Planning Commitee Meeting – Minutes January 7th 2014

1.         PLANNING APPLICATIONS

A list of planning applications received since the previous Committee meeting had been circulated.

1.1       13/03535/FUL:  188 Western Way, Darras Hall, Ponteland NE20 9NB – Re-submission of 13/03176/FUL – Demolition of existing conservatory and construction of extension to the rear of the house at first floor level to provide additional bedroom and en-suite and access to first floor terrace. Ground floor extension to provide new kitchen/dining/living space with glazed doors to garden.

COMMENT:  We are concerned that the first floor balcony will cause overlooking issues.  Also, a white rendered wall for the front boundary treatment would be totally out of character for the area and we request that it is not permitted and that the existing hedge be retained.

1.2       13/03840/FUL:  Kildale, Medburn, Newcastle upon Tyne NE20 0JE – Replacement of existing dwelling with two detached dwellings and associated garaging (revised scheme pursuant to consents CM/20100246 and CM/20100652)

COMMENT:    From the information provided, it is unclear whether the acreages comply with Policy MBH1 of the Castle Morpeth District Local Plan.  Also, the validity of the various applications for the development of this site is confusing in terms of timescale.

The Committee made no comments on the other 3 applications considered.

1.3       13/03391/FUL: 236 Western Way, Darras Hall, Ponteland NE20 9ND – Two-storey alteration to existing bungalow and associated landscaping including revised ground floor layout, sunroom and integral double garage and four bedrooms on the first floor.

Information had been received from Northumberland County Council that the application had been withdrawn on 27 December 2013

The Committee had made no comment about this application.

2.         DECISIONS: APPLICATIONS AND APPEALS

2.1       DECISION 13/03227/FUL: 45 Middle Drive, Darras Hall, Ponteland NE20 9DN – Construction of ground floor extension to side, creation of first floor and new roof over existing

Permission granted under delegated powers on 16 December 2013.

The Committee had made no comment about this application.

2.2       DECISION 13/03091/FUL: 74A Western Way, Darras Hall, Ponteland NE20 9AP – Conversion of single storey bungalow into two storey dwelling, with rear extensions

Permission granted under delegated powers on 19 December 2013.

The Committee had made an observation that the applicant did not appear to have complied with the conditions attached to 12/03366/FELTPO about the replacement of felled trees.

2.3       DECISION 13/02074/FUL: Belville House, 43 – 45 Bell Villas, Ponteland NE20 9BD – Change of use from office to residential accommodation and construction of extensions, with construction of new apartment block for 30 flats. Demolition of existing office and portal frame structure with boundary wall

Permission granted by the West Area Planning Committee on 23 December 2013.

The Committee had made an objection on the grounds of inadequate car parking provision on the site which could cause traffic flow problems by the parking of vehicles on the public highway, pavements and verges; which in turn could prejudice the safety of road users and pedestrians.  The Committee had also made a comment that he proposed façade/frontage was unacceptable and the scale of the new block B was overbearing.

2.4       DECISION 13/02075/CON: Belville House, 43 – 45 Bell Villas, Ponteland NE20 9BD – Demolition of existing office and portal frame structure with boundary wall

Permission granted by the West Area Planning Committee on 23 December 2013.

The Committee had made a comment that the façade of the existing building should be retained or enhanced.

2.5       DECISION 13/01354/VARYCO: 156 Edge Hill, Darras Hall, Ponteland NE20 9JN – Variation of condition 2 of approved planning application CM/20110010 – Substitution of revised drawings that correct discrepancies in the original submitted drawings – Substitution of approved proposed Site and Roof Plan C604-102 Revision C with new drawing F102 indicating correct position of adjoining property 154 Edge Hill which was originally indicated correctly on the approved Existing Site plan but not on the proposed site and roof plan. Substitution of approved Elevation drawing C604-104 and approved Floor Plans C604-103 with new Elevation drawing F-104 and new Floor Plans F-03 correcting window discrepancies between approved plans and elevations, adding minor additional secondary glazing to East and West elevations and removing approved Ground Floor rear balcony

Permission granted by the West Area Planning Committee on 23 December 2013.

The Committee had made a comment expressing concern about overlooking issues and these had been addressed.

2.6       DECISION 13/03366/FUL: 35 Errington Road, Darras Hall, Ponteland NE20 9LD – Proposed new roof with dormer windows to form 7m high dormer bungalow

Permission granted under delegated powers on 23 December 2013.

The Committee had made no comment about this application.

2.7       DECISION 13/03314/PRUTPO: 6 Oaklands, Darras Hall, Ponteland NE20 9PH – Tree Preservation Order: Crown thin 2no oaks by 20%, cut back branches to west side of 2no oaks by 2m minimum and remove deadwood

Permission granted under delegated powers on 27 December 2013.

The Committee had made no comment about this application.

3.         ANY OTHER BUSINESS

3.1       Rotation of Planning Committee meetings

Due to the office closure over the Christmas and New Year period, there had been a gap of 3 weeks since the previous Committee meeting.  If future meetings were to be held every other Tuesday from the 7 January 2014 then Councillor Mrs Johnson would be unable to attend any of the meetings and would, therefore, resign from the Committee.  After discussion it was agreed to change back to the previous rotation.

RESOLVED – The next Planning Committee meeting to be held on Tuesday, 14 January 2014 and fortnightly from then.
