MINUTES OF THE PLANNING COMMITTEE MEETING 12 JANUARY 2016

1. PLANNING APPLICATIONS

A list of planning applications received since the previous Committee meeting had been circulated

1.1 15/03698/FUL: 1-3 Brewery Lane, Ponteland, Newcastle upon Tyne NE20 9NZ – Installation of new frontage to restaurant

OBSERVATION: We welcome this tasteful improvement to the frontage of the building in the Conservation Area.

1.2 15/04241/VARYCO: Land North of Furze Hill, Ponteland, Northumberland – Variation of condition 2 of planning permission 14/00483/FUL : Replacement of existing stable block outbuildings with a new dwelling

OBJECTION: These changes would result in the loss of garaging and an increase in the footprint of the building, compromising the Green Belt and leading to an incremental undermining of Green Belt policy.

1.3 15/04174/COU: Clickemin Farmhouse, Clickemin, Ponteland NE20 9BQ – Change of use of land from agricultural land to residential garden

OBJECTION: We see no justification for removing agricultural land from the Green Belt to form part of a private residential garden. In application 15/03830/FUL, which is linked to this proposal, the information provided was misleading as it implied that the relocation and increased size of the garage/car port was to be carried out within the residential garden, together with the provision of a 2m high close boarded fence around part of the garden perimeter. However, this would now appear to be incorrect and would result in inappropriate development in the Green Belt. Also, the information supplied on the Application Form is confusing: Mr Sonny Henderson (The Home Designers, Gateshead) appears to be the owner, agent and applicant but Mr Dave Maughan is also given as the applicant.

1.4 15/03946/FUL: Carr House, Berwick Hill, Seaton Burn, Northumberland NE13 6BX – Proposed conversion and extension of existing detached garage into private accessible annex as amended by drawings received 24/12/15.

OBJECTION: This proposal would not result in an ‘annex’ but the development of a separate, one bedroom dwelling; contrary to Green Belt policy, with no very special circumstances supplied. The proposed building would be an inappropriate form of development within the Green Belt and would be contrary to both the NPPF and the Castle Morpeth District Local Plan. A definition of an ‘annex’, in law and in planning, would be appreciated.

The Committee made no comments about the other 5 applications considered.

1.5 15/03830/FUL: Clickemin Farmhouse, Clickemin, Ponteland NE20 9BQ – Rear ground floor lean to pitched roof extension, side ground and first floor extension with new pitched roof creating a new gable & detached garage as amended by revised site layout plan received 21/12/15.

An email had been received from Malcolm Thompson (NCC Case Officer) advising that the applicant had revised the proposal (amended drawing attached) so as to delete reference to the front boundary wall and retain the existing hedge. On the basis of this amendment the Committee’s OBJECTION had been overcome and, therefore, the response had been changed to NO COMMENT.

2. DECISIONS: APPLICATIONS AND APPEALS; WITHDRAWN APPLICATIONS

2.1 DECISION 15/03568/FUL: 52 Darras Road, Darras Hall, Ponteland NE20 9PG – Extension to provide first floor with 4no. bedrooms and to rear for living room & garage
Permission granted under delegated powers on 11 December 2015.
The Committee had made no comment about this application.

2.2 DECISION 15/03506/FUL: 38 Thornhill Road, Ponteland NE20 9QE – Proposed extension to form bedroom and bathroom over garage with dormer windows and new front porch
Permission granted under delegated powers on 11 December 2015.
The Committee had made no comment about this application.

2.3 DECISION 15/03753/FUL: 148 Edge Hill, Darras Hall, Ponteland NE20 9JN – Demolition of existing bungalow and construction of new dormer bungalow
Permission granted under delegated powers on 15 December 2015.
The Committee had made no comment about this application.

2.4 DECISION 15/03608/FUL: Land Rear of Kildale, Medburn – Construction of detached dwelling and garage
Permission granted under delegated powers on 15 December 2015.
The Committee had made a comment that this proposal is contrary to Policy MBH2 of the Castle Morpeth District Local Plan.

2.5 DECISION 15/03185/FUL: 61 Runnymede Road, Darras Hall, Ponteland NE20 9HJ – New private residence with six bedrooms and associated living, social and support accommodation with separate garage facility and conservatory on current vacant site. Note: Site previously occupied by dwelling house which was demolished some time ago (reference 12/02392/DEMGDO,14.08.12)
Permission granted under delegated powers on 17 December 2015.
The Committee had made an objection: The proposed building resembles an institutional facility rather than a domestic dwelling, and the facilities shown on the drawings would seem to be more in keeping with an institution. The appearance of the proposed building is oppressive and not really that of a private residence; the design is out of character with the surrounding area.

2.6 DECISION 15/03459/FUL: 3 Church Flatt, Eland Haugh, Ponteland NE20 9XQ – Proposed construction of 1st floor extension over existing garage / utility to form master bedroom, dressing room and en-suite facilities
Permission granted under delegated powers on 16 December 2015.
The Committee had made no comment about this application.

2.7 DECISION 15/03558/OUT: Land North of Delaware House, The Avenue, Medburn – Outline: Construction of 2no. detached dwellings with all matters reserved except for access.
Permission granted under delegated powers on 16 December 2015.
The Committee had made no comment about this application.

2.8 DECISION 15/03619/FUL: 33 Darras Road, Darras Hall, Ponteland NE20 9PD – Raising the roof on part of house to provide bathroom and 2 additional bedrooms each with en-suite and erection of dormers in roof space
Permission granted under delegated powers on 22 December 2015.
The Committee had made no comment about this application.

2.9 DECISION 15/03622/FUL: 30 Errington Road, Darras Hall, Ponteland NE20 9LD – Proposed single storey rear extension; bedroom over existing garage; front boundary wall
Permission granted under delegated powers on 23 December 2015.
The Committee had made a comment about possible overlooking from the first floor balcony to the rear.

2.10 DECISION 15/00803/FUL: Land on The Orchards, Callerton Lane, Ponteland
NE20 9EG – Proposed residential development of 20 no apartments
Permission refused under delegated powers on 29 December 2015.
The Committee had made an objection on various grounds: flooding risk, orientation, height, design and access.

2.11 DECISION 15/03738/FUL: 111 Darras Road, Darras Hall, Ponteland NE20 9PQ – Single storey garage extension to front
Permission granted under delegated powers on 29 December 2015.
The Committee had made no comment about this application.

2.12 DECISION 15/03788/FUL: Orchard House, The Avenue, Medburn, NE20 0JD – Two storey extension to provide dining, kitchen, bathroom and en-suite
Permission granted under delegated powers on 30 December 2015.
The Committee had made an observation: We have no comment to make about the proposal; but we are confused as it seems to create the possibility of two separate dwellings in the one building. NCC had responded by applying a condition that the extensions shall remain ancillary to and solely for the enjoyment of the occupier(s) of the host property “Orchard House” and shall not be sold as a separate dwelling.

2.13 DECISION 15/03701/FUL: 241 Darras Road, Darras Hall, Ponteland NE20 9AJ – Ground and first floor extensions to front, side & rear
Permission granted under delegated powers on 31 December 2015.
The Committee had made a comment expressing concern that the rear balcony at first floor level may cause overlooking issues for neighbours.

2.14 DECISION 15/03708/FUL: 7 Avondale Road, Darras Hall, Ponteland NE20 9NA – Addition of an upper floor to existing dormer bungalow
Permission granted under delegated powers on 5 January 2016.
The Committee had made an observation: We are pleased to see the dwelling brought back into use.

2.15 DECISION 15/03589/FUL: 3 Queensway, Darras Hall, Ponteland NE20 9RZ – Proposed garage/carport extension with en-suite bathrooms over
