MINUTES OF THE PLANNING COMMITTEE MEETING 14 JULY 2015

1. PLANNING APPLICATIONS

A list of planning applications received since the previous Committee meeting had been circulated

1.1 15/02132/FUL: West Farm Cottage, West Farm Mews, Prestwick NE20 9TX – Two storey extension to increase accommodation to 4no. bedrooms and associated works. Provision of additional parking on porous gravel surface

COMMENT: Is this proposal excessive given the location in the Green Belt?

The Committee made no comments about the other 10 applications considered.

Other Application Correspondence

New Premises Licence Application: Yolo, 9 Bell Villas, Ponteland NE20 9BD

After consideration, the following addition to the Committee’s objection had been made:

Should the committee be minded to approve the application we request that a restriction preventing the playing of music after 11pm is imposed and that doors are kept closed after that time; to prevent a noise disturbance to residents.

We believe that children should not be permitted in the outside area after 9pm; to protect them from possible exposure to potential unruly behaviour and offensive language.

Miss J Hardy provided a copy of a letter sent to her by the solicitors acting on behalf of Yolo Ponteland Limited in response to her objection to the application. The letter contained information about films and an outside seating area.

An email had been received from David Grenfell (Licensing Officer, Processing) seeking to clarify points raised in the Committee’s objection. A Yolo ‘Operating Schedule’ and information about the Live Music Act 2012 were attached to the email. Points covered were about the consumption of alcohol in the outside area, music and the timings of deliveries and waste disposal/collection.

RESOLVED – An email be sent to David Grenfell drawing attention to the discrepancies between the Yolo application and the conditions contained in the Appeal decision regarding an outside seating area and delivery times.

2. DECISIONS: APPLICATIONS AND APPEALS; WITHDRAWN APPLICATIONS

2.1 DECISION 15/01489/FUL: 32 Parklands, Darras Hall, Ponteland NE20 9LL – Proposed single storey extension to front of property and replacement of flat roof with new pitched roof.
Permission granted under delegated powers on 29 June 2015.
The Committee had made no comment about this application.

2.2 DECISION 15/01510/FUL: 5 Berwick Hill Road, Ponteland NE20 9UU – Two Storey Side Extension and Pitched Roof to Rear Extension
Permission granted under delegated powers on 2 July 2015.
The Committee had made no comment about this application.

2.3 DECISION 15/01660/FUL: 34 Hawthorn Way, Darras Hall, Ponteland NE20 9RU – Proposed extension to rear of garage, new roof structure to existing garage, extension to infill recess within existing front elevation, new windows, render to elevations & new roof covering.
Permission granted under delegated powers on 6 July 2015.
The Committee had made no comment about this application.

2.4 DECISION 15/01576/FUL: 28 Western Way, Darras Hall, Ponteland NE20 9AS – Proposed kitchen extension and internal alterations
Permission granted under delegated powers on 7 July 2015.
The Committee had made no comment about this application.

2.5 DECISION 15/01584/FUL: 9 Simonside View, Ponteland NE20 9TF – Proposed new porch to the front of the property; removal of existing garage and rebuilding and widening it; extension to the rear
Permission granted under delegated powers on 7 July 2015.
The Committee had made no comment about this application.

2.6 DECISION 15/01892/FUL: 74 Woodside, Darras Hall, Ponteland NE20 9JB – Erection of detached double garage
Permission granted under delegated powers on 8 July 2015.
The Committee had made no comment about this application.

2.7 DECISION 15/01453/FUL: 9 Paddock Hill, Eland Haugh, Ponteland NE20 9XL – Proposed extension to form master bedroom at first floor and extension to utility at ground floor. Proposed extension to rear.
Permission granted under delegated powers on 9 July 2015.
The Committee had made no comment about this application.

2.8 APPEAL DECISION: APP/P2935/A/14/2217815 – 13/00132/OUTES – Land at Birney Hill Farm, Stamfordham Road, Throckley – Demolition of some existing buildings and the construction of up to 280 dwellings and provision of up to 650 sqm of B1 floorspace, no greater than 250 sqm (gross) of A1/A3 retail floorspace, up to 500 sqm of D1 floorspace, a community farm and associated buildings, landscaping, open space, access and associated engineering works.

Appeal dismissed on 9 July 2015 by the Secretary of State following a public inquiry (planning permission refused on 31 October 2013).
The Committee had objected to the proposal at a Special Town Council Meeting on 7 March 2013 and this response had remained unchanged, going forward with Northumberland County Council’s submission.

3. ANY OTHER BUSINESS

3.1 Praedium Associates Ltd: Initial consultation for proposed upgrade to existing base station installation at Eland Hall Farm, Eland Lane, Ponteland, NE20 9TR

Praedium Associates Ltd had confirmed that the upgrade would not result in an increase in the overall height of the mast and the information had then been circulated to Town Councillors for any comments. No comments had been received.

3.2 Pre consultation: East Town Farm, Milbourne NE20 0EE – Development of an agricultural scale farm wind turbine.

An email had been received from Matthew Dowley, Earthmill Ltd (Agent) responding to the Committee’s comment:
• In the early stages of planning preparation having just finished the pre consultation process
• The application will include supporting documents: statement of community involvement, design and access statement, planning statement, green belt statement
• The justification was as stated and the construction of the turbine would help secure the long term viability of the family owned business.

3.3 APPEAL: APP/P2935/W/15/3078116 – 15/00999/FUL: 1 The Green, Ponteland, Northumberland NE20 9UX – Change of use to accommodate new access track for existing dwelling (1 The Green)

Information had been received from Northumberland County Council that the application, which had been refused planning permission (on 28 May 2015), was to go to appeal, to be decided on the basis of written representations.
The Council was invited to make comments or modify/withdraw its previous response, which had been ‘No comment’.

RESOLVED – The Committee’s response to remain unchanged and go forward with Northumberland County Council’s submission.
