning applications received since the previous Committee meeting had been circulated

1.1 14/03156/FUL: Holmfield, Medburn, Northumberland NE20 0JB – Resubmission of planning permission 13/01179/FUL – Erection of an external pool building to the North West of the property

COMMENT: This is an overdevelopment of the site and would adversely impact on adjacent bungalows, with possible encroachment issues.

1.2 14/02937/ADE: Dobbies Garden Craft Centre, Street Houses, Ponteland NE20 9BT – External free standing 6m gantry sign to entrance of site

OBJECTION: The information supplied is misleading as the overall height of the sign would be nearer 8m than the 6m implied.

It would be an inappropriate development given its location in a part of the Green Belt that is of particular strategic importance as it protects the countryside at a place where the County is closest to the Newcastle conurbation.

It would be an incongruous intrusion into the Green Belt that would be detrimental to visual amenity, create unnecessary light pollution and be out of character with the rural aspect on a primary approach to Ponteland.

The very large illuminated sign would be an undesirable distraction for road users and create a serious hazard to road safety at a place where major accidents have occurred in the past.

Correspondence received: Copy emails had been received from Ponteland Civic Society and John Blundell to NCC objecting to the application on many grounds: excessive size; detrimental to visual amenity; unnecessary light pollution; undesirable street clutter; incongruous intrusion into the Green Belt; distraction to traffic so increasing hazard; pre-empts the developing Neighbourhood Plan.

1.3 14/03178/FUL: 4 West Thorn Farm, West Thorn, Kirkley, Newcastle upon Tyne NE20 0AG – Construction of garage and extension to driveway

COMMENT: We note that the site is located in the Green Belt but do not believe that the proposal will impinge on the openness of the area.

1.4 14/03237/FUL: Penny Hill Cottage, Ponteland, Newcastle upon Tyne NE20 0JA – Two story extension to join Penny Hill cottage to adjacent outbuilding (Penny Hill Laundry)

COMMENT: We note that the site is located in the Green Belt and believe that the size of the extension would result in substantial new development.

1.5 14/01834/FUL: 61 Western Way, Darras Hall, Ponteland NE20 9AP – Demolition of existing dwelling and subdivision of plot for the erection of 2no. two storey dwellings with detached garages and associated accesses

COMMENT: We have concerns that the first floor windows to the side elevations would cause overlooking and amenity issues and request that they be in obscure glazing in perpetuity.

The Committee made no comments about the other 8 applications considered.

2. DECISIONS: APPLICATIONS AND APPEALS; WITHDRAWN APPLICATIONS

2.1 DECISION 14/01599/FUL: Medwyn, Street Houses, Ponteland NE20 9BT – Demolition of 2 no semi-detached dwellings and construction of two storey, 14 bedroom hotel with ancillary car parking areas and access roads
Permission refused under delegated powers on 3 October 2014.
The Committee had made an objection on many grounds, including: inappropriate development in the Green Belt; unacceptable change of use; unbefitting feature in a rural setting; insufficient facilities; aggravate traffic problems.

2.2 DECISION 14/02554/FUL: 88 The Rise, Darras Hall, Ponteland NE20 9LQ – Replacement dwelling (C3 Use)
Permission refused under delegated powers on 3 October 2014.
The Committee had made no comment about this application.

2.3 DECISION 14/02584/FUL: 114 Middle Drive, Darras Hall, Ponteland NE20 9DW – 2 Storey rear extension, incorporating new kitchen and family area and WC to the ground floor, with 2 bedrooms to first floor.
Permission granted under delegated powers on 3 October 2014.
The Committee had made no comment about this application.

2.4 DECISION 14/02757/FELTPO: Squirrel Haven, Medburn NE20 0JB – Application to fell a sycamore tree protected by TPO because of its poor condition.
Permission granted under delegated powers on 6 October 2014.
The Committee had made no comment about this application.

2.5 DECISION 13/03542/OUT: Land North East of Green Rigg, Medburn – Outline Application for residential development of up to 18 no. Houses
Permission granted (following agreed S106 agreement) by the West Area Planning Committee on 7 October 2014.
The Committee had made an objection on various grounds: contrary to Policy MBH2 of the Castle Morpeth District Local Plan; unsustainable location for new house building; would have a detrimental impact on the local character.

2.6 DECISION 14/02359/VARYCO: Ponteland Middle School, Callerton Lane, Ponteland NE20 9EY – Variation of condition 3 of approved planning application 13/03869/FUL (amend weekend hours of use)
Permission granted under delegated powers on 8 October 2014.
The Committee had made no comment about this application.

2.7 DECISION 14/00530/FUL: Land West Of 83 and 85 Rowan Drive, Rowan Drive, Ponteland – Demolition of four garages and construction of 4 no. two bedroom flats for affordable rent with associated parking and landscaping. Four additional parking spaces will also be provided
Permission granted under delegated powers on 9 October 2014.
The Committee had made no comment about this application.

2.8 DECISION 14/02808/FUL: 26 High View, Darras Hall, Ponteland NE20 9ET – Extension to front elevation and erection of first floor over existing ground floor to provide 3no bedrooms with en-suites.
Permission refused under delegated powers on 10 October 2014.
The Committee had made a comment about the windows to the first floor side elevations causing overlooking and privacy issues.

2.9 DECISION 14/02714/FUL: 153 Western Way, Darras Hall, Ponteland NE20 9LY – Proposed new roof with dormer windows and ground floor extension and new entrance gates
Permission granted under delegated powers on 13 October 2014.
The Committee had made no comment about this application.

2.10 WITHDRAWN 14/02550/FUL: Delicafe, 13 Broadway, Darras Hall, Ponteland
NE20 9PW – Change of use from former cafe/deli to pizza cafe providing pizza, salad, sandwiches and cakes with associated extraction/odour control system to rear.
Information had been received from Northumberland County Council that the application had been withdrawn on 15 October 2014.

3. ANY OTHER BUSINESS

3.1 14/01442/OUT: Northumbria Police HQ, North Road, Ponteland NE20 0BL – Outline: Redevelopment of site to provide a mix of retained Northumbria Police operational functions and buildings and housing with up to 263 dwellings.

The Town Council had been invited to speak at the West Area Planning Committee meeting on 15 October 2014 regarding the above application.
NCC planners had recommended approval contrary to the views of more than five written objections
Discussion had been deferred from the WAPC meeting on 17 September 2014, when a site visit was arranged and had taken place on Monday 6 October 2014; which several Members had attended.
The Town Council had made a comment about the proposal and Councillor Mrs L Noble had agreed to speak at the meeting, particularly in connection with infrastructure, services and traffic.
At the WAPC meeting the application was approved subject to a S106 agreement, which would address the acknowledged transport issues as a particular concern; also, 10 additional buildings were to be included in a separate application.
