MINUTES OF THE PLANNING COMMITTEE MEETING 16 JUNE 2015

Present: Councillor Mrs E Thompson (in the Chair), Councillors Mrs S Johnson and A Varley

Apologies for absence were received from Councillors Mrs L Noble and Mrs C Greenwell

1. PLANNING APPLICATIONS

A list of planning applications received since the previous Committee meeting had been circulated

1.1 Pre consultation: East Town Farm, Milbourne NE20 0EE – Development of an agricultural scale farm wind turbine.
(Applicant: Malcolm Sym; Agent: Matthew Dowley, Earthmill Ltd, Wetherby LS22 7FD)

COMMENT: The location of the wind turbine needs careful consideration so as not to have an adverse impact on the amenity of neighbouring residences and the Green Belt. Also, the supporting documentation does not provide assurances that the stated reasons for the development would be achieved by the introduction of this wind turbine.

1.2 15/01700/OUT: Land at Hayworth Croft, The Avenue, Medburn – Outline: Construction of 1no. detached dwelling with attached garage with all matters reserved except for access.

COMMENT: The proposed size and height of the residence seems extremely large and excessive. This would result in a dwelling out of scale with neighbouring properties, involve an extension of residential development into the surrounding fields and would not preserve the character of the surrounding area, contrary to the NPPF and Castle Morpeth District Local Plan Policy H15.
Also, the standard of the junction of The Avenue with the C345 gives rise to safety concerns. This situation will be exacerbated by the ever increasing numbers of new dwellings gaining access via The Avenue, generating a large increase in the volume of traffic using this sub-standard roadway and the junction (contrary to the Castle Morpeth District Local Plan).

The Committee made no comments about the other 10 applications considered.

2. DECISIONS: APPLICATIONS AND APPEALS; WITHDRAWN APPLICATIONS

2.1 DECISION 15/01251/PRUTPO: 5 Regency Way, Darras Hall, Ponteland NE20 9AU – Tree preservation order application to crown reduce one Willow by 3 metres
Permission granted under delegated powers on 8 June 2015.
The Committee had made no comment about this application.

2.2 DECISION 15/01053/FUL: 122 Darras Road Darras Hall Ponteland NE20 9PG – Proposed tiled roof in place of glazed conservatory roof and new bay window to front
Permission granted under delegated powers on 1 June 2015.
The Committee had made no comment about this application.

2.3 DECISION 15/01193/FUL: 27 Willow Way, Darras Hall, Ponteland NE20 9RF – Orangery extension to rear in place of existing conservatory
Permission granted under delegated powers on 5 June 2015.
The Committee had made no comment about this application.

2.4 DECISION 15/01073/FUL: 165 Western Way, Darras Hall, Ponteland NE20 9NB – Proposed extension to existing garage
Permission granted under delegated powers on 11 June 2015.
The Committee had made no comment about this application.

2.5 DECISION 15/01194/FUL: 4 The Drey, Darras Hall, Ponteland NE20 9NS – Proposed front porch
Permission granted under delegated powers on 11 June 2015.
The Committee had made no comment about this application.

2.6 DECISION 15/01243/FUL: 93 Middle Drive, Darras Hall, Ponteland NE20 9DW – Construction of double garage as supplemented by additional information received 08/06/15
(re-submission of planning approval 14/03322/FUL)
Permission granted under delegated powers on 11 June 2015.
The Committee had made a comment that it was believed the proposal was excessive given that this was just a traditional garage.

2.7 DECISION 15/01312/FUL: 31 Runnymede Road, Darras Hall, Ponteland NE20 9HG – Proposed garage extension to existing dwelling
Permission granted under delegated powers on 11 June 2015.
The Committee had made no comment about this application.

3. ANY OTHER BUSINESS

3.1 Planning Training sessions in July 2015

Town Councillors had been invited to attend training sessions to help improve understanding of the planning application process.
Councillor Alan Varley had arranged to attend on 7 July at Choppington Welfare.
