MINUTES OF THE PLANNING COMMITTEE MEETING: 15 JULY 2014

Present: Councillor Mrs S Johnson (in the Chair), Councillors Mrs L Noble and C Rawlings (ex-officio)

Apologies for absence were received from Councillors Mrs E Thompson and A Varley

1. PLANNING APPLICATIONS

A list of planning applications received since the previous Committee meeting had been circulated

1.1 14/01659/FUL: Close Cottage, Prestwick, Newcastle upon Tyne NE20 9UA – Construction of single storey extensions to form living room, bedroom, study, sun lounge and kitchen

COMMENT: The footprint of the existing building would be increased and we question if the extensions proposed are proportionate given the location in the Green Belt.

The Committee made no comments about the other 9 applications considered.

14/01651/FUL: 26 Whinfell Road, Darras Hall, Ponteland NE20 9EW – Demolition of existing dormer bungalow and replacement with house

A copy email had been received from Ponteland Civic Society to NCC asking for the front boundary hedge to be retained.

2. DECISIONS: APPLICATIONS AND APPEALS; WITHDRAWN APPLICATIONS

2.1 DECISION 14/01519/FUL: 23 Wentworth Court, Darras Hall, Ponteland NE20 9PR – Two storey extension to side for garage with bedroom/en-suite over
Permission granted under delegated powers on 27 June 2014.
The Committee had made no comment about this application.

2.2 DECISION 14/00382/FUL: Land West Of Existing Airport Parking, Prestwick, Northumberland – Extension to long term car park, including landscaping and ancillary bus stops, lighting columns etc, associated with Newcastle International Airport
Permission granted under delegated powers on 1 July 2014.
The Committee had made a comment acknowledging that landscaping was proposed and stating that they would welcome extensive provision along the adjacent roads, together with the introduction of any other appropriate measures, to mitigate the adverse impact of light pollution and visual intrusion.

2.3 DECISION 14/01467/FUL: 7 Fellside, Darras Hall, Ponteland NE20 9JW – Construction of block/render single storey extension (with pitched roof) to rear of property and raising of roof to provide first floor living accommodation incorporating dormer roof and rooflights
Permission granted under delegated powers on 11 July 2014.
The Committee had made no comment about this application.

3. ANY OTHER BUSINESS

3.1 14/01473/FUL: Keepers Cottage, High Callerton, Newcastle upon Tyne NE20 9TT – Proposed garage and study in place of existing outbuildings

The Town Council had been invited to speak at the West Area Planning Committee Meeting on 16 July 2014 regarding the above application.
The Town Council had made an objection about the proposal and Councillor Mrs L Noble agreed to speak at the meeting.
NCC planners were recommending approval.

3.2 14/00792/FUL: 86 Eastern Way, Darras Hall, Ponteland NE20 9RE – Amended drawings – Rear and first floor extension of existing 3 bed semi-detached bungalow.

The Town Council had been invited to speak at the West Area Planning Committee Meeting on 16 July 2014 regarding the above application.
The Town Council had made a comment about the proposal and Councillors decided not to speak at the meeting.
NCC planners were recommending approval despite 15 objections.

3.3 APPEAL: APP/P2935/A/14/2217815 – NCC Ref: 13/00132/OUTES: Land at Birney Hill Farm, Stamfordham Road

Information had been received from NCC that the application, which had been refused planning permission (on 31 October 2013), was to go to appeal to be determined on the basis of a public inquiry and the Secretary of State had recovered the appeal to determine it himself.
The Town Council had made a submission to the Planning Inspectorate opposing the appeal.

The Town Council had been invited to speak at the West Area Planning Committee Meeting on 16 July 2014 regarding the removal of Refusal Reason 4 for the above application:

‘The applicant has failed to adequately demonstrate that surface water from the development could be disposed of in a manner which would not increase flood risk elsewhere contrary to the NPPF and Policy RE5 of the Castle Morpeth Local Plan.’

Mark Ketley (NCC Case Officer) had reported that given matters relating to surface water flows, including potential flooding downstream of the site, had been resolved since the application was determined, and relevant consultees (Environment Agency and the Council’s SUDS Officer) had now withdrawn their objections to the scheme, it was considered by Officers that Refusal Reason 4 could no longer be sustained as there would be no available expertise to defend this refusal reason at the Public Inquiry.
Town Councillors decided not to speak at the meeting.

3.4 APPEAL: APP/P2935/A/14/2220012 – NCC Ref: 13/03134/FUL: Mill House, West Road, Ponteland NE20 9SG – Construction of 18 New dwellings and associated access, landscaping and engineering works

Information had been received from Northumberland County Council that the application, which had been refused planning permission (on 26 March 2014), was to go to appeal to be determined on the basis of written representations.

RESOLVED – The Town Council’s objection to be amended slightly for agreement at the next Committee meeting prior to it being sent to the Planning Inspectorate.
