MINUTES OF THE PLANNING COMMITTEE MEETING 15 DECEMBER 2015

1. PLANNING APPLICATIONS

A list of planning applications received since the previous Committee meeting had been circulated

1.1 15/03830/FUL: Clickemin Farmhouse, Clickemin, Ponteland NE20 9BQ – Rear ground floor lean to pitched roof extension, side ground and first floor extension with new pitched roof creating a new gable & detached garage

OBJECTION: The frontage wall is high and out of character in this location, in the Green Belt; we would prefer to see the existing established hedge retained. There are differences in the description of the proposed frontage treatment between the drawing and the application form: the latter states that no hedges need to be removed but the drawing shows a new hedgerow to be provided behind the proposed frontage wall.

1.2 15/03915/FUL: 55 Middle Drive, Darras Hall, Ponteland NE20 9DN – Demolition of existing bungalow in lieu of new detached two-storey dwelling

COMMENT: We believe the balcony on the first floor to the rear may cause overlooking and privacy issues.

1.3 15/03946/FUL: Carr House, Berwick Hill, Seaton Burn, Northumberland NE13 6BX – Proposed conversion and extension of existing detached garage into private accessible annex.

OBJECTION: This proposal would not result in an ‘annex’ but the development of a separate, detached, one bedroom dwelling; contrary to Green Belt policy, with no very special circumstances supplied. The proposed building would be an inappropriate form of development within the Green Belt and would be contrary to both the NPPF and the Castle Morpeth District Local Plan.

1.4 15/03971/OUT: Land North Of Aldersyde, The Avenue, Medburn, Northumberland – Detached 5 bedroom house and detached double garage

OBJECTION: The proposal contravenes Policy MBH2 of the Castle Morpeth District Local Plan where residential development should only be permitted to infill small gaps within an otherwise continuously built frontage, be on brownfield sites and subject to certain criteria. This proposal would result in the loss of amenity of adjoining residential properties, as well as the loss of established hedgerows.

The Committee made no comments about the other 3 applications considered.

2. DECISIONS: APPLICATIONS AND APPEALS; WITHDRAWN APPLICATIONS

2.1 DECISION 15/02378/FUL: 84 Eastern Way, Darras Hall, Ponteland NE20 9RE – Proposed automated entrance gates and adjacent fencing.
Permission granted under delegated powers on 8 September 2015.
The Committee had made no comment about this application.

2.2 DECISION 15/02475/FUL: 11 Linden Way, Darras Hall, Ponteland NE20 9DP – Proposed new roof to form first floor bedrooms with en-suites and ground floor extension to form orangery and front entrance
Permission granted under delegated powers on 8 September 2015.
The Committee had made no comment about this application.

2.3 DECISION 15/03277/VARYCO: The Nook, Dissington Lane, Ponteland NE15 0AB – Variation of Condition no. 2(approved plans) of planning permission 12/01744/FUL – Demolition of existing dwellinghouse and replacement with bungalow (re-submission of application 12/00070/FUL)
Permission granted under delegated powers on 27 November 2015.
The Committee had made no comment about this application.

2.4 DECISION 15/03439/FUL: 1 Grange Road, Ponteland NE20 9UL – Loft conversion with dormer extensions, patio and French doors to 1st floor
Permission granted under delegated powers on 27 November 2015.

2.6 DECISION 15/03597/FUL: 19 Birney Edge, Darras Hall, Ponteland NE20 9JJ – Construction of two storey front extension and replacement of roof over front dormer

Permission granted under delegated powers on 2 December 2015.

2.8 DECISION 15/03422/COU: Ponteland Police Station, 20 Bell Villas, Ponteland NE20 9BE – Change its use to office
Permission granted under delegated powers on 3 December 2015.

2.9 DECISION 15/03548/FUL: 44 Willow Way, Darras Hall, Ponteland NE20 9RF – Proposed 2 storey extension to side and rear kitchen extension
Permission granted under delegated powers on 8 December 2015.

2.10 DECISION 15/03551/FUL: 65 North Road, Ponteland NE20 9UN – Proposed rear kitchen & dining room extension, first floor bedroom & bathroom extension over garage & internal alteration to convert garage into playroom, bathroom & utility room as amended by drawings received 08/12/15
Permission granted under delegated powers on 9 December 2015.

2.11 DECISION 15/03528/FELTPO: Land South West of Darras Road Bridge, Darras Hall, Ponteland – Tree Preservation Order – Fell 1 x Scots Pine 1 x Elder and 1 x Ash
Permission granted under delegated powers on 9 December 2015.
The Committee had made no comment about this application.

2.12 DECISION 15/03567/FUL: 16 Callerton Lane, Ponteland NE20 9EL – Proposed extension
Permission granted under delegated powers on 9 December 2015.
The Committee had made no comment about this application.

2.13 APPEAL DECISION APP/P2935/W/15/3130571 – NCC ref. 14/04287/COU: Bank Top Garage, Prestwick, Newcastle upon Tyne NE20 9TX – Change of use of land for additional temporary short term vehicle parking (up to 15 cars maximum) associated with Bank Top Garage

Appeal dismissed on 16 November 2015 (planning permission refused on 18 February 2015).
The Committee had made an objection that this application contravened Green Belt policy: it would result in an inappropriate development, causing harm and having a detrimental impact upon openness and visual amenity, with no very special circumstances established.
The Committee’s objection remained unchanged and went forward with Northumberland County Council’s submission.

2.14 APPEAL DECISION APP/P2935/W/15/3078116 – NCC ref. 15/00999/FUL: 1 The Green, Ponteland, Northumberland NE20 9UX – Change of use to accommodate new access track for existing dwelling (1 The Green)

Appeal dismissed on 3 November 2015 (planning permission refused on 28 May 2015).
The Committee had made no comment about this application.

2.15 WITHDRAWN 15/03510/COU: Land South of 201 Darras Road, Darras Hall, Ponteland NE20 9AF – Change of use of parcel of land to rear (south) of 201 Darras Road from public open space to private garden

Application withdrawn on 10 December 2015.
The Committee had made an objection that the current owners and/or agents of the land wished that all open space exist for the benefit of everyone on the development, but such a proposal would negatively impact the existing residents of The Drey, in terms of both visual amenity and usage. Also, surface water problems could be caused.

3. ANY OTHER BUSINESS

3.1 Advertising Hoarding – CM/20100725: Henderson Court, North Road, Ponteland

An email had been received from Mr Alan Mee confirming that, 24 hours earlier than scheduled, the McCarthy & Stone sign on North Road was being dismantled.
