MINUTES OF THE PLANNING COMMITTEE MEETING 20 OCTOBER 2015

1. PLANNING APPLICATIONS

A list of planning applications received since the previous Committee meeting had been circulated

1.1 15/03185/FUL: 61 Runnymede Road, Darras Hall, Ponteland NE20 9HJ – New private residence with six bedrooms and associated living, social and support accommodation with separate garage facility and conservatory on current vacant site. Note: Site previously occupied by dwelling house which was demolished some time ago (reference 12/02392/DEMGDO, 14.08.12)

OBJECTION: The proposed building resembles an institutional facility rather than a domestic dwelling, and the facilities shown on the drawings would seem to be more in keeping with an institution. The appearance of the proposed building is oppressive and not really that of a private residence; the design is out of character with the surrounding area.

1.2 15/03217/FUL: 23 Moor Lane, Darras Hall, Ponteland NE20 9AD – Proposed construction of single storey lounge extension to side with decking area. (Amended description 12/10/15)

OBSERVATION: We welcome the removal of the garage extension on the side adjacent to 21 Moor Lane.

The Committee made no comments about the other 11 applications considered.

A copy letter had been received from Mrs E Black (12 Parklands) to NCC expressing concerns about the above application: overpowering and out of character with the other bungalows in the cul-de-sac; inappropriate design.

2.3 DECISION 15/03020/FUL: 31 The Rise, Darras Hall, Ponteland NE20 9LH – Proposed demolition of existing bungalow and creation of 1no dwelling.
Permission granted under delegated powers on 8 October 2015.
The Committee had made no comment about this application.

2.4 DECISION 15/02755/FUL: 2 Kingsway, Darras Hall, Ponteland NE20 9HF – Proposed lounge extension
Permission granted under delegated powers on 14 October 2015.
The Committee had made no comment about this application.

2.5 DECISION 15/03068/FUL: 29A Middle Drive, Darras Hall, Ponteland NE20 9DH – Proposed rebuilding of porch to form study and porch
Permission granted under delegated powers on 13 October 2015.

2.6 DECISION 15/02737/FUL: 27 Middle Drive, Darras Hall, Ponteland NE20 9DH – Amendment to application 15/00475/FUL – Proposed new roof with dormer windows, family room extension and new front wall and gates

3. ANY OTHER BUSINESS

3.1 Electronic Consultation

The existing process of dealing with consultations was compared to the NCC proposed electronic system and the implications identified.

RESOLVED – The implications of the proposed introduction of an electronic consultation system are to be discussed at the next Committee meeting.
