MINUTES OF THE PLANNING COMMITTEE MEETING
2 DECEMBER 2014

1. PLANNING APPLICATIONS

A list of planning applications received since the previous Committee meeting had been circulated

1.1 14/03922/FELTPO: 8 Edgewood, Darras Hall, Ponteland NE20 9RY – Tree preservation order application to fell one Conifer

COMMENT: We request that this proposal be referred to the Tree and Woodland Officer, and should the tree need to be removed, then two replacement trees more suitable for the site should be planted in accordance with the agreed Tree Policy of Northumberland County Council.

An email had been received from Mr D Butler requesting that the proposal be referred to the Tree Officer and should removal be agreed then two replacement trees be planted as per the agreed Tree Policy of NCC.

The Committee made no comments about the other 8 applications considered.

1.2 14/03156/FUL: Holmfield, Medburn, Northumberland NE20 0JB – Resubmission of planning permission 13/01179/FUL – Erection of an external pool building to the North West of the property

Following a request from Ian Birkett (Case Officer) the Committee reconsidered their response and changed it to an OBJECTION: This is an overdevelopment of the site and would adversely impact on adjacent bungalows, with possible encroachment issues.

14/03428/FUL: 46 Woodside, Darras Hall, Ponteland NE20 9JA – Demolition of existing house and construction of a new house
A copy letter had been received from Mrs C Campbell (4 Clovelly Place) objecting on many grounds.

14/03757/FUL: 81 Dunsgreen, Ponteland, Newcastle upon Tyne NE20 9EJ – Proposed garage extension and two storey over existing garage planting new hedge and boundary fence

Copy letters had been received from Mrs J Teasdale (46 Dunsgreen) and R Coggins (21 Moor Lane) objecting on many grounds. Also, information had been received that the wording of the proposal had been changed by removing reference to the hedge and seeking retention of the 1.8m high boundary fence.

RESOLVED – The Planning Clerk to seek clarification of the situation.

2. DECISIONS: APPLICATIONS AND APPEALS; WITHDRAWN APPLICATIONS

2.1 DECISION 14/02733/CLEXIS: Bank Top Garage, Prestwick NE20 9TX – Certificate of Lawful Development – Existing: Operation of self-storage container site in conjunction with rear access yard for garage.
Permission granted under delegated powers on 10 October 2014.
The Committee had made an objection on many grounds.

2.2 DECISION 14/02734/FUL: Bank Top Garage, Prestwick NE20 9TX – Change of use of existing self-storage container area incorporating rear garage access, to customer vehicle parking/storage area incorporating rear garage access – with corresponding change of use of existing customer vehicle parking/storage area and adjoining land to self-storage container area.
Permission refused by the West Area Planning Committee on 20 November 2014.
The Committee had made an objection on many grounds.

2.3 DECISION 14/03295/PRUTPO: 3 Edge Hill, Darras Hall, Ponteland NE20 9RN – Tree preservation order application for permission to fell 1 Scots Pine tree to rear of property, protected by TPO
Permission granted under delegated powers on 24 November 2014.
The Committee had made no comment about this application.

2.4 DECISION 14/02423/FUL: 46 Woodside, Darras Hall, Ponteland NE20 9JA – Construction of a replacement dwelling
Permission granted by the West Area Planning Committee on 20 November 2014.
The Committee had made an objection on numerous grounds.

2.5 DECISION 14/03237/FUL: Penny Hill Cottage, Ponteland NE20 0JA – Two story extension to join Penny Hill cottage to adjacent outbuilding (Penny Hill Laundry)
Permission granted under delegated powers on 20 November 2014.
The Committee had made a comment that the site is located in the Green Belt and believed the proposal would result in substantial new development.

2.6 DECISION 14/03178/FUL: 4 West Thorn Farm, West Thorn, Kirkley NE20 0AG – Construction of garage and extension to driveway
Permission granted under delegated powers on 24 November 2014.
The Committee had made a comment noting
COMMENT: We note that the site is located in the Green Belt but do not believe that the proposal will impinge on the openness of the area.

2.7 DECISION 14/03204/FUL: 5 Ashdale, Darras Hall, Ponteland NE20 9DR – Proposed kitchen extension, new garage, extended driveway, porch & pitched roof to existing garage
Permission granted under delegated powers on 25 November 2014.
The Committee had made no comment about this application.

2.8 DECISION 14/03188/FELTPO: 37 Meadow Court, Darras Hall, Ponteland NE20 9RB – To fell four scots pine trees.
Permission granted under delegated powers on 25 November 2014.
The Committee had made no comment about this application.

2.9 DECISION 14/03275/PRUTPO: 29 Hadrian Court, Darras Hall, Ponteland NE20 9JU – Tree Preservation Order: Remove the lowest branch on west side of ash tree to reduce excessive shading
Permission granted under delegated powers on 26 November 2014.
The Committee had made no comment about this application.

2.10 DECISION 14/03322/FUL: 93 Middle Drive, Darras Hall, Ponteland NE20 9DW – Construction of a double garage
Permission granted under delegated powers on 26 November 2014.
The Committee had made no comment about this application.

3. ANY OTHER BUSINESS

3.1 Appeal: APP/P2035/A/14/2228905 – 14/03080/FUL: Rosetree Cottage (Garage to Rear), Nr Prestwick, Newcastle upon Tyne NE20 9UD – Conversion of existing garage into a two-bedroom house, demolition of existing timber-framed shed and erection of adjoining orangery (Resubmission of 13/03274/FUL: without erection of new detached garage)”

Information had been received from Northumberland County Council that the application, which had been refused planning permission (on 7 November 2014), was to go to appeal, to be decided on the basis of written representations. The appeal commenced on 21 November 2014 and all representations were to be received by the Planning Inspectorate by 26 December 2014.
The Council was invited to make comments or modify/withdraw its previous response.
On 7 October 2014 the Committee made the following response:
OBJECTION: Contrary to the NPPF and the Castle Morpeth District Local Plan:
• The proposal would result in a new dwelling in the Green Belt and open countryside which would be inappropriate development; very special circumstances have not been demonstrated.
• Prestwick is not a sustainable location for new housing.
We note the inspector’s comments in the related appeal dismissal.

RESOLVED – The Committee’s response to remain unchanged and go forward with Northumberland County Council’s submission.

3.2 Pre-application consultation from Arqiva – Smart Meter project at BT Telephone Exchange, Meadowfield, Ponteland, Newcastle upon Tyne, NE20 9SD

A pre-application consultation letter and draft plans in respect of the above proposal had been sent to the Council from Arqiva. The information having been circulated to Councillors, comments had been received from Councillors Mrs C Greenwell, P Cowey, Mrs C Caisley and C Rawlings.
It was noted that the people of Ponteland had expressed widespread concern in recent years about additional masts and it was felt that more information was required about the proposal before an informed response could be made.

RESOLVED – Matthew Waugh (Arqiva) to be contacted and asked:
• What is different about Arqiva’s proposal and what does Arqiva say to those with health and safety concerns?
• Does the smart meter project definitely require a new mast in Ponteland?
• What reaction has there been in other parts of the UK?

3.3 Notification of removal of weekly planning list document on website

Information had been received from NCC that they were no longer uploading a pdf version of the weekly planning lists to their website as the information was already available on their Public Access system, to avoid duplication and provide greater accuracy and ease of use.

3.4 Planning Meeting Dates over Christmas and New Year

After discussion it was agreed that the meeting on 30 December 2014 would be cancelled and the following meeting would be held on 13 January 2015, unless something occurred that required a meeting earlier in January.
