MINUTES OF THE PLANNING COMMITTEE MEETING 1 DECEMBER 2015

1. PLANNING APPLICATIONS

A list of planning applications received since the previous Committee meeting had been circulated

1.1 15/03701/FUL: 241 Darras Road, Darras Hall, Ponteland NE20 9AJ – Ground and first floor extensions to front, side & rear

COMMENT: We are concerned that the rear balcony at first floor level may cause overlooking issues for neighbours. Unfortunately, no location plan was supplied to enable a proper assessment.

1.2 15/03708/FUL: 7 Avondale Road, Darras Hall, Ponteland NE20 9NA – Addition of an upper floor to existing dormer bungalow

OBSERVATION: We are pleased to see the dwelling brought back into use.

1.3 15/03788/FUL: Orchard House, The Avenue, Medburn, NE20 0JD – Two storey extension to provide dining, kitchen, bathroom and en-suite

OBSERVATION: We have no comment to make about the proposal; but we are confused as it seems to create the possibility of two separate dwellings in the one building.

The Committee made no comments about the other 5 applications considered.

2. DECISIONS: APPLICATIONS AND APPEALS; WITHDRAWN APPLICATIONS

2.1 DECISION 15/03313/FUL: 42 Jackson Avenue, Ponteland NE20 9UY – Proposed single storey extension to rear of existing detached bungalow property. Rendered blockwork to elevation and flat roof with rooflight. Convert part of existing garage into new kitchen area. Replace roof and install new rooflight.
Permission granted under delegated powers on 13 November 2015.
The Committee had made no comment about this application.

2.2 DECISION 15/03229/FUL: 9 Woodside, Darras Hall, Ponteland NE20 9JA – Proposed single storey rear extension.
Permission granted under delegated powers on 16 November 2015.
The Committee had made no comment about this application.

2.3 DECISION 15/03262/FELTPO: 5 The Drey, Darras Hall, Ponteland NE20 9NS – Works to trees protected by TPO: Fell 7no (T5, T6, T12, T16(2), T17, T22 and T23) and T15 crown lift to 3m and T21 crown lift to 3m
Permission granted under delegated powers on 18 November 2015.
The Committee had made no comment about this application.

2.4 DECISION 15/03495/VARYCO: 13 The Rise, Darras Hall, Ponteland NE20 9LJ – Variation of condition 5 (glazing) from planning permission 14/01272/FUL (Demolition of existing house and construction of new house).
Permission granted under delegated powers on 20 November 2015.
The Committee had made no comment about this application.

2.5 DECISION 15/03147/OUT: Land North of Dyke House, The Avenue, Medburn NE20 0JD – Outline permission for proposed 1no. dwelling with double garage
Permission granted under delegated powers on 24 November 2015.
The Committee had made no comment about this application.

2.6 DECISION 15/03586/FUL: 48 Edge Hill, Darras Hall, Ponteland NE20 9RR – Proposed structural alterations to form new windows/doors and landscaping
Permission granted under delegated powers on 25 November 2015.
The Committee had made no comment about this application.

2.7 WITHDRAWN 15/03155/FUL: Kirkley Mill Farm House, Kirkley Mill, Kirkley NE20 0BQ – Proposed two storey dormer extension of garage and conversion of part garage to playroom.
NCC had advised that the application had been withdrawn on 13 November 2015.
The Committee had made no comment about this application.

3. ANY OTHER BUSINESS

3.1 APPEAL APP/P2935/D/15/318561 – NCC 15/02207/FUL: 1 West Thorn Farm, West Thorn, Kirkley NE20 0AG – Construction of single storey rear extension to form Garden Room

Information had been received from NCC that the application, which had been refused planning permission (on 25 August 2015), was to go to appeal, to be decided on the basis of written representations.
The Council was invited to make comments or modify/withdraw its previous response.
The Committee had made no comment about this application.

RESOLVED – The Committee’s response to remain unchanged and go forward with NCC’s submission.

3.2 Advertising Hoarding – CM/20100725: Henderson Court, North Road, Ponteland

A copy email had been received from Mr Alan Mee to Ian Birkett (Planning Officer) and McCarthy and Stone stating that the advertising consent would finish on 10 December 2015 and requesting that the hoarding be taken down either before or on that date.

3.3 Clarke Telecom Ltd – Re: Proposed upgrade to telecommunications radio base station installation.

A letter had been received from Clarke Telecom Ltd seeking the Council’s views, prior to a planning submission, in connection with a proposed upgrade to the telecommunications radio base station installation at CTIL 113995 on Ponteland Road, Prestwick NE20 9BY. The proposals relate to the upgrade of the existing telecommunications site with the removal of 6 antennas and the installation of 3 antennas, together with the addition of 2no. 300mm dishes and 3 RRU’s (Remote Radio Units) on the existing 17.1m mast, together with the addition of cabinets within the existing building.

RESOLVED – A reply to be sent to Clarke Telecom Ltd stating that Ponteland Town Council had no comment to make about the proposal at this time.
