MINUTES OF THE PLANNING COMMITTEE MEETING
10th January 2017

Present: Councillor Mrs S Johnson (in the Chair), Councillors Mrs C Caisley, Mrs L Noble and A Varley.

Apologies for absence were received from Councillors Mrs C Greenwell, and Mrs E Thompson.

1. PLANNING APPLICATIONS

A list of planning applications received since the previous Committee meeting had been circulated

1.1 Application No: 16/04408/OUT
Location: Land West of Cheviot View, Rotary Way, Ponteland, Northumberland.
Proposal: Application for outline planning permission with some matters reserved for construction of 400 residential dwellings, associated road, paths, car parking, drainage and landscaping

1.2 Application No: 16/04291/CCD
Location: Darras Hall County First School, Broadway, Darras Hall, Ponteland, Newcastle upon Tyne, NE20 9PP
Proposal: Demolition of existing school buildings and construction of a two storey new primary school with a floodlit 3G pitch, supporting accommodation and modular classroom

Location: Ponteland Leisure Centre, Callerton Lane, Ponteland, Newcastle upon Tyne, NE20 9EG
Proposal: Outline Planning application with all matters reserved for the demolition of the existing leisure centre and replacement with a new leisure centre, library, Primary School and Secondary School

1.4 Application No: 16/04339/LBC
Location: Higham Dykes Hall, Higham Dykes, Milbourne, NE20 0DH
Proposal: Listed Building Consent: Construction of extension to the east elevation of the house, within the existing courtyard area, providing an open plan kitchen, dining and living space. Alterations to the ground and first floor to the east wing incorporating redundant flat back within the house. Alterations to ground floor to improve the layout and use for the existing spaces, providing a back entrance area, with bootroom, laundry, wc and playroom. Alterations to first floor providing access into the existing flat, and alterations to provide improved bedrooms and bathroom facilities at first floor level. Alterations to the existing master suite to provide dressing room. Installation of a new bathroom within existing bedroom to provide bathroom facilities closer to the bedrooms at the west end of the house.

1.5 Application No: 16/04226/FUL
Location: 2 Pont Haugh, Eland Mews, Ponteland, NE20 9XD
Proposal: Proposed erection of fencing to encompass the entire curtilage of the property

Comment: Ponteland Town Council Committee would like to note the comments from the residents with their concerns for Highway Safety and the committee kindly request the Northumberland County Council consults with the Highways department over safety.

The Committee made no comments about the other 3 applications considered.

2. DECISIONS: APPLICATIONS AND APPEALS; WITHDRAWN APPLICATIONS

2.1 DECISION: 16/03977/LBC.
Land West of Dyke House, The Avenue, Medburn NE20 0JD, Hybrid application comprising: Outline aplication: 1 dwelling with the creation of a new access and full planning application: 5 dwellings with associated car parking, landscaping and the creation of a new highway access.

The Committee had made an objection about this application. * Once again the proposal is contrary to Policy MBH2 of the Castle Morpeth District Local Plan as the site is neither brownfield nor infill and is not within the curtilage of existing properties. The construction of 1 dwelling with the creation of a new access on agricultural land would constitute new housing development on greenfield land in a part of Medburn where only infill development on brownfield sites is permitted. * The construction of 6 further dwellings and associated access in this location will have a detrimental impact on the agricultural/rural and largely undeveloped character present in this part of the settlement, contrary to Policy H15 of the Castle Morpeth District Local Plan. * The proposed layout is similar to that of a new estate format, whose appearance is out of character with the rest of Medburn, which has an uneven pattern of residential development in the rural setting. * We are concerned that provision of a new highway access will facilitate further development creeping into adjacent greenfield, rural/agricultural open areas. * Medburn is a small settlement without any services, only a limited bus service and poor paths for cyclists and pedestrians. The construction of 6 more dwellings in addition to the recently.

2.2 DECISION: 16/04093/FUL
26 High View Darras Hall, Ponteland NE20 9ET, Construction of single storey and two storey extensions (including provision of a balcony).

COMMENT: The Committee note that a previous application for a similar extension not including a balcony was refused on the grounds of scaling height and position. There appears to be no evident changes to this proposal and therfore we feel that the issues with scale height and position still apply. Furthermore, the addition of a balcony has the potential to further reduce privacy and thus amenity for neighbouring properties.

2.5 DECISION: 16/03960/FUL
1 Pembroke Drive, Darras Hall, Ne20 9HS, Construction of rear and side extension of existing bungalow and restructuring of roof to create 4 bedroom split level dwelling.

COMMENT: The Committee believe along with some of the residents that the design and materials of the proposed property is out of keeping with the street scene.

Land at J & JM Straughan, Unit 1, Meadowfield Court, Meadowfield Industrial Estate, Ponteland, NE20 9SD. Outline permission for construction for 26 no two bedroom flats and 6 no one bedroom flats.

NCC had advised that the application had been withdrawn on 13/12/16

The Committee had made a comment about this application.
Comment: The residential development on a Brownfield site is to be welcomed although it would have been preferable to see some sort of provision for the younger and first time buyer.

2.11 APPEAL: 16/02302/FUL
Callerton Home Farm NE20, Erection of detached 2 bedroom dwelling on site of previously approved triple garage and demolition of stone boundary wall to allow access

Information had been received from NCC that the application, which had been refused planning permission on 16/12/16, was to go to appeal, to be decided on the basis of
written representations.

The committee made no comment regarding this application.

3. ANY OTHER BUSINESS

A letter has been received from NNC Planning Department regarding 16/03628/FUL. The land at the Orchard, Callerton Lane.

Given that there are a number of outstanding issues to be resolved. The application should be presented to committee for a decision from the case officer.
