MINUTES OF THE PLANNING COMMITTEE MEETING
21st February 2017

Present: Councillor Mrs S Johnson (in the Chair), Mrs C Caisley and Mrs C Greenwell.

Apologies for absence were received from Councillor Mrs E Thompson, Mrs L Noble
and A Varley.

1. PLANNING APPLICATIONS

A list of planning applications received since the previous Committee meeting had been circulated

1.1 17/00296/FUL 132 Eastern Way, Darras Hall NE20 Erection of single dwelling

OBJECTION: – The committee notes the neighbours’ concerns and objections. Policy PH2 of the adopted Local Plan would be compromised if this development was allowed, because removal of even two trees from this group would severely reduce their significant local amenity value. The whole group of trees on the site is an important and attractive element in the character and appearance of the area. In addition, the underdeveloped nature of, and vegetation on, the site is of value to all the adjoining residents in providing privacy and a sense of seclusion at the rear of their properties.

Both these two elements were the main reasons why the Inspector dismissed the appeal in 2007, and since the trees have had a number of growing seasons since then, their value has increased accordingly.

The Committee made no comments about the other 6 applications considered.

2. DECISIONS: APPLICATIONS AND APPEALS; WITHDRAWN APPLICATIONS

2.1 DECISION: 16/03834/FUL, West Barn, Ponteland NE20 0AE, Construction of single storey gin gang extension to the rear (west side) and two storey utility and bedroom extension to the north side with associated internal alterations
Permission granted under delegated powers on 17th February 2016.
The Committee had made no comment about this application.

2.2 DECISION: 16/04718/VARYCO, 32 Darras Road, Darras Hall, Ponteland, NE20 9PA, Variation of condition 2 (approved plans) pursuant to planning permission 15/02522/VARYCO to regularise as built drive access.
Permission granted under delegated powers on 15th February 2017.
The Committee had made no comment about this application.

2.3 DECISION : 16/04569/FUL, 12 Moor Lane, Darras Hall, Ponteland NE20 9AD, Proposed rebuilding of front garden wall with new gate.
Permission granted under delegated powers on 6th February 2017
The Committee had made no comment about this application.

2.4 16/04427/FUL, Ponteland Library, Thornhill Road, Ponteland NE20 9PZ, Demolition of Existing single storey Library Building and Construction of 27 apartments (in two blocks) with associated parking and landscaping

The Town Council had been invited to speak at the Planning Committee Meeting regarding the above application.

The Town Council had objected to the proposal on the grounds of inadequate car parking provision and loss of privacy for the residents living in Henderson Court, overlooked by proposed balconies.

The meeting was to be held in the Council Chamber ,County Hall, Morpeth at 2pm on 28 February 2017,Councillor Mrs Caisley agreed to attend and speak at the meeting; the Clerk was to notify Democratic Services of her intention.

3. ANY OTHER BUSINESS

3.1 Purchase Microsoft Office for Planning Laptop.
The Committee had previously requested purchase of the above software to enable them to look at word documents submitted to NCC via the Planning Portal during Planning Committee Meetings. The Clerk reported that costs for the above totalled some £200 and that this expenditure had not been budgeted for this year. It was thought that there may be a Microsoft Licence available for use and the Clerk was to make further investigations into this option before the next meeting.

3.2 Concern for possible infringement of planning in Ponteland Conservation Area.
The Council had received notification via Social Media that YOLO were due to close for two weeks in order to extend their internal mezzanine floor; however concerns were raised that external scaffolding had been erected. The Town Clerk notified enforcement of the issue and was advised that scaffolding was in place in order to repair the roof which has been damaged recently.
She was also advised that the work which they are carrying out to the establishment is permitted development.
The works were to be monitored locally by Councillors and staff.
