MINUTES OF THE PLANNING COMMITTEE MEETING
18 NOVEMBER 2014

1. PLANNING APPLICATIONS

A list of planning applications received since the previous Committee meeting had been circulated

1.1 14/03757/FUL: 81 Dunsgreen Ponteland Newcastle upon Tyne NE20 9EJ – Proposed garage extension and two storey over existing garage planting new hedge and boundary fence

OBJECTION: The height of the boundary treatment currently insitu, is out of character, and diminishes the openness of the street scene. It has a detrimental effect on the visual amenity of the residential estate and if allowed will set a precedent, allowing the installation of imposing hard landscaping boundary treatments. Hedging to the front of the fencing would be welcomed as it will blend and soften the appearance of the boundary structure; however it should be noted that currently there is no room to plant such hedging and therefore the fence will require moving back to accommodate the proposed hedging screen. It should also be noted that this imposing boundary structure will be visible until such time as it takes for the hedge to establish and grow to the desired height.

The Committee made no comments about the other 6 applications considered.

Correspondence Received

A letter had been received from Mr Chris Jude of Building Surveyors Ltd asking that the Council retract it’s comment re 14/03156/FUL: Holmfield, Medburn, Northumberland NE20 0JB that the proposal ‘is an overdevelopment of the site and would adversely impact on adjacent bungalows, with possible encroachment issues.
Members were of the opinion that a No Comment submission had been made and asked that the Clerk seek clarification and a resolution with the Planning Officer.

A copy of a letter of objection from the Ponteland Civic Society sent to the Planning Authority re 14/03520/nonmat 5 Larchlea Darras had been received. The contents of which were noted.

A report from the Ponteland Civic Society regarding its view regarding future development within and around the Ponteland settlement boundary had been received. The report and its contents be accepted.

2. DECISIONS: APPLICATIONS AND APPEALS; WITHDRAWN APPLICATIONS

2.1 DECISION 14/03076/VARYCO: 2 Chester Close, Darras Hall, Ponteland NE20 9AG – Variation of condition 2 (approved plans – repositioning of site access/driveway) from planning approval 14/00017/FUL (Demolition of one bungalow and building one new 6m high bungalow).
Permission granted under delegated powers on 31 October 2014.
The Committee had made no comment about this application.

2.2 DECISION 14/02966/FUL: Land East Of Prospect Farm, The Avenue, Medburn – New residential dwelling at Plot 1 including change of use from meadow to garden.
Permission granted under delegated powers on 31 October 2014.
The Committee had made no comment about this application.

2.3 DECISION 14/02990/FUL: 81 Kirkley Drive, Ponteland, Newcastle upon Tyne NE20 9QW – Demolition of detached garage, construction of two storey rear extension, re-siting of conservatory, single storey garage, wc & utility extension to side, new opening to front elevation & pitched roofs to front dormers
Permission refused under delegated powers on 3 November 2014.

2.4 DECISION 14/02968/FUL: 183 Middle Drive, Darras Hall, Ponteland NE20 9LU – Proposed kitchen, lounge and bedroom extension at rear and new front porch with tiled roof over existing garage

The Committee had made no comment about this application.

2.5 DECISION 14/02778/FELTPO: 63 Darras Road Darras Hall Newcastle upon Tyne NE20 9PD – Tree preservation order application to fell four Beech, prune one Beech by 10%, crown raise one Birch to 4 metres, crown raise seven Beech to three metres, fell one dead Beech
Permission granted by Northumberland County Council on 6th November 2014.
The Committee had made no comment about this application.

2.6 DECISION 14/03080/FUL: Rosetree Cottage (Garage to Rear), Nr Prestwick, Newcastle upon Tyne NE20 9UD – Conversion of existing garage into a two-bedroom house, demolition of existing timber-framed shed and erection of adjoining orangery (Resubmission of 13/03274/FUL: without erection of new detached garage)”
Permission refused under delegated powers on 7 November 2014.
The Committee had submitted the following objection to the application.
OBJECTION: Contrary to the NPPF and the Castle Morpeth District Local Plan: The proposal would result in a new dwelling in the Green Belt and open countryside which would be inappropriate development; very special circumstances have not been demonstrated. Prestwick is not a sustainable location for new housing. We note the inspector’s comments in the related appeal dismissal.

2.7 DECISION 14/02786/FUL: 24 Edge Hill, Darras Hall, Ponteland NE20 9RW – Proposed to develop new garage and use previous garage as bedroom.
Permission granted under delegated powers on 7 November 2014.
The Committee had made a comment that no information had been provided in connection with possible tree and/or hedge removal.

2.8 DECISION 14/03325/VARYCO: Land East Of 88 The Rise, Darras Hall, Ponteland – Variation of condition 2 relating to planning permission 13/02133/FUL (Erection of one no. dwelling – C3 Use) – Variation relates to alterations to the overall design
Permission granted under delegated powers on 11 November 2014.
The Committee had made no comment about this application.

2.9 DECISION 14/03074/ADE: Eland House, Eland Lane, Ponteland NE20 9TR – 1no. Di bond advertisement facia. 1no. set of individual Di bond lettering
Permission granted under delegated powers on 11 November 2014.
The Committee had made no comment about this application.

2.10 DECISION 14/03160/FELTPO: Medburn Lodge, The Avenue, Medburn, Northumberland NE20 0JD – Tree preservation order application for removal of one dead tree (species unknown), one Larch and three Conifers
Permission granted under delegated powers on 12 November 2014.
The Committee had made no comment about this application.

2.11 WITHDRAWN 14/02674/FUL: Land West of 15 Rowan Drive, Ponteland, Northumberland – The construction of one two-storey four bedroom house for private sale with associated parking and landscaping.
Information had been received from Northumberland County Council that the application had been withdrawn on 4 November 2014.
The Committee had made a comment that they were disappointed that one detached dwelling was proposed and not 2 dwellings (semi-detached) as previously intimated.

3. ANY OTHER BUSINESS

3.1 14/02423/FUL: 46 Woodside, Darras Hall, Ponteland NE20 9JA – Construction of a replacement dwelling
The Town Council had been invited to speak at the West Area Planning Committee meeting on 19 November 2014 regarding the above application.
The Town Council had made an objection about the proposal but no Members were available to speak at the meeting.
NCC planners had recommended approval contrary to the views of Ponteland Town Council.

3.2 14/02734/FUL: Bank Top Garage, Prestwick, Newcastle upon Tyne NE20 9TX – Change of use of existing self-storage container area incorporating rear garage access, to customer vehicle parking/storage area incorporating rear garage access – with corresponding change of use of existing customer vehicle parking/storage area and adjoining land to self-storage container area.
The Town Council had been invited to speak at the West Area Planning Committee meeting on 19 November 2014 regarding the above application.
The Town Council had made an objection about the proposal and a representative from Ponteland Town Council was to attend.
NCC planners had recommended permission be refused for the following reason:-
01. The proposed development would be inappropriate development in the Green Belt and the Developer has failed to demonstrate that very special circumstances exist, contrary to paragraphs 87 and 91 of the National Planning Policy Framework and Policy C17 of the Castle Morpeth Local Plan.
02. The proposed change of use of the paddock area to an area for the siting of storage containers would result in encroachment into the open countryside and would have an adverse impact on the character and appearance of the site, to the detriment of the visual amenity of the area.
