MINUTES OF THE PLANNING COMMITTEE MEETING 21 APRIL 2015

Apologies for absence were received from Councillors Mrs S Johnson, Mrs L Noble and Mrs C Greenwell

1. PLANNING APPLICATIONS

A list of planning applications received since the previous Committee meeting had been circulated

1.1 15/00970/FUL: 166 Runnymede Road, Darras Hall, Ponteland NE20 9HR – Proposed garden room extension and repositioning of driveway with new road crossing

COMMENT: We request that vegetation be planted in front of the wall at the entrance to soften the effect of the hard landscaping.

1.2 15/01059/FUL: 124 Western Way, Darras Hall, Ponteland NE20 9LY – Proposed 2no ground floor extensions to form garage and garden room; proposed new chimney and two dormer windows to rooms in roof space

COMMENT: We are concerned about possible privacy and amenity issues due to overlooking from the second floor bedroom windows.

The Committee made no comments about the other 4 applications considered.

2. DECISIONS: APPLICATIONS AND APPEALS; WITHDRAWN APPLICATIONS

2.1 DECISION 15/00435/FUL: 149 Middle Drive, Darras Hall, Ponteland NE20 9DT – Proposed alterations, extensions to rear & loft conversion
Permission granted under delegated powers on 8 April 2015.
The Committee had made no comment about this application.

2.2 DECISION 15/00174/FUL: Land West Of South Coldcoats, Coldcotes Moor Farm, Ponteland NE20 0DF – Demolition of existing domestic garage and erection of a three bedroom bungalow.
Permission refused under delegated powers on 8 April 2015.
The Committee had made an objection that the proposal was contrary to the NPPF and Castle Morpeth District Local Plan as it would be inappropriate development in the Green Belt.
This objection was supported by NCC.

2.3 DECISION 15/00121/VARYCO: Auction Mart, Meadowfield, Ponteland NE20 9SD – Variation of Condition 4 of planning application 13/02782/VARYCO – Outline construction of residential care home for 73 residents, 2, 3 bedded bungalows, 4, 3 bedded town houses with associated car parking, service amenities and garden areas – amendments relate to revised site plan with substation/binstore drawings
Permission granted under delegated powers on 13 April 2015.
The Committee had made a comment that they were concerned about the loss of parking.
2.4 DECISION 15/00131/CCD: Darras Hall County First School, Broadway, Darras Hall, Ponteland NE20 9PP – Roofing over of existing internal courtyard and front single storey extension to provide new nursery accommodation and construction of playground shelters
Permission granted under delegated powers on 13 April 2015.
The Committee had made no comment about this application.

2.5 DECISION 15/00475/FUL: 27 Middle Drive, Darras Hall, Ponteland NE20 9DH – Proposed new roof with dormer windows, family room extension, garage extension and new front wall and gates
Permission granted under delegated powers on 9 April 2015.
The Committee had made a comment about the frontage wall introducing unwelcome hard landscaping and requested that vegetation be planted on the road side of it to soften the effect.
An amended plan had been submitted detailing that planting would be proposed in front of the wall to address these concerns.

2.6 DECISION 15/00442/FUL: Orchard House, The Avenue, Medburn NE20 0JD – Construction of a two storey extension to rear and conversion of garage to living room
Permission granted under delegated powers on 13 April 2015.
The Committee had made no comment about this application.

2.7 DECISION 15/00533/FUL: 196 Western Way, Darras Hall, Ponteland NE20 9NB – Proposed alterations to create first floor to dwelling, extension to rear, relocation of garage & new entrance gate and walls
Permission granted under delegated powers on 16 April 2015.
The Committee had made a comment about the frontage wall introducing unwelcome hard landscaping and requested that vegetation be planted on the road side of it to soften the effect.
Amended drawings had been submitted showing “open” metal railings with pillars and gates together with planting, thereby softening the overall appearance.

3. ANY OTHER BUSINESS

3.1 15/00832/ADE: 9 Bell Villas, Ponteland, Newcastle upon Tyne NE20 9BD – Advertisement consent for one hanging sign, two awnings and one hand painted sign

Emails had been exchanged with Ian Birkett (NCC Planning Officer) clarifying the situation with the above application.
On 7 April 2015 the Committee had made a comment that advertising needed to be in keeping with the Conservation Area and were confused about some of the information provided.
Ian Birkett explained that the application had been submitted as a combined advertisement consent and planning application. The full planning application was currently invalid, awaiting extra information, but once valid the Town Council should be consulted.
He asked if the Town Council had any comments for the advertisements in particular and was advised that the original application showed signage of a more ‘historical’ style, whereas this proposal was for a quite modern style. However, the Committee’s concern was that the advertisements be in keeping with the Conservation Area and if they were acceptable to the Conservation officer then there was no objection.

3.2 14/03757/FUL: 81 Dunsgreen, Ponteland NE20 9EJ – Proposed garage extension and two storey over existing garage planting new hedge and boundary fence

A copy email had been received from NCC to Mr Anthony Ridley (45 Dunsgreen) responding to his comments about the fence height and objecting to the edge being finished with bark chipping and a retaining boundary of planking (24 March 2015 Minutes).
Melanie Thew (NCC) stated that
• the bark chipping, fence height and finish comply with planning approval.
• The trip hazard associated with the planking adjacent to the footway does not form part of the adopted highway so there is little NCC can do.
• It would be hard to take action in connection with the surface of the pavement next to the house being damaged during construction works without evidence of a pre-development check.
