MINUTES OF THE PLANNING COMMITTEE MEETING 10 FEBRUARY 2015

Apologies for absence were received from Councillors A Varley and Mrs L Noble

1. PLANNING APPLICATIONS

A list of planning applications received since the previous Committee meeting had been circulated

1.1 15/00214/FUL: 2 Pinegarth, Darras Hall, Ponteland NE20 9LF – Proposed removal of existing flat roof, single storey element to front and side; two storey front and side extension; internal and external alterations; amendments to front boundary

COMMENT: The proposed frontage wall is out of character with the open plan street scene. Just vegetation would be preferable at the frontage, but if a wall is permitted we request that the vegetation be planted on the street side of the wall.

1.2 15/00182/FUL: Plot 2 Prospect Farm, The Avenue, Medburn, Northumberland – New residential dwelling at Plot 2 including change of use from meadow to garden.

COMMENT: We are concerned that the balcony at first floor level will cause overlooking issues to the sides, adversely affecting the privacy and amenity of neighbours.

The Committee made no comments about the other 7 applications considered.

Other Application Correspondence

14/04287/COU: Bank Top Garage, Prestwick NE20 9TX – Change of use of land for additional temporary short term vehicle parking (up to 15 cars maximum) associated with Bank Top Garage

A copy email had been received from Ponteland Civic Society objecting to the proposal: the site is in the Green Belt; no meaningful evidence to support such a need; also questioning, if granted, whether storage containers might be located in this area, thereby subverting the purpose of the Green Belt and be difficult to remove.

2. DECISIONS: APPLICATIONS AND APPEALS; WITHDRAWN APPLICATIONS

2.1 DECISION 14/01588/FUL: Land North of Newton Cottage, High Callerton NE20 9TT – Proposed demolition of existing stone boundary wall and construction of detached triple garage
Permission granted under delegated powers on 31 October 2014.
The Committee had made a comment asking if this was acceptable development given the site’s location in the Green Belt and Conservation Area.

2.2 DECISION 14/04046/FUL: 14 Pembroke Drive, Darras Hall, Ponteland NE20 9HS – Single storey extension to rear & demolition of gable wall of garage and rebuild further from house
Permission granted under delegated powers on 26 January 2015.
The Committee had made no comment about this application.

2.3 DECISION 14/04005/FUL: 5 Pont Haugh, Ponteland, Northumberland NE20 9XD – Proposed first floor bedroom and en-suite over existing garage as supplemented by flood risk assessment received 23/01/15.
Permission granted under delegated powers on 26 January 2015.
The Committee had made no comment about this application.

2.4 DECISION 14/04044/FELTPO: Eland Lodge and Pear Tree House, North Road, Ponteland NE20 9UE – Tree preservation order application to fell one Whitebeam, crown lift two Lime trees to 7m and prune one Cedar to give 1m clearance for roof of Pear Tree House
Permission granted under delegated powers on 26 January 2015.
The Committee had made no comment about this application.

2.5 DECISION 14/04142/FUL: 29 Errington Road, Darras Hall, Ponteland NE20 9LD – Retrospective application for a rear & side extension to create a downstairs bedroom with disabled facilities
Permission granted under delegated powers on 26 January 2015.
The Committee had made no comment about this application.

2.6 DECISION 14/04234/FUL: Land West of 15 Rowan Drive, Ponteland NE20 9QJ – Construction of one two- storey four bedroom house for private sale with associated parking and landscaping
Permission granted under delegated powers on 29 January 2015.
The Committee had made a comment that they were disappointed that this would not contribute to the public housing stock and believed that it was a missed opportunity to meet an identified need in Ponteland.

3. ANY OTHER BUSINESS

3.1 Northumberland Local Plan Core Strategy: Full Draft Plan Consultation

The Town Council’s agreed response to questions contained in the Full Draft Plan Consultation had been sent to NCC and its receipt acknowledged.
