A list of planning applications received since the previous Committee meeting had been circulated

1.1 15/00509/FUL: 49 Edge Hill, Darras Hall, Ponteland NE20 9RR – Resubmission: Proposed single storey extension to front and side, two storey extension to rear.

COMMENT: We are concerned about the first floor bedroom windows on both side elevations causing possible overlooking issues and request that they are in obscure glazing in perpetuity.

1.2 15/00475/FUL: 27 Middle Drive, Darras Hall, Ponteland NE20 9DH – Proposed new roof with dormer windows family room extension, garage extension and new front wall and gates

COMMENT: The frontage wall is introducing unwelcome hard landscaping and we request that vegetation be planted on the road side of it to soften the effect.

1.3 15/00533/FUL: 196 Western Way, Darras Hall, Ponteland NE20 9NB – Proposed alterations to create first floor dwelling, extension to rear, relocation of garage and new entrance gate and walls

COMMENT: The frontage wall is introducing unwelcome hard landscaping and we request that vegetation be planted on the road side of it to soften the effect.

1.4 15/00557/OUT: Land North East of Green Rigg, Medburn, Northumberland – Outline application for the erection of 15 dwelling houses (all matters reserved)

OBJECTION: On the following grounds:
• The proposal is contrary to Policy MBH2 of the Castle Morpeth District Local Plan as the site is neither brownfield nor infill and is not within the curtilage of existing properties. The construction of 15 dwellings on agricultural land would constitute new housing development on greenfield land in a part of Medburn where only infill development on brownfield sites is permitted.
• The construction of 15 dwellings in this location would have a detrimental impact on the agricultural/rural and undeveloped character present in this part of the settlement, contrary to Policy H15 of the Castle Morpeth District Local Plan.
• Medburn is a small settlement without any services, only a limited bus service and poor paths for cyclists and pedestrians. The construction of 15 more dwellings in addition to the recently approved construction of 37 new dwellings would have an overwhelming and detrimental impact on this small settlement and the C345 which is a narrow country lane and the only access road.
Also, some of the information provided is incorrect:
• Application form states 16 houses not 15
• Maps supplied show 20 houses on the adjacent Green Rigg site – there is only outline permission for 18 houses subject to a S106 agreement; this means that the total number of houses proposed for both sites is 33 not 35.

The Committee made no comments about the other 8 applications considered.

Other Application Correspondence

15/00139/FUL: 7 Willow Place, Darras Hall, Ponteland NE20 9RL – Proposed alterations & extension to include: replacement of flat roofs with pitched roofs; raising of windowsill heights; ground floor en-suite & utility room; partial roof conversion to include bedroom & bathroom

Copy letters had been received from neighbours at 5 and 9 Willow Place objecting to the proposal as out of character as a house surrounded by bungalows and having an adverse effect on privacy and amenity.


2.1 DECISION 14/03963/OUT: Plot 5 Prospect Farm, The Avenue, Medburn – Outline permission for a detached dwelling (as amended, 30 December 2014)
Permission refused under delegated powers on 24 February 2015.
The Committee had made the following comment about this application: – The proposed size of the residence seems extremely large and, given the original permission, excessive. This would result in a dwelling out of scale and character with neighbouring properties.

2.2 DECISION 14/04287/COU: Bank Top Garage, Prestwick, Newcastle upon Tyne – Change of use of land for additional temporary short term vehicle parking (up to 15 cars maximum) associated with Bank Top Garage
Permission refused under delegated powers on 18 February 2015
The Committee had objected to the application on many grounds, specifically that: it contravened Green Belt policy in the NPPF and Castle Morpeth District Local Plan, and would result in an inappropriate development in the Green Belt, causing harm and having a detrimental impact upon openness and visual amenity, with no very special circumstances having been established.

2.3 DECISION 14/03746/FUL: 23 and 25 Western Way, Ponteland, Newcastle upon Tyne NE20 9AS – Demolition of two houses and the creation of two new replacement houses
Permission granted under delegated powers on 2 March 2015
The Committee had made no comment about this application.

2.4 DECISION 15/00064/FUL: 8 Westsyde, Darras Hall, Ponteland NE20 9LS – Proposed two storey extension to side elevation, conservatory to rear
Permission granted under delegated powers on 3 March 2015
The Committee had made a comment: whilst not objecting to the proposal, we note that the front elevation changes are not mentioned or included in the application.
