MINUTES OF THE PLANNING COMMITTEE MEETING 17 NOVEMBER 2015

1. PLANNING APPLICATIONS

A list of planning applications received since the previous Committee meeting had been circulated

1.1 15/03608/FUL: Land Rear of Kildale, Medburn, Northumberland – Construction of detached dwelling and garage

COMMENT: This proposal is contrary to Policy MBH2 of the Castle Morpeth District Local Plan.

1.2 15/03622/FUL: 30 Errington Road, Darras Hall, Ponteland NE20 9LD – Proposed single storey rear extension; bedroom over existing garage; front boundary wall

COMMENT: We are concerned about possible overlooking from the first floor balcony to the rear. We are pleased that vegetation is to be planted on the road side of the wall.

The Committee made no comments about the other 9 applications considered.

2.2 DECISION 15/03076/FUL: 106 Runnymede Road, Darras Hall, Ponteland NE20 9HL – Single storey extension to the rear (North West) of the property

The Committee had made no comment about this application.

2.3 DECISION 15/03237/FUL: 134 Edge Hill, Darras Hall, Ponteland NE20 9JL – Dormer window to front, projecting bay window, alterations to front facade, two and single storey rear extension and alterations to existing flat roof dormer to rear

2.4 DECISION 15/02754/FUL: 94 Western Way, Darras Hall, Ponteland NE20 9LY – Loft conversion with front & rear dormer windows, single storey extensions to side & rear and pitched roof over existing garage

2.5 DECISION 15/03240/FELTPO: 19 Eastern Way, Darras Hall, Ponteland NE20 9PF – Works to trees protected by TPO: Fell 3no sycamore and 1no ash

2.6 DECISION 15/03060/FUL: 151 Runnymede Road, Darras Hall, Ponteland NE20 9HN – Proposed loft conversion including construction of gable peaks to front and rear and central flat roof; Construction of rear single storey extension to rear incorporating roof terrace and external patio; Conversion of garage loft into guest suite and construction of private gymnasium and open covered link

2.8 DECISION 15/03335/FUL: Unit 2 Meadowfield, Ponteland NE20 9SW – Proposed external alterations to form new parking layout, landscaping and break out areas. New canopy and storage area to side with new bin store.
Permission granted under delegated powers on 11 November 2015.
The Committee had made no comment about this application.

2.9 DECISION 15/03162/FUL: 12 Moor Lane, Darras Hall, Ponteland NE20 9AD – Proposed rebuilding of front porch and entrance, bedroom over garage and rear extension with balcony over
Permission granted under delegated powers on 12 November 2015.
The Committee had made a comment: We are concerned about possible overlooking and privacy issues from the first floor windows on the south elevation and request that these have obscure glazing in perpetuity.

2.10 DECISION 15/00832/ADE: 9 Bell Villas, Ponteland, Newcastle upon Tyne NE20 9BD – Advertisement consent for one hanging sign, two awnings and one hand painted sign
Permission granted under delegated powers on 11 November 2015.
The Committee had made a comment that the proposal, in this location, needs be in keeping with the Conservation Area. Also, there was confusion about some of the information provided with this application for ‘advertisement consent’; it was believed this should be the subject of another application as it was not part of the current planning permission.
The proposal had been amended to comply with the Conservation Officer’s requirements.

2.11 WITHDRAWN 15/02813/COU: 3 Main Street, Ponteland NE20 9NH – Change of use from first floor retail unit to office accommodation and proposed first floor office extension
NCC advised that that the application had been withdrawn on 4 November 2015.
The Committee had made no comment about this application.

3. ANY OTHER BUSINESS

3.1 Appeal: APP/P2935/W/15/3137634 – NCC 15/02595/FUL: 130 Darras Road, Darras Hall, Ponteland NE20 9PG – Demolition of existing property on site and construction of new 5-bedroom dormer style bungalow.

Information had been received from NCC that the application, which had been refused planning permission (on 16 September 2015), was to go to appeal, to be decided on the basis of written representations. The Council was invited to make comments or modify/withdraw its previous response. The Committee had made no comment about this application.

RESOLVED – The Committee’s response to remain unchanged and go forward with NCC’s submission.

3.2 Letters sent to Miss Joanne Wood, NCC Development Services, about S106 agreements

Following decision 15/01474/FUL: Land West of Meadow Court House, Runnymede Road, Darras Hall, Ponteland, letters had been sent to Miss Joanne Wood, NCC Development Services, asking questions about S106 agreements. These letters were sent in September and October but no acknowledgement or reply had been received.

RESOLVED – Copies of the letters to be passed to Kath Mavin (Clerk) to follow-up via Cllr R Dodd
