MINUTES OF THE PLANNING COMMITTEE MEETING 2 JUNE 2015

1. PLANNING APPLICATIONS

A list of planning applications received since the previous Committee meeting had been circulated

1.1 15/01474/FUL: Land West of Meadow Court House, Runnymede Road, Darras Hall, Ponteland – Erection of 1no. dwelling house. Associated access to serve Plot 1 as well as adjacent development area between Plot 1 and Meadow Court. Change of use of Paddock land to Garden for Meadow Court.

COMMENT: We are concerned that this proposal contravenes the ‘Planning Obligation by Deed of Agreement under Section 106 of the Town and Country Planning Act 1990 relating to land at Meadow Court and Runnymede Road, Darras Hall, Ponteland’ (entered into on 25 February 2014): Third Schedule – The Owner’s Covenants – Point 5: That prior to the Commencement of Development of the Land edged red on Plan 2, Occupation of the dwelling identified as Meadow Court on Plan1 shall cease and the dwelling shall be demolished and any arisings removed from the Site.

We are confused by the introduction of Meadow ‘Croft’ when previous documentation refers to Meadow ‘Court’, and seek clarification on this issue.

In connection with this site, we note that Application No. 14/01347/FUL (Land North of 57 Runnymede Road, Darras Hall, Ponteland – Erection of decked viewing platform) expired on 31 March 2015 and no further application has been submitted. Therefore, the structure should have been removed and the land restored to its former condition.

The Committee made no comments about the other 4 applications considered.

Other Application Correspondence

15/01212/FUL: 9 Broadway, Darras Hall, Ponteland NE20 9PW – Change of use from A1 to A1/A3 Tea Parlour. Erection of small hanging sign. Proposed small outside seating area and improvements to existing disabled ramp.

A copy email had been received from Ponteland Civic Society to NCC commenting on the outside seating possibly being unsatisfactory and unsafe for pedestrians due to the close proximity of parked cars.

2. DECISIONS: APPLICATIONS AND APPEALS; WITHDRAWN APPLICATIONS

2.1 DECISION 15/01059/FUL: 124 Western Way Darras Hall Ponteland NE20 9LY – Proposed 2no ground floor extensions to form garage and garden room; proposed new chimney and two dormer windows to rooms in roof space
Permission granted under delegated powers on 14 May 2015.
The Committee had made a comment expressing concerns about possible privacy and amenity issues due to overlooking from the second floor bedroom windows.

2.2 DECISION 15/01052/FUL: 11 Hadrian Court Darras Hall Ponteland NE20 9JU – Proposed porch extension to front with tiled roof, new roof to garage & balcony at first floor
Permission granted under delegated powers on 15 May 2015.
The Committee had made no comment about this application.

2.3 DECISION 15/00970/FUL: 166 Runnymede Road, Darras Hall, Ponteland NE20 9HR – Proposed garden room extension and repositioning of driveway with new road crossing
Permission granted under delegated powers on 15 May 2015.
The Committee had made a comment requesting that vegetation be planted in front of the wall at the entrance to soften the effect of the hard landscaping.

2.4 DECISION 15/00904/FUL: 37 Linden Way, Darras Hall, Ponteland NE20 9DP – Demolition of existing garage/kitchen/utility and erection of 2 storey side extension, demolition of conservatory and erection of 2 storey side extension & demolition of study and erection of single storey rear extension
Permission granted under delegated powers on 18 May 2015.
The Committee had made no comment about this application.

2.5 DECISION 15/01122/FUL: 86 Darras Road, Darras Hall, Ponteland NE20 9PG – Erection of two single storey orangery extensions to the rear and a single storey infill extension to the front to provide a toilet and changing facilities.
Permission granted under delegated powers on 19 May 2015.
The Committee had made no comment about this application.

2.6 DECISION 15/00889/FELTPO: 33 West Road, Ponteland NE20 9SX – Tree preservation order application to fell one Sycamore, one Oak and one Ash.
Permission granted under delegated powers on 21 May 2015.
The Committee had made no comment about this application.

2.7 DECISION 15/00999/FUL: 1 The Green, Ponteland NE20 9UX – Change of use to accommodate new access track for existing dwelling (1 The Green)
Permission refused under delegated powers on 28 May 2015.
The Committee had made no comment about this application.

3. ANY OTHER BUSINESS

3.1 15/00557/OUT: Land North East of Green Rigg, Medburn, Northumberland – Outline application for the erection of 15 dwelling houses (all matters reserved)

The Town Council had been invited to speak at the Strategic Planning Committee Meeting on
2 June 2015 regarding the above application.
The Town Council had made an objection about the proposal and Councillor Mrs Noble agreed to speak at the meeting.
NCC planners were recommending approval subject to various conditions and a possible S106 agreement.
