MINUTES OF THE PLANNING COMMITTEE MEETING 13 JANUARY 2015

1. PLANNING APPLICATIONS

A list of planning applications received since the previous Committee meeting had been circulated

1.1 14/04234/FUL: Land West of 15 Rowan Drive, Ponteland, Newcastle upon Tyne NE20 9QJ – Construction of one two- storey four bedroom house for private sale with associated parking and landscaping

COMMENT: We are disappointed that this will not contribute to the public housing stock and believe that this is a missed opportunity to meet an identified need in Ponteland.

1.2 14/03963/OUT: Plot 5 Prospect Farm, The Avenue, Medburn, Northumberland – Outline permission for a detached dwelling (as amended, 30 December 2014)

COMMENT: The proposed size of the residence seems extremely large and, given the original permission, excessive. This would result in a dwelling out of scale and character with neighbouring properties.

The Committee made no comments about the other 8 applications considered.

Application Correspondence

14/04044/FELTPO: Eland Lodge and Pear Tree House, North Road, Ponteland NE20 9UE – Tree preservation order application to fell one Whitebeam, crown lift two Lime trees to 7m and prune one Cedar to give 1m clearance for roof of Pear Tree House.

An email had been received from Mr D Butler requesting that NCC abide by their policy with regard to replanting with a suitable species where a tree is felled.

2. DECISIONS: APPLICATIONS AND APPEALS; WITHDRAWN APPLICATIONS

2.1 DECISION 14/00818/FUL: 12 Callerton Court, Darras Hall, Ponteland NE20 9EN – Proposed lounge, sun room and kitchen extension and pitched roof to garage
Permission granted under delegated powers on 2 May 2014.
The Committee had made no comment about this application.

2.2 DECISION 14/00827/LBC: The Seven Stars, 21 Main Street Ponteland NE20 9NH – Listed Building Consent for the erection of illuminated and non illuminated signs to the exterior of the building
Permission granted under delegated powers on 29 May 2014.
The Committee had made no comment about this application.

2.3 DECISION 14/00959/LBC: Mackley & Studdert, 25 Main Street, Ponteland NE20 9NH – Listed building consent for removal of redundant cabling and display panels from around ground floor doorway and erect new fascia signboard above together with new hanging sign and new panelled door
Permission granted under delegated powers on 13 May 2014.
The Committee had made no comment about this application.

2.4 DECISION 14/01403/FUL: 43 Darras Road, Darras Hall, Ponteland NE20 9PD – Increase height to gabled hipped roof to provide sufficient head room to stair and bedroom access and construction of double storey rear extension complete with single storey lean-to. Demolition of existing single storey garage and construction of a replacement double storey garage with home office to upper storey
Permission refused under delegated powers on 29 July 2014.
The Committee had made a comment that they believed this proposal would result in an excessive development of the site.

2.5 DECISION 14/03307/FUL: Land South of Milbourne Grange, Milbourne – Conversion of redundant barn to private dwelling
Permission granted under delegated powers on 12 December 2014.
The Committee had made no comment about this application.

2.6 DECISION 14/03496/FUL: 43 Longmeadows, Darras Hall, Ponteland NE20 9DX – Proposed two storey kitchen and bedroom extension including Juliet balconies to first floor rear elevation and dormers to first floor front elevation, extension to existing garage with tiled roof over and construction of front entrance
Permission granted under delegated powers on 16 December 2014.
The Committee had made a comment about possible overlooking from the West elevation.

2.7 DECISION 14/03156/FUL: Holmfield, Medburn, Northumberland NE20 0JB – Resubmission of planning permission 13/01179/FUL – Erection of an external pool building to the North West of the property
Permission granted by the West Area Planning Committee on 31 December 2014.
The Committee had made an objection that this was an overdevelopment of the site and would adversely impact on adjacent bungalows.

2.8 DECISION 14/03757/FUL: 81 Dunsgreen, Ponteland NE20 9EJ – Proposed garage extension and two storey over existing garage planting new hedge and boundary fence
Permission granted by the West Area Planning Committee on 23 December 2014.
The Committee had made an objection requiring that the fence be moved back to accommodate the planting of the proposed hedging screen; this had been addressed.

2.9 DECISION 14/01054/FUL: Eland House, Eland Lane, Ponteland NE20 9TR – Remove existing fence to front of property and erect brick piers and automatic wrought iron gates
Permission granted by the West Area Planning Committee on 31 December 2014.
The Committee had made an objection that the proposal was inappropriate and out of keeping with its surroundings, bringing an incongruous residential aspect to a commercial property.

2.10 DECISION 14/03428/FUL: 46 Woodside, Darras Hall, Ponteland NE20 9JA – Demolition of existing house and construction of a new house
Permission granted by the West Area Planning Committee on 19 December 2014.
The Committee had made an objection concerning overlooking and privacy issues and felt that it was overbearing and an over development of the site.

2.11 DECISION 14/03561/PRUTPO: 218 Darras Road, Darras Hall, Ponteland NE20 9AJ – Tree Preservation Order Application to pollard/remove trees
Permission granted under delegated powers on 19 December 2014.
The Committee had made no comment about this application.

2.12 DECISION 14/03566/FUL: 7 Avondale Road, Darras Hall, Ponteland NE20 9NA – Alterations & Extension to existing Bungalow
Permission granted under delegated powers on 19 December 2014.
The Committee had made no comment about this application.

2.13 DECISION 14/03837/FUL: 2 Richmond Way, Darras Hall, Ponteland NE20 9HU – Construction of single storey rear extension
Permission granted under delegated powers on 19 December 2014.
The Committee had made no comment about this application.

2.14 WITHDRAWN 14/01834/FUL: 61 Western Way, Darras Hall, Ponteland NE20 9AP – Demolition of existing dwelling and subdivision of plot for the erection of 2no. two storey dwellings with detached garages and associated accesses
Information had been received from Northumberland County Council that the application had been withdrawn on 6 January 2015.
The Committee had made a comment about concerns with overlooking and amenity issues and requesting obscure glazing.

3. ANY OTHER BUSINESS

3.1 14/03757/FUL: 81 Dunsgreen, Ponteland NE20 9EJ – Proposed garage extension and two storey over existing garage planting new hedge and boundary fence

Mr Anthony Ridley (45 Dunsgreen) had contacted the Town Clerk and also sent emails stating his dissatisfaction with the NCC decision and making comments which he wished to be brought to the attention of the Planning Committee. Mrs Kath Mavin, Town Clerk, joined the meeting to provide information about the various communications with Mr Ridley.

Following discussion it was agreed that the Town Clerk would respond: explaining that the Planning Committee had objected to the application and spoken against it at the NCC West Area Planning Committee meeting; expressing disappointment at the NCC decision and providing information about the conditions attached to the permission and possible action should these be contravened.

RESOLVED – The Town Clerk to respond to Mr Ridley as agreed.

3.2 Appeal : APP/P2935/D/14/2229366 – 14/02990/FUL: 81 Kirkley Drive, Ponteland, Newcastle upon Tyne NE20 9QW – Demolition of detached garage, construction of two storey rear extension, re-siting of conservatory, single storey garage, wc & utility extension to side, new opening to front elevation & pitched roofs to front dormers

Information had been received from Northumberland County Council that the application, which had been refused planning permission (on 3 November 2014), was to go to appeal, to be decided on the basis of written representations. As the appeal was proceeding under the Householder Appeals Service there was no opportunity for the Council to submit comments, only withdraw its previous response, which had been ‘No Comment’.

RESOLVED – The Committee’s response to go forward with Northumberland County Council’s submission.

3.3 Public Inquiry – APPEAL: APP/P2935/A/14/2217815 – NCC Ref: 13/00132/OUTES: Land at Birney Hill Farm, Stamfordham Road

An email had been received from John Blundell giving numeric demographics technical detail associated with his proposed oral presentation at the Public Inquiry. This had been circulated to Town Councillors.

It was a comparison of housing requirement information supplied by different bodies, in an attempt to show that Ponteland is in an oversupply of housing provision and therefore there are no special circumstances to build on the Green Belt.

He believed that the information also provided a strong argument in connection with Ponteland’s demographic Core Strategy assessment.

3.4 Pre-application consultation from Arqiva – Smart Meter project at BT Telephone Exchange, Meadowfield, Ponteland, Newcastle upon Tyne, NE20 9SD

A response to our request for further information had been received from Matthew Waugh (Arqiva) and circulated to Town Councillors:

• This is a government initiative and not a commercial project
• It would involve a very slim line structure
• A search has been undertaken for alternative sites and an additional mast is required
• It complies with relevant health and safety legislation.
• Smart metering proposals have been positively received across the UK
