MINUTES OF THE PLANNING COMMITTEE MEETING:
11 MARCH 2014

Present: Councillor P Cowey (in the Chair), Councillors Mrs L Noble and C Rawlings

Apologies for absence were received from Councillors Mrs E Thompson and Mrs S Johnson

1. PLANNING APPLICATIONS

A list of planning applications received since the previous Committee meeting had been circulated.

1.1 14/00614/FUL: The Old Mill Kennels, The Old Mill, Kirkley Mill, Kirkley NE20 0BQ – Two storey extension to rear for kitchen/dining area with 2no bedrooms and bathroom over.

COMMENT: It is noted that the site is in the Green Belt and the proposal is for residential development and not related to the business.

The Committee made no comments about the other 8 applications considered.

Premises Licence for Merton Hall Recreation Centre, Merton Way, Ponteland NE20 9PX – Provision of regulated entertainment and entertainment facilities
Councillor C Rawlings declared an interest in this application.

14/00561/FUL: 43 West Road, Ponteland, Newcastle upon Tyne NE20 9SX – Construction of a two storey side extension to form bedroom accommodation
An email had been received from David Butler stating concerns over the provision of parking.

2. DECISIONS: APPLICATIONS AND APPEALS; WITHDRAWN APPLICATIONS

2.1 DECISION 13/03535/FUL: 188 Western Way, Darras Hall, Ponteland NE20 9NB –
Re- submission of 13/03176/FUL – Demolition of existing conservatory and remodelling of rear of house
Permission granted by the West Area Planning Committee on 21 February 2014.
The Committee had made an objection in connection with overlooking issues and a white rendered wall for the front boundary treatment that would be totally out of character for the area and requested that the existing hedge be retained. The permission had an additional condition requiring the opaque screen to be kept in perpetuity.

2.2 DECISION 13/03953/FUL: 71 Eastern Way, Darras Hall, Ponteland NE20 9RE – 2 storey side extension, single storey rear extension, first floor extension to rear over existing kitchen to provide extended lounge, dining, kitchen, family room, en-suite and dressing room facilities
Permission granted under delegated powers on 24 February 2014.
The Committee had made a comment that no plans were supplied in connection with tree removal, therefore, deferred to the Tree and Woodland Officer.

2.3 DECISION 13/03321/FUL: 31 Bell Villas, Ponteland NE20 9BD – Change of use from C3 residential to D1 non residential institutions (dental practice) with new vehicular access and parking proposed
Permission granted by the West Area Planning Committee on 24 February 2014.
The Committee had made an objection about the adverse increase in traffic and the removal of trees in the Conservation Area.

2.4 DECISION 14/00081/FUL: Garden Cottage, High Callerton NE20 9TT – Single storey rear extension to the rear linking existing triple garage, garage to be converted to habitable living space, various internal alterations
Permission granted under delegated powers on 28 February 2014.
The Committee had made a comment about the size and style of the proposal given the site’s location in the Green Belt and Conservation Area.

2.5 DECISION 14/00017/FUL: 2 Chester Close, Darras Hall, Ponteland NE20 9AG – Demolition of one bungalow and building one new 6m high bungalow
Permission granted under delegated powers on 5 March 2014.
The Committee had made no comment about this application.

2.6 DECISION 14/00004/FUL: 23 – 25 Western Way, Darras Hall, Ponteland NE20 9AS – Demolition of two houses and the creation of two new replacement houses
Information had been received from Northumberland County Council that the application had been withdrawn on 3 March 2014.
The Committee had made no comment about this application.

3. ANY OTHER BUSINESS

3.1 Ponteland Town Council Responses to NCC

Following a request from NCC, it was agreed that responses would be posted directly on the NCC website in the ‘consultee comments’ section for applications. This will automatically alert the relevant planning officer that a response has been received. Additionally, it was agreed that should an objection be made an email would be sent directly to the planning officer.

3.2 13/03134/FUL: Mill House, West Road, Ponteland NE20 9SG – Construction of 18 new dwellings and associated access, landscaping and engineering works – West Area Planning Committee site visit

A site visit by WAPC had been carried out on Monday 10 March 2014 and Councillors
Mrs E Thompson and C Rawlings had attended. It was reported that the visit had been well attended with a good number residents present and many pertinent questions asked.
Following this site visit, the Town Council had been invited to speak at the next WAPC Meeting on 19 March 2014.

RESOLVED – Councillors Mrs E Thompson, Mrs L Noble and C Rawlings would arrange who will speak at the meeting.

3.3 Planning Application Objections

A summary sheet of planning application objections for 2011, 2012 and 2013 was presented providing information and numbers of Consultations, Objections, Decisions (Refused, Granted, Withdrawn, Pending, TPOs)
