A list of planning applications received since the previous Committee meeting had been circulated.

1.1 14/01535/FUL: School House, Higham Dykes, Milbourne NE20 0DH – Proposed orangery

COMMENT: Whilst the site is in the Green Belt we do not consider this an excessive addition.

1.2 14/01403/FUL: 43 Darras Road, Darras Hall, Ponteland NE20 9PD – Increase height to gabled hipped roof to provide sufficient head room to stair and bedroom access and construction of double storey rear extension complete with single storey lean-to. Demolition of existing single storey garage and construction of a replacement double storey garage with home office to upper storey

COMMENT: We believe this proposal would result in an excessive development of the site.

1.3 14/01054/FUL: Eland House, Eland Lane, Ponteland NE20 9TR – Remove existing fence to front of property and erect brick piers and automatic wrought iron gates

OBJECTION: The proposal is inappropriate and out of keeping with its surroundings. It brings an incongruous residential aspect to a commercial property and we question the need for such an elaborate entrance along a narrow country lane.

1.4 14/01588/FUL: Land North of Newton Cottage, High Callerton, Newcastle upon Tyne NE20 9TT – Proposed demolition of existing stone boundary wall and construction of detached triple garage

COMMENT: Is this acceptable development given the site’s location in the Green Belt and Conservation Area?

1.5 14/01648/FUL: Oak View, Kirkley, Newcastle upon Tyne NE20 0AG – Proposed ground floor extension to side elevation and new pitched roofs in place of existing felted roofs

COMMENT: Is this acceptable development given the site’s location in the Green Belt?

The Committee made no comments about the other 5 applications considered.

1.6 14/01651/FUL: 26 Whinfell Road, Darras Hall, Ponteland NE20 9EW – Demolition of existing dormer bungalow and replacement with house
This application will be considered at the next meeting on 1 July 2014

14/01406/FUL: Squirrel Haven, Medburn NE20 0JB – Alterations to drive way; widening of opening onto main road; new fence, gate and gates posts to provide enclosure to the site

In reply to part of the Town Council’s objection to the above application, an email had been received from Malcolm Thompson (Case Officer) advising that NCC’s Tree and Woodland Officer had been consulted and responded: “I have no objection to the proposals”.

14/01442/OUT: Northumbria Police HQ, North Road, Ponteland NE20 0BL – Outline: Redevelopment of site to provide a mix of retained Northumbria Police operational functions and buildings and housing with up to 263 dwellings.

Various copy emails had been received expressing comments:

Ponteland Civic Society: No objection to residential development on this area of land but it needs to be properly and adequately considered. The decision by the Police Authority to withdraw from the Ponteland site meant a major change in the context of the development and dictated the need for a Master Plan, otherwise, the application would be deemed premature. The area lends itself to a ‘garden village’ design approach – a satellite village with a distinct ‘sense of place’. An Indicative Planning Brief formed part of the submission.
Aspects that needed to be taken into account: line of the proposed Ponteland bypass; the internal road layout; system of footpath/cycle ways; retain existing landscaping; comprehensive range of housing (particularly affordable, housing for rent and also for self build); assessment and provision of long term educational, employment and retail requirements; retention and protection of the old school.

Philip Ham: No objection to housing but mix of types needs to be re-considered with no or fewer larger types; aspects need to be considered in consultation with the Neighbourhood Plan Group; infrastructure and services required.

Alan Mee: infrastructure and services first; possible bypass implications; questioned the number and type of houses – large/5 bedroom houses not required.


2.1 DECISION 13/03869/FUL: Ponteland Middle School, Callerton Lane, Ponteland NE20 9EY – Construction of a new external 3G Artificial Turf Pitch (ATP) to replace an existing grass playing pitch with perimeter ball-stop fencing, floodlights (artificial lighting), clean access and outdoor storage for maintenance equipment
Permission granted under delegated powers on 19 May 2014.
The Committee had made no comment about this application.

2.2 DECISION 14/01319/FUL: 2 Middlebrook, Darras Hall, Ponteland NE20 9XH – Proposed replacement of existing canopy to front door
Permission granted under delegated powers on 3 June 2014.
The Committee had made no comment about this application.

2.3 DECISION 14/01025/FUL: 153 Western Way, Darras Hall, Ponteland NE20 9LY – Demolition of existing side garage and store and construction of new two storey side extension, removal of existing dormer to front and replacement with two new dormer windows and new porch extension, construction of two storey extension to rear and removal of rear chimney. Associated external works and new vehicular access. (Resubmission of approved application CM/20110136)
Permission granted under delegated powers on 5 June 2014.
The Committee had made no comment about this application.

2.4 DECISION 14/00938/FUL: Primrose Lodge, Dissington Lane, Newcastle upon Tyne NE15 0AB – Conversion of an Existing Garage to form New retirement Bungalow
Permission refused under delegated powers on 10 June 2014.
The Committee had made an objection on the grounds that this proposal was contrary to the National Planning Policy Framework which states that the purpose of the Green Belt is to assist in safeguarding the countryside from encroachment and that there did not appear to be ‘very special circumstances’.

2.5 DECISION 14/01187/FUL: 161 Western Way, Darras Hall, Ponteland NE20 9NB – Proposed single and 2 storey extension at front
Permission granted under delegated powers on 11 June 2014.
The Committee had made no comment about this application.

2.6 DECISION 14/00504/FUL: Old Plant Yard, Prestwick NE20 9BX – Resubmission of revised application for demolition of industrial building and construction of one new dwelling (reduced in height and repositioned)
Permission granted by the West Area Planning Committee on 11 June 2014.
The Committee had made no comment about this application.


3.1 14/00483/FUL: Land North of Furze Hill, Medburn – Replacement of existing stable block outbuildings with a new dwelling

The Town Council had been invited to speak at the West Area Planning Committee Meeting on 18 June 2014 regarding the above application.
The Town Council had made an objection that whilst conversion was acceptable with conditions, replacement with a new dwelling would be contrary to Green Belt policy
Although the exact same proposal had previously been refused, a different Planning Officer was now recommending approval.
Councillor Mrs S Johnson agreed to speak at the meeting.

3.2 APPEAL: APP/P2935/A/14/2217815 – NCC Ref: 13/00132/OUTES: Land at Birney Hill Farm, Stamfordham Road

Mark Ketley (Case Officer) advised that details of a press release and notices would be provided by email for circulation through our channels and generally in Ponteland.
Also, a separate page would be set up on the NCC website to provide information about the appeal.

RESOLVED – A copy of the decision notice and reasons for refusal to be sent to Councillors for information.
