MINUTES OF THE PLANNING COMMITTEE MEETING
13th December 2016

Present: Councillor Mrs S Johnson (in the Chair), Councillors Mrs C Caisley, Mrs L Noble and A Varley.

Apologies for absence were received from Councillors Mrs C Greenwell, and Mrs E Thompson.

1. PLANNING APPLICATIONS

A list of planning applications received since the previous Committee meeting had been circulated

1.1 16/04052/FUL Land South East Of Field House Prestwick Northumberland
– Construction of 1No. Detached, two storey house with integral garage, garden and car parking.

OBJECTION: The Committee object on the grounds that the proposal is contra to Policy C17 of the Castle Morpeth District Local Plan. Development involving the construction of New Buildings in the Green Belt will not be permitted unless special circumstances can be demonstrated. There appears to be no special circumstance criteria that this proposal satisfies, therefore the proposal is considered inappropriate development that would adversely affect the open aspect of the Green Belt.

1.2 16/04474/FUL: Land North West of Clickemin Farmhouse Clickemin Ponteland Northumberland – Resubmission – Proposed detached two storey dwelling

COMMENT: The Committee are satisfied that the proposal has been sufficiently altered to reduce the impact of its scale, height and ‘contemporary’ design. The issue of overlooking of the older lower level properties appears to have been addressed by sinking the proposal into the ground so that it is no longer as imposing and intrusive.
Alterations to the wall at the access point should not affect the parking and manoeuvrability of vehicles at the existing dwelling; and it should be noted that it is unacceptable for vehicles to reverse onto the A696 as it is contra to highway safety.

Finally, the Committee wish to add that pavements and verges should not be used to park construction vehicles, store building materials or equipment on the highway in the interest of public safety.

Due to the scale and potential impact on Ponteland as a whole, it was agreed that the following application would be considered at a Special Meeting of the Town Council in January; prior to the revised deadline date of 13.1.2017.

16/04408/OUT Land West of Cheviot View, Rotary Way, Ponteland, Northumberland
Application for outline planning permission with some matters reserved for construction of 400 residential dwellings, associated road, paths, car parking, drainage and landscaping

2. DECISIONS: APPLICATIONS AND APPEALS; WITHDRAWN APPLICATIONS

2.1 DECISION: 16/01647/OUT, Land North of Plot 5, Prospect Farm, The Avenue, Medburn, Proposed 4 no. detached dwellings

The Committee had made the following objection about this application:- The proposal is contrary to Policy MBH2 of the Castle Morpeth District Local Plan as the site is neither brownfield nor infill.
Permission refused under delegated powers on 29th Nov 2016.

2.2 DECISION: 16/03977/LBC, Higham Dykes Hall, Higham Dykes, Milbourne, NE20 0DH. West Road Entrance (From A696); proposed removal of existing gates and railings (Gates to be relocated at North Entrance). Proposed Re-Building of stone pillars and construction of new walls and pillars. Proposed new gates, (Motorised). North Entrance Proposed removal of timber gates from West Road entrance. West Road Entrance: Proposed kerbing, re-surfacing and lighting. Courtyard: Proposed resurfacing and lighting.

The Committee had made the following comment about this application: – The Committee request that any lighting be it low level or otherwise be set to use on sensors in order to preserve the rural feel of the location and in consideration for their neighbours.

2.3 DECISION: 16/03580/FUL, 34 Rowan Drive Ponteland Newcastle Upon Tyne NE20 9QL, Proposed construction of a first floor bedroom extension above the existing garage
