MINUTES OF THE PLANNING COMMITTEE MEETING
15th November 2016

1. PLANNING APPLICATIONS

A list of planning applications received since the previous Committee meeting had been circulated

1.1 16/03778/OUT Land to North of The Avenue, Medburn, Northumberland – Outline Permission for up to 16 dwellings with all matters reserved apart from access

OBJECTION: * The proposal is contrary to Policy MBH2 of the Castle Morpeth District Local Plan as the site is neither brownfield nor infill and is not within the curtilage of existing properties. The construction of 16 dwellings on agricultural land would constitute new housing development on greenfield land in a part of Medburn where only infill development on brownfield sites is permitted. * The construction of 16 additional dwellings in this location would have a detrimental impact on the agricultural/rural and undeveloped character present in this part of the settlement, contrary to Policy H15 of the Castle Morpeth District Local Plan. * The proposal is lain out in a new estate format, whose appearance is out of character with the rest of Medburn; which has previously followed a pattern of residential development adjacent to and facing the through road, in order to maintain the surrounding rural setting to the rear of the properties. * We are concerned about the lack of access road and note too that a similar application in front of this plot proposes a new highway access; this then appears to facilitate the above development creeping into adjacent greenfield, rural/agricultural open areas. * Medburn is a small settlement without any services, only a limited bus service and poor paths for cyclists and pedestrians. The construction of 16 more dwellings in addition to the recently approved construction of at least 50 new dwellings will have an overwhelming and adverse impact on this small settlement and the C345, which is a narrow country lane and the only access road.

1.2 16/03777/FUL: Land West of Dyke House, The Avenue, Medburn NE20 0JD
– Hybrid application comprising: Outline application: 1 dwelling with the creation of a new access and full planning application: 5 dwellings with associated car parking, landscaping and the creation of a new highway access

OBJECTION: * Once again the proposal is contrary to Policy MBH2 of the Castle Morpeth District Local Plan as the site is neither brownfield nor infill and is not within the curtilage of existing properties. The construction of 1 dwelling with the creation of a new access on agricultural land would constitute new housing development on greenfield land in a part of Medburn where only infill development on brownfield sites is permitted. * The construction of 6 further dwellings and associated access in this location will have a detrimental impact on the agricultural/rural and largely undeveloped character present in this part of the settlement, contrary to Policy H15 of the Castle Morpeth District Local Plan. * The proposed layout is similar to that of a new estate format, whose appearance is out of character with the rest of Medburn, which has an uneven pattern of residential development in the rural setting. * We are concerned that provision of a new highway access will facilitate further development creeping into adjacent greenfield, rural/agricultural open areas. * Medburn is a small settlement without any services, only a limited bus service and poor paths for cyclists and pedestrians. The construction of 6 more dwellings in addition to the recently approved construction of at least 50 new dwellings will have an overwhelming and adverse impact on this small settlement and the C345, which is a narrow country lane and the only access road.

The Committee made no comments about the other applications considered.

2. DECISIONS: APPLICATIONS AND APPEALS; WITHDRAWN APPLICATIONS

2.1 DECISION: 16/03162/FUL, 9 The Crescent, Darras Hall, NE20 9AL, Demolition of detached garage and construction of new attached garage.

The Committee had made no comment about this application.

2.2 DECISION: 16/03167/LBC Gin-Gan Callerton Home Farm, Callerton Hall Drive, High Callerton, NE20 9TT. Proposed addition of 6 windows to existing dwelling.

2.3 DECISION: 16/03050/FUL, 14 Windsor Place, Darras Hall, NE20 9AX, Proposed Conservatory.

The Committee had made no comment about this application.

2.4 DECISION: 1603513/FUL, 69 Eastern Way, Darras Hall NE20 9RE. Proposed demolition of existing conservatory, and construction of a new single storey kitchen extension.
The Committee had made no comment about this application.

2.5 DECISION: 16/03054/FUL The Dairy, High Callerton, NE20 9TT. Proposed Dining room extension.

The Committee had made no comment about this application

2.6 DECISION: 16/03232/FUL 25 Avondale Darras Hall NE20 9NA. Raising of a new roof to create first floor to existing detached bungalow.

The Committee had made no comment about this application
Permission granted under delegated powers on 8th Nov 2016.

2.7 DECISION: 16/03235/FUL Furze Hill, Ponteland NE20 0JA. Grounds maintenance equipment store, with link to existing drive.

The Committee had made the following objection about this application: – The committee would like to comment as to whether the “existing” drive has planning permission as the drive closer to Medburn is the one that appears to be in use at the property. There is concern regarding the safety aspect of the entrance to the “existing” drive (as described on the planning documents).
Permission refused under delegated powers on 9th Nov 2016.

2.8 DECISION: 16/01788/FUL 46 Woodside, Darras Hall, Ponteland NE20 9JA. Demolition of existing bungalow and construction of new house

The Committee had made the following objection about this application: – We believe the extensive number and size of first floor windows to side elevations would result in overlooking and a loss of privacy for neighbours; particularly for those at No 44. Also, we note that this is an unusual design in a traditional street scene. The new proposal does nothing to alter our feelings regarding this replacement dwelling and as our previous objection. We believe the extensive number and size of first floor windows to side elevations would result in overlooking and a loss of privacy for neighbours. This proposal would be an over development of the site, which would be overbearing for surrounding bungalows and incongruous in the street scene, and the new plan is of no better outcome.

2.9 DECISION: 16/00760/FUL 136 Edge Hill, Darras Hall, Ponteland NE20 9JL. Re-submission of 16/00760/FUL – Proposed rear extension to form kitchen and family room, new roof (7m) to create first floor to form bedrooms and extension to single garage to form double garage (amended 17.6.2016)

The Committee had made no comment about this application.

2.10 WITHDRAWN: 16/02944/DFUL Land North of Clickemin Farmhouse, Ponteland NE20 9BQ, Proposed 2 storey detached dwelling

The Committee had objected to the above proposal for various reasons, notably the imposing scale, height and ‘contemporary’ design.
NCC advised that the application had been withdrawn on 7th Nov 2016.

2.11 WITHDRAWN:16/02116/FUL Ponteland Golf Club, Bell Villas, Ponteland NE20 9BD, Installation of W.C. on Golf Course.

The Committee had made no comment about this application.
NCC had advised that the application had been withdrawn on 2nd Nov 2016.

3. ANY OTHER BUSINESS

3.1 Training Session – Planning Development Management
County Planning had emailed the Town Council to offer a number of dates on which planning training sessions were to occur. Planning Committee Members were supplied details of their confirmed attendance on one of the various dates.

3.2 16/03135/ADE 1-3 Brewery Lane, Ponteland, Newcastle upon Tyne NE20 9NZ -Retrospective advertisement consent for built up distressed copper lettering with internally illuminated LED modules also illuminated projection sign with steel bracket and timber panel with copper insert.

The Committee had objected to the above proposal on the grounds that the presence of illuminated signage in the conservation area is incongruous. The Committee’s objection was a view that was shared by the County Conservation Officer and had been referred to the Chair of

Strategic Planning Committee. It was reported that the Chair felt that the application does not raise significant planning issues, and had therefore delegated the decision back to the planning officer.

RESOLVED: The information be received.

3.3 16/03051/FUL The Dairy, High Callerton, NE20 9TT – Proposed Garage (as amended 9/11/16)

The Committee had objected to the above proposal on the grounds that ‘The documents and plans do not make it clear as to the positioning for the garage as it is not clearly illustrated on the drawings. As a result they are unable to make a decision on this application until adequate documents and plans have been re submitted.

In response an amended application had been received including a map of the site plan and location of the proposed garage. This information had been circulated to the Planning Committee Members and the objection withdrawn.
The Committee made no further comment about this application.

3.4 16/03940/HEGRMN Junction of A696 Strikers Bank, Ponteland Newcastle upon Tyne – Removal of 2 hedges, 45 metres long and 4 metres long

The above application had been received seeking permission to remove a stretch of hedgerow. It was explained that the Landowner had been requested to do so by County Highways in the interest of Highway Safety.

RESOLVED: The information be received.
