MINUTES OF THE PLANNING COMMITTEE MEETING 11 AUGUST 2015

1. PLANNING APPLICATIONS

A list of planning applications received since the previous Committee meeting had been circulated

1.1 Additional/amended information 15/01474/FUL: Land West of Meadow Court House, Runnymede Road, Darras Hall, Ponteland – Erection of 1no. dwelling house. Associated access to serve Plot 1 as well as adjacent development area between Plot 1 and Meadow Court. Change of use of Paddock land to Garden for Meadow Court.

COMMENT: Whilst we have no comments to make in connection with this additional information, our comment about the previous details provided still stands:

We are concerned that this proposal contravenes the ‘Planning Obligation by Deed of Agreement under Section 106 of the Town and Country Planning Act 1990 relating to land at Meadow Court and Runnymede Road, Darras Hall, Ponteland’ (entered into on 25 February 2014): Third Schedule – The Owner’s Covenants – Point 5: That prior to the Commencement of Development of the Land edged red on Plan 2, Occupation of the dwelling identified as Meadow Court on Plan1 shall cease and the dwelling shall be demolished and any arisings removed from the Site.

We are confused by the introduction of Meadow ‘Croft’ when previous documentation refers to Meadow ‘Court’, and seek clarification on this issue.

In connection with this site, we note that Application No. 14/01347/FUL (Land North of 57 Runnymede Road, Darras Hall, Ponteland – Erection of decked viewing platform) expired on 31 March 2015 and no further application has been submitted. Therefore, the structure should have been removed and the land restored to its former condition.

1.2 15/02481/FUL: 33 West Road, Ponteland, Newcastle upon Tyne NE20 9SX – Construction of a detached garage with two bedrooms, shower/wc, lounge/diner and kitchen over

COMMENT: This proposal seems extremely excessive as a garage. The application description is misleading as this is not really just a garage but a detached dwelling.

The Committee made no comments about the other 9 applications considered.

Other Application Correspondence

15/02132/FUL: West Farm Cottage, West Farm Mews, Prestwick NE20 9TX – Two storey extension to increase accommodation to 4no. bedrooms and associated works. Provision of additional parking on porous gravel surface

An email had been received from Roy Perkins expressing concerns about the large extension proposed in the above application and thanking the Town Council for their comment.

The Committee had made no comment about this application.

2.2 DECISION 15/01697/FUL: The Beacon, West Thorn, Kirkley NE20 0AG – Construction of riding arena
Permission granted under delegated powers on 27 July 2015.
The Committee had made no comment about this application.

2.3 DECISION 15/01727/PRUTPO: 79 North Road, Ponteland, Newcastle upon Tyne NE20 9UR – Works to trees protected by TPO: Prune 1no copper beech and 1no silver birch both to a maximum of 20%
Permission granted under delegated powers on 30 July 2015.
The Committee had made no comment about this application.

2.4 DECISION 15/01920/FUL: Maysan Foods, Meadowfield, Ponteland NE20 9SD – Extension to rear for storage and loading bay
Permission granted under delegated powers on 4 August 2015.
The Committee had made no comment about this application.

2.5 DECISION 15/01862/FUL: 10 Richmond Way, Darras Hall, Ponteland NE20 9HU – Two storey side extension, single storey rear with lean-to roof and new front porch
Permission granted under delegated powers on 5 August 2015.
The Committee had made no comment about this application.

2.6 DECISION 15/01930/OUT: Plot 5 Prospect Farm, The Avenue, Medburn NE20 0JD – Outline application for a detached dwelling on Plot 5.
Permission granted under delegated powers on 5 August 2015.
The Committee had made no comment about this application.

2.7 DECISION 15/01982/FUL: 6 Willow Place, Darras Hall, Ponteland NE20 9RL – Proposed two storey rear extension, bedroom extension over existing garage at front and construction of new entrance piers and gates
Permission granted under delegated powers on 5 August 2015.
The Committee had made no comment about this application.

2.8 DECISION 15/00049/FUL: 43 Willow Way, Darras Hall, Ponteland NE20 9RF – RETROSPECTIVE: Construction of single storey side extension
Permission granted under delegated powers on 6 August 2015.
The Committee had made no comment about this application.

2.9 DECISION 14/01442/OUT: Northumbria Police HQ, North Road, Ponteland NE20 0BL – Outline: Redevelopment of site to provide a mix of retained Northumbria Police operational functions and buildings and housing with up to 263 dwellings.
Permission granted by the West Area Planning Committee on 4 August 2015 following the signing of a S106 agreement.
The Committee had made a comment expressing concern over: the struggling existing infrastructure, traffic congestion, lack of public transport, provision of medical facilities and schools.

3. ANY OTHER BUSINESS

3.1 NCC Consultation on Draft Planning Protocols

The drafts of the protocols for The Major Developments, Pre-Application Process and Section 106 Planning Obligations had been circulated to all Town Councillors and their comments invited.
There was a discussion of the drafts to enable a response to the consultation.

RESOLVED – An outline of the proposed comments to be circulated to Planning Committee members for consideration and agreement. The draft agreed comments to be circulated to all Town Councillors for confirmation prior to final response being sent to NCC by 22 August 2015
