MINUTES OF THE PLANNING COMMITTEE MEETING

1. PLANNING APPLICATIONS

A list of planning applications received since the previous Committee meeting had been circulated

1.1 14/03963/OUT: Plot 5, Prospect Farm, The Avenue, Medburn, Northumberland – Outline permission for a detached dwelling

COMMENT: The information supplied was unclear and may be incorrect: are we to assume the applicant also owns the original Plot 5 land; also is the rest of the meadow included? The proposed size of the residence seems extremely large and, given the original permission, excessive. This would result in a dwelling out of scale and character with neighbouring properties and an overdevelopment of the site (as outlined in red).

1.2 14/04023/FUL: Land at Hayworth Croft, The Avenue, Medburn, Northumberland – Two new dwellings

COMMENT: We are concerned about overlooking from windows on side elevations: Plot 5 – south elevation first floor window overlooks Plot 4 and north elevation landing window overlooks Plot 6; Plot 6 – north elevation 1st and 2nd floor windows. We request that these windows be obscure glazing in perpetuity.

The Committee made no comments about the other 7 applications considered.

2. DECISIONS: APPLICATIONS AND APPEALS; WITHDRAWN APPLICATIONS

2.1 DECISION 14/03558/PRUTPO: 12 Larchlea, Darras Hall, Ponteland NE20 9LG – Propose to pollard two willow trees at 16ft from base
Permission granted under delegated powers on 3 December 2014.
The Committee had made no comment about this application.

2.2 DECISION 14/03635/FUL: 7 Simonside View, Ponteland NE20 9TF – Proposed porch extension to front
Permission granted under delegated powers on 4 December 2014.
The Committee had made no comment about this application.

2.3 DECISION 14/03356/FUL: 4 Chester Close, Darras Hall, Ponteland NE20 9AG – Construction of single story extensions to both side elevations and rear elevation. Raising of roof to create first floor to existing house.
Permission granted under delegated powers on 5 December 2014.
The Committee had made no comment about this application.

2.4 DECISION 14/03456/FUL: 4 The Drey, Darras Hall, Ponteland NE20 9NS – 2 storey rear extension – Proposed Kitchen and bedroom extension
Permission granted under delegated powers on 12 December 2014.
The Committee had made no comment about this application.

2.5 DECISION 14/03478/PRUTPO: The Avenue, Medburn, Northumberland – TPO. T1 prune long branches on mature beech for 2m clearance of wires. T2 prune mature ash, birch and sycamore for 1-1.5m clearance. Crown reduce cypress and holly for 2.5m clearance. Remove young self sown sycamore. T3 prune ash, sycamore and birch for 1-2m clearance. Reduce mature mixed hedge privet and elder for 2m clearance. T4 prune small diameter branches on mature beech to give 4m clearance.
Permission granted under delegated powers on 10 December 2014.
The Committee had made no comment about this application.

3. ANY OTHER BUSINESS

West Area Planning Committee Meeting 17 December 2014

The Town Council had been invited to speak at the West Area Planning Committee Meeting on 17 December 2014 (first meeting at 3pm) regarding the following 4 applications:

3.1 14/01054/FUL: Eland House, Eland Lane, Ponteland NE20 9TR – Remove existing fence to front of property and erect brick piers and automatic wrought iron gates

The Town Council had made an objection about the proposal and Councillor Alan Varley agreed to speak at the meeting.
NCC planners were recommending approval.

3.2 14/03428/FUL: 46 Woodside, Darras Hall, Ponteland NE20 9JA – Demolition of existing house and construction of a new house

The Town Council had made an objection about the proposal and Councillor Alan Varley agreed to speak at the meeting.
NCC planners were recommending approval.

An email had been received from Mrs C Thompson (44 Woodside) providing comments she had sent to Joanne Wood (Case Officer) about NCC’s control of this application if granted, and also concerns she had expressed to Darras Hall Estates Committee.

3.3 14/03757/FUL: 81 Dunsgreen, Ponteland NE20 9EJ – Proposed garage extension and two storey over existing garage planting new hedge and boundary fence

The Town Council had made an objection about the proposal and Councillor Alan Varley agreed to speak at the meeting.
NCC planners were recommending approval.

3.4 14/03156/FUL: Holmfield, Medburn NE20 0JB – Resubmission of planning permission 13/01179/FUL – Erection of an external pool building to the North West of the property

The Town Council had made an objection about the proposal and Councillor Alan Varley agreed to speak at the meeting.
NCC planners were recommending approval.

3.5 Notice of Public Inquiry for Land at Birney Hill Farm, Stamfordham Road

Notification had been received from Mark Ketley giving details of the above mentioned public inquiry which is due to start on 13 January 2015 at 10am at Newcastle Falcons Rugby Club, Kingston Park. The notice will be displayed on the Town Council’s notice boards and website.

3.6 Northumberland Local Plan Core Strategy: Full Draft Plan Consultation

A CD and hard copy of the above had been received from NCC for consultation:
from Friday 12 December 2014 until Wednesday 11 February 2015.
