1. PLANNING APPLICATIONS

A list of planning applications received since the previous Committee meeting had been circulated

1.1 16/03628/FUL: Land on the Orchard, Callerton Lane, Ponteland NE20 9EG –
Re- submission of a residential development for 14 no apartments with underground parking.

OBJECTION: Whilst the Committee are not against the principal of housing/apartments on this site we continue to have serious concerns about this application: * The site has a history of extensive flooding and the development may adversely affect drainage. * The amended proposal still presents an overwhelming frontage (to Callerton Lane and the River Pont) which is in a visually prominent position in the centre of the Conservation Area; indeed it should be noted that The Diamond Inn, Methodist Church and former Coates Institute, whilst not presently Listed Buildings, form part of the draft Local List to be included as part of the Emerging Neighbourhood Plan. As such we strongly feel that this should be considered in relation to any new development within their proximity.* The height of the building still appears to be excessive and overbearing, having an adverse effect on the surrounding environment, which is directly adjacent to a designated Protected Open Space and Wildlife Corridor; as per the Emerging Neighbourhood Plan.
COMMENT * The Committee find it misleading to describe the car parking provision as ‘underground’, as the parking is situated on the ground floor on the attached plans. * The Committee note that the proposal intends to introduce a One Way access from the mini round a bout at the junction of Main Street and North Road and egress from the road exiting the car park of the former HSBC bank; we understand this is in order to overcome manoeuvrability issues for refuse wagons and emergency vehicles but wish to highlight our concerns for the workability of this system. We will however concede to the judgement of the Highways Authority in this matter.

1.2 16/03710/VARYCO: Belville House, 43-45 Bell Villas, Ponteland NE20 9BD – Variation of conditions 2 (Materials), 6 (Materials), 7 (Materials), 8 (Materials), 9 (Windows and Doors), 16 Landscaping), 17 (Landscaping), 19 (Emergency Evacuation), 32 (Foul & Surface Water) and 33 (Fenestration) pursuant to planning permission 13/02074/FUL to amend the wording of pre-commencement conditions to enable ground works to take place.

COMMENT: The Committee understand that amendments to the wording of approved planning application 13/02074/FUL will allow the applicant to begin ground works and that works of construction above ground will not be permitted until samples of materials etc have been provided to the Planning Authority for approval. However the Committee wish to reiterate its original comment, that the proposed façade/frontage is unacceptable as it alters the appearance of the conservation area and results in the loss of some notable architectural features. * It is believed that the scale of the new block B is overbearing. * There is an apparent lack of provision for waste disposal; possibly creating health & safety issues.
The Committee made no comments about the other 2 applications considered.

2. DECISIONS: APPLICATIONS AND APPEALS; WITHDRAWN APPLICATIONS

2.1 DECISION: Application No: 16/02569/FUL Location: Land of Eland Green North Road
Proposal: Erection of residential dwelling in grounds of Eland Green Farm.
Permission granted under delegated powers on 18th October 2016.
The Committee had made no comment about this application.

2.2 DECISION 16/03019/FUL, 24 Longmeadows Darras Hall, NE20 9DY
Proposed conservatory garage extension with bedroom above.
Permission granted under delegated powers on 19th October 2016.
The Committee had made no comment about this application

2.3 DECISION 16/02817/FUL 1 The Crofts, Ponteland, NE20 9AZ
Single Storey extension to rear – family room & Kitchen
Permission granted under delegated powers on 19th October 2016.
The Committee had made no comment about this application

2.4 DECISION 16/003009/PRUTPO Trees north of Riverside, Ponteland NE20 9PU
Works to affect tree roots on a tree subject to a TPO.
Permission granted under delegated powers on 20th October 2016.
The Committee had made no comment about this application

2.5 DECISION 16/03511/VARYCO 3 Pembroke Drive, Darras Hall, NE20 9HS
Variation of condition 2 pursuant to planning permission (14/03890/FUL) in order to alter ground levels of rear garden.
Permission granted under delegated powers on 20th October 2016.
The Committee had made no comment about this application

2.6 DECISION 16/03081/VARYCO Plot 7 Hayworth Croft, The Avenue, Medburn
Variation of condition 2 (Plans) pursuant to planning permission 16/01437/FUL to move the house to the North to enable inclusion of a pumping station on site to dispose of the foul water.
Permission granted under delegated powers on 18th October 2016.
The Committee had made no comment about this application.

2.7 DECISION 16/03228/FUL 18 Ridgley Drive, Ponteland, NE20 9BL
Proposed Study and Porch extension, New tiled roof to replace felted roof
Permission granted under delegated powers on 27th October 2016.
The Committee had made no comment about this application.

2.8 DECISION 16/03067/FUL 29 Crossfell, Darras Hall, NE20 9ES
Proposed 2 storey side extension, Front elevation with 2 bay windows & pitched roof over main house.
Permission granted under delegated powers on 27th October 2016.
The Committee had made no comment about this application.

2.9 DECISION 16/03136/FUL 24 Stonehaugh Way, Darras Hall, NE20 9LX
Removal of front gable roof, replace with 45 degree pitch roof, including three dormer windows to front elevation and four velux roof lights to rear elevation, and construction of rear infill and rear extension.
Permission granted under delegated powers on 27th October 2016.
The Committee had made no comment about this application.

2.10 DECISION 16/03087/PRUTPO 1 Peel House Main Street, Ponteland, NE20 9NN
Tree preservation application order for crown reduce T1&T2 beech to allow 1.5m clearance from building. T3 Beech; removal of large scaffold limb showing evidence of decay and cavity pocket. T4 Beech; removal of small limb overhanging the car park. Failure from this limb could cause damage to the cars parked in this area but removing the limb will not have a detrimental effect on the tree.
Permission granted under delegated powers on 26th October 2016.
The Committee had made no comment about this application.

3. ANY OTHER BUSINESS

3.1 Response from NCC regarding Application No: 16/02569/FUL 33 Darras Road –
The Committee were concerned that it was not clear from the description whether this application was a replacement dwelling or if a new dwelling was proposed in the sizeable garden to the rear of 33 Darras Road.
Planning Officer Mr Malcolm Thompson confirmed that ‘this proposal seeks to erect a single dwelling in the rear garden of 33 Darras Road and that No 33 will be retained.’
He explained that the above application is an amended proposal for that already granted permission; ref: 14/03711/FUL, which was in respect of a 5 bedroom 2 storey dwelling with a ridge height of 8.5metres. The current proposal relates to a 4 bedroom dwelling on the same site in the garden area but with a ridge height of 7metres

RESOLVED – The Information be received and No Comment be submitted re the proposals.

3.2 Information received re application 16/03215/FUL 83 Runneymede Road
The Committee had discussed this application at their meeting on 18 October 2016 and had submitted a comment. Following the online submission of the Committees comment, a neighbouring resident contacted the office to complain that the Council had made their decision without relevant information relating to this application. The Clerk advised the resident that it was unfortunate that he had not provided details to the Town Council prior to their meeting and recommended that he submit his comments to the planning authority direct, via the planning portal. A copy of the residents’ submission was circulated for information.

RESOLVED: – The Information be received. No further action

3.3 Response from NCC re application 16/00709/UNTIDY – 33 Middle Drive
Following the last meeting the Clerk had made enquiries to ascertain the number and frequency of incidents to which the police had been called to the above unoccupied property. This information had been supplied to County Planning for their information and further action.
A response had been received stating that their Legal Department advise this issue is not a planning issue or viable to pursue further as a legal planning issue, as the untidy land is not visible from the road and not affecting the visual amenity of the area; therefore the case would remain closed.
County advised that the additional information supplied by the Clerk was an anti-social behaviour issue and therefore the responsibility of the police.

3.4 Comment from the Civic Society Planning Application 16/03244/OUT re. 6no 1-Bedroom and 24no 2-Bedroom Flats at Unit 1, 1 Meadowfield Court NE20 9SD
A copy of a letter addressed to County Planning from the Civic Society was circulated for information; the contents of which were noted.

RESOLVED:- The information be received and a letter of acknowledgement issued to the Civic Society.

3.5. Copy of Letter of Objection received from the Civic Society re Planning Application 16/03628/FUL.
This letter of Objection was circulated and discussed as part of the considerations of item 1.1.

3.6 Response from NCC re application 16/03055/FUL The Dairy, High Callerton, NE20 9TT-Proposed stable, feed store and cart store as supplemented by additional access
The Committee had queried the ‘need for an additional access road into this tiny hamlet’
Planning Officer Mr Malcolm Thompson responded to ‘clarify that the proposal makes use of an existing field gate; that the access road is private and leads to the proposed stable only
