MINUTES OF THE PLANNING COMMITTEE MEETING:
20 MAY 2014

Present: Councillor Mrs E Thompson (in the Chair), Councillors Mrs S Johnson and C Rawlings (ex-officio)

Apologies for absence were received from Councillors Mrs L Noble and A Varley

1. ELECTION OF CHAIRMAN AND DEPUTY CHAIRMAN

For this meeting, it was agreed that the officers of the Committee would be:
Chairman – Councillor Mrs E Thompson
Deputy Chairman – Councillor Mrs S Johnson
Annual election to take place at the next Planning Committee meeting

2. PLANNING APPLICATIONS

A list of planning applications received since the previous Committee meeting had been circulated.

2.1 14/01241/FELTPO: 6 Edgewood, Darras Hall, Ponteland NE20 9RY – Tree Preservation Order – Removal of 1 Oak tree and 2 Beech trees

COMMENT: We request that the Tree and Woodland Officer inspect the trees to ascertain if their removal is necessary and ask that any removed be replaced.

An email had been received from David Butler opposing the removal of the trees unless necessary and requesting replacement if so.

2.2 14/01082/FUL: Mayfair House, Prestwick, Newcastle upon Tyne NE20 9UB – Retrospective: Amendment to planning reference 01/D/673 granted 09.01.2002. Amendment is alterations of stable layout.

OBJECTION: The information provided by the applicant in this retrospective application is scant, confusing and misleading; giving no details of the planning permission to which it alludes.
The proposals, location plans and planning permission not only vary considerably but do not tally with the development on the ground.
Alterations to the stables include: location, layout, footprint, dimensions and materials (now being natural stone and natural slate, with a larger window to each ‘stable’). The site is also in flood zone 3 in an area which has previously flooded.
What has been built bears little or no relationship to the planning permission, the appearance being more that of a bungalow rather than stables (possibly encouraging encroachment).
The development is tantamount to a new build in the green belt, in an area of high landscape value, compromising openness (as it is to be nearly twice the height of the permitted building) and causing harm as it is visually intrusive.

2.3 14/01327/FUL: Land North of 57 Runnymede Road, Darras Hall, Ponteland – Erection of decked viewing platform recessed from road side, erection of perimeter hoarding at 2.8m in height with covering of advertisements (separate application 14/01329/ADE)

COMMENT: We are concerned that there is no pavement on that side of the road for people to gain access to the viewing platform and oppose the illumination of the hoarding. We would prefer Option 1: close board fencing for the hoarding.

2.4 14/01329/ADE: Land North of 57 Runnymede Road, Darras Hall, Ponteland – Advertisement Consent: Erection of perimeter hoarding at 2.8m in height with covering of advertisements as per supplied details and installation of soft glow illumination for hours of darkness up to Midnight

OBJECTION: We believe that the illumination is unnecessary and would create unacceptable light intrusion/pollution in a residential area.

An email had been received from David Butler opposing the illumination as light pollution.

The Committee made no comments about the other 2 applications considered.

3. DECISIONS: APPLICATIONS AND APPEALS; WITHDRAWN APPLICATIONS

3.1 DECISION 14/00394/FUL: 102 Western Way, Darras Hall, Ponteland NE20 9LY – Proposed family room extension and extension to main roof and existing dormer windows
Permission granted under delegated powers on 14 March 2014.
The Committee had made no comment about this application.

3.2 DECISION 14/00316/FUL: 16 Westsyde, Darras Hall, Ponteland NE20 9LS – Proposed extension to single garage to form double garage and new gate with piers
Permission granted under delegated powers on 28 March 2014.
The Committee had made an observation that the side elevation of the proposed extension seemed rather high so close to the boundary.

3.3 DECISION 13/03134/FUL: Mill House, West Road, Ponteland NE20 9SG – Construction of 18 New dwellings and associated access, landscaping and engineering works
Permission refused by the West Area Planning Committee on 26 March 2014.
The Committee had made an objection on many grounds

3.4 DECISION 14/00336/FUL: Squirrel Haven, Medburn NE20 0JB – Proposed domestic alterations including: new 2m high boundary fence and entrance gates; proposed garden room to the rear and new porch to the front; minor material amendments to exterior
Permission granted under delegated powers on 11 April 2014.
The Committee had made an objection in connection with the 2m high surrounding boundary fence and the removal of many trees. However, the proposal was amended with the removal of these items thus overcoming the objection.

3.5 DECISION 14/00776/FUL: 18 Woodlands Ponteland NE20 9EU –
Conservatory to the rear
Permission granted under delegated powers on 1 May 2014.
The Committee had made no comment about this application.

3.6 DECISION 14/00278/FUL: 91 Errington Road, Darras Hall, Ponteland NE20 9LA – Demolish existing conservatory and new build single storey extension
Permission granted under delegated powers on 7 May 2014.
The Committee had made no comment about this application.

3.7 DECISION 14/00514/FUL: 45 North Road, Ponteland NE20 9UN – Demolition of existing conservatory and construction of new rear extension, in foot print of conservatory and extended kitchen.
Permission refused under delegated powers on 6 May 2014.
The Committee had made no comment about this application.

3.8 DECISION 14/00826/ADE: The Seven Stars, 21 Main Street Ponteland NE20 9NH – Advertisement consent for the erection of illuminated and non illuminated signs to the exterior of the building
Permission granted under delegated powers on 7 May 2014.
The Committee had made no comment about this application.

3.9 DECISION 14/00825/FUL: Dalton Village Hall, Medburn – Addition of a small external attached store to existing Village Hall
Permission granted under delegated powers on 8 May 2014.
The Committee had made no comment about this application.

3.10 DECISION 14/00846/FUL: 4 The Drey, Darras Hall, Ponteland, NE20 9NS – Proposed extension to form a family room
Permission granted under delegated powers on 9 May 2014.
The Committee had made no comment about this application.

3.11 DECISION 14/01039/FUL: 32 Darras Road, Darras Hall, Ponteland NE20 9PA – Replacement dwelling and detached garage and alterations to existing access
Permission granted under delegated powers on 9 May 2014.
The Committee had made a comment requesting that any trees or hedges removed would be replaced; a condition requiring an approved landscaping scheme was attached.

3.12 DECISION 14/00852/FUL: 68 Eastern Way, Darras Hall, Ponteland NE20 9RE – Proposed Ground floor extension and new roof with dormer windows to form first floor bedrooms and bathrooms
Permission granted under delegated powers on 9 May 2014.
The Committee had made no comment about this application.

3.13 DECISION 14/00915/FUL: 4 Stonehaugh Way, Darras Hall, Ponteland NE20 9LX – Construction of proposed family room extension and extension to single garage to form double garage
Permission granted under delegated powers on 15 May 2014.
The Committee had made no comment about this application.

4. ANY OTHER BUSINESS

4.1 14/00504/FUL: Old Plant Yard, Prestwick, Ponteland NE20 9BX – Resubmission of revised application for demolition of industrial building and construction of one new dwelling (reduced in height and repositioned)

The above application (which was recommended for refusal contrary to the views of more than 5 public responses in support of the proposal) had been discussed at the West Area Planning Committee meeting on 16 April 2014 where it was agreed to make a site visit on 28 April 2014.
The Town Council had now been invited to speak at the WAPC meeting on 21 May 2014 regarding the above application.
The Town Council had made no comment about the proposal and Councillors would not be attending the meeting.

4.2 14/01407/SCREEN: Land North Of Prestwick Village, Prestwick, Northumberland – Screening Opinion for Proposed solar PV project (Applicant: Green Switch Solutions Ltd)

Various enquiries had been received in connection with the above application which is a request for NCC (local planning authority) to give a screening opinion, to determine whether or not Environmental Impact Assessment (EIA) is required, on a proposal which would be within Ponteland Parish boundary.
The Town Council have not been consulted and only very exceptionally would NCC seek advice from one or more of the consultation bodies or non-statutory bodies.
It had been explained that even if it was determined at this stage that an EIA was not required, one could be requested at a later stage in the planning process.
