MINUTES OF THE PLANNING COMMITTEE MEETING: 12 AUGUST 2014

1. PLANNING APPLICATIONS

A list of planning applications received since the previous Committee meeting had been circulated

The Committee made no comments about the 3 applications considered.

2. DECISIONS: APPLICATIONS AND APPEALS; WITHDRAWN APPLICATIONS

2.1 DECISION 13/02652/RENE: Land North of Black Heddon, Heugh, Northumberland – Siting of 1 x 36.6m high (hub) wind turbine with a tip height of 46.3m
Permission granted under delegated powers on 16 April 2014.
The Committee had made a comment that the large size and height of the turbine would have a significant and undesirable visual impact on the surrounding area, which includes Belsay Hall; also, contamination and other environmental issues associated with the turbine could be harmful to protected species.

2.2 DECISION 14/01765/FUL: 55 Middle Drive, Darras Hall, Ponteland NE20 9DN – Construction of a first floor to existing single storey dwelling, including balcony and associated external works, and construction of a new boundary wall and gates to front.
Permission granted under delegated powers on 25 July 2014.
The Committee had made a comment that the balconies on the first floor to the rear might cause overlooking issues, but welcomed the provision of shrubs on the road side of the boundary wall. These concerns had been addressed.

2.2 DECISION 14/01630/PRUTPO: 36 Willow Way, Darras Hall, Ponteland NE20 9RF – Tree Preservation Order: Pruning back overhanging canopy of four ash trees by 25% and removal of a small ash tree
Permission granted under delegated powers on 29 July 2014.
The Committee had made no comment about this application.

2.4 DECISION 14/01794/CLPROP: 33 Jackson Avenue, Ponteland NE20 9UY – Certificate of lawfulness for proposed attic conversion with dormer
Permission granted under delegated powers on 29 July 2014.
The Committee had made no comment about this application.

2.5 DECISION 14/01775/FUL: 49 Edge Hill, Darras Hall, Ponteland NE20 9RR – Single storey extension to front and side, two storey rear extension
Permission granted under delegated powers on 30 July 2014.
The Committee had made no comment about this application.

2.6 DECISION 14/01651/FUL: 26 Whinfell Road, Darras Hall, Ponteland NE20 9EW – Demolition of existing dormer bungalow and replacement with house
Permission granted under delegated powers on 31 July 2014.
The Committee had made no comment about this application.

2.7 DECISION 14/01916/FUL: 12 Dunsgreen, Ponteland NE20 9EH – Proposed single storey extension to rear and side to extend kitchen and garage

Permission granted under delegated powers on 1 August 2014.

2.9 DECISION 14/01845/FUL: 30 Meadowvale, Darras Hall, Ponteland NE20 9NF – Proposed first floor by raising part of roof to form bedroom, en-suite, dressing room and study with three dormer windows
Permission granted under delegated powers on 4 August 2014.
The Committee had made no comment about this application.

2.10 DECISION 14/01858/FUL: Plot 4 Prospect Farm, The Avenue, Medburn – New residential dwelling at Plot 4 including change of use from meadow to garden
Permission granted under delegated powers on 5 August 2014.
The Committee had made no comment about this application.

2.11 DECISION 14/01887/FUL: 50 Merton Road, Ponteland NE20 9PS – Change of use of first floor storage and office area into 1No. two bed and 1No. one bed residential dwelling flats
Permission granted under delegated powers on 6 August 2014.
The Committee had made no comment about this application.

2.12 WITHDRAWN 14/01830/ADE: Higgins & Winter Dental Practice, 17 Bell Villas, Ponteland NE20 9BD – Retrospective application for consent to display 1no. non-illuminated fascia sign.
Information had been received from Northumberland County Council that the application had been withdrawn on 29 July 2014.
The Committee had made no comment about this application.

2.13 WITHDRAWN 14/01763/VARYCO: West Thorn Farm, West Thorn, Kirkley NE20 0AG – Variation of condition 2 (approved plans) of application CM/20100399
Information had been received from Northumberland County Council that the application had been withdrawn on 30 July 2014.
The Committee had made a comment that the plans supplied were unclear and required clarification of the variations proposed.

2.14 WITHDRAWN 14/00611/FUL: Land South Of Milbourne Grange, Milbourne, Northumberland – Conversion of redundant barn to private dwelling
Information had been received from Northumberland County Council that the application had been withdrawn on 4 August 2014.
The Committee had made no comment about this application.

3. ANY OTHER BUSINESS

3.1 14/00792/FUL: 86 Eastern Way, Darras Hall, Ponteland NE20 9RE – Rear and first floor extension of existing 3 bed semi-detached bungalow. (Ian Birkett 01670 625548)

The APCW had carried out a site visit and the application would be going before their next meeting on 20 August 2014. Members believed that their concerns had not been fully presented at the previous meeting.
RESOLVED – Councillor Mrs S Johnson agreed to speak against the proposal when invited to do so at the next APWC meeting.
