PLANNING COMMITTEE MEETING – 17 DECEMBER 2013

1. PLANNING APPLICATIONS

A list of planning applications received since the previous Committee meeting had been circulated.

1.1 13/03665/FUL: 24 Edge Hill, Darras Hall, Ponteland NE20 9RW – Demolition of existing post war bungalow and to be replaced with new build 4 bedroom family home

COMMENT: The very modern design would be out of character with the street scene, in what is a traditional area of Darras Hall.

1.2 13/03531/FUL: 84 Errington Road, Darras Hall, Ponteland NE20 9LA – Alterations and extension to include internal re-modelling, new facades, flat roof replacement to garage, removal of existing conservatory

COMMENT: Plans of the existing and proposed dwelling are confusing. Is it proposed to replace a pitched roof with a flat roof over the garage?

The Committee made no comment on the other application considered.

1.3 13/03152/FELTPO: Chestnut House, 1 The Old Orchard, Ponteland NE20 9UE – Tree Preservation Order: Removal of 10no. Leylandii trees
Information had been received from Northumberland County Council they had withdrawn the application on 10 December 2013.
The Committee had made a comment deferring to the recommendations of the Trees and Woodland Officer: John Alderson (Trees and Woodland Officer WEST) commented that, to his knowledge, no Leylandii were included in the TPO therefore the trees stated for removal were not covered by a TPO.

2. DECISIONS: APPLICATIONS AND APPEALS

2.1 DECISION 13/02782/VARYCO: Auction Mart, Meadowfield, Ponteland NE20 9SD – Variation of condition 4 relating to planning permission 11/03235/OUT – Outline construction of residential care home for 73 residents, 2, 3 bedded bungalows, 4, 3 bedded town houses with associated car parking, service amenities and garden areas – amendments relate to elevations, level plans and site plan.
Permission granted under delegated powers on 29 November 2013.
The Committee had made a comment that they believed the provision of staff and visitor parking was inadequate.

2.2 DECISION 13/02942/REM: Former Auction Mart, Meadowfield, Ponteland NE20 9SD – Reserved matters for planning ref 11/03235/OUT (Outline construction of residential care home for 73 residents; 2, 3 bedded bungalows, 4, 3 bedded town houses with associated car parking; service amenities and garden areas)
Permission granted under delegated powers on 29 November 2013.
The Committee had made no comment about this application.

2.3 DECISION 13/03051/FUL: Land North of Furze Hill, Ponteland, Northumberland – Replacement of existing stable block outbuildings with a new dwelling
Permission refused under delegated powers on 2 December 2013.
The Committee had made an objection that whilst conversion was acceptable with conditions, replacement with a new dwelling would be contrary to Green Belt policy and this had been confirmed by NCC’s reason for refusal.

2.4 DECISION 13/02927/FUL: Eland Hall Farm North, Eland Lane, Ponteland NE20 9TR – Construction of first floor rear extension and single storey rear extension
Permission granted under delegated powers on 3 December 2013.
The Committee had made no comment about this application.

2.5 DECISION 13/03219/FUL: Land North West of Pine Dene, Eachwick, Northumberland – Construction of steel portal framed agricultural building.
Permission granted under delegated powers on 6 December 2013.
The Committee had made no comment about this application.

2.6 DECISION 13/03136/FUL: 29 The Rise, Darras Hall, Ponteland NE20 9LH – Proposed two storey rear extension; loft conversion; double garage; garden room and boundary wall with gates
Permission granted under delegated powers on 6 December 2013.
The Committee had made a comment that in order to maintain the street scene the existing front boundary of vegetation should be retained, and questioned if the close proximity of the new garage to the side boundary was acceptable.

3. ANY OTHER BUSINESS

3.1 13/01354/VARYCO: 156 Edge Hill, Darras Hall, Ponteland NE20 9JN – Variation of condition 2 of approved planning application CM/20110010 – Substitution of revised drawings that correct discrepancies in the original submitted drawings – Substitution of approved proposed Site and Roof Plan C604-102 Revision C with new drawing F102 indicating correct position of adjoining property 154 Edge Hill which was originally indicated correctly on the approved Existing Site plan but not on the proposed site and roof plan. Substitution of approved Elevation drawing C604-104 and approved Floor Plans C604-103 with new Elevation drawing F-104 and new Floor Plans F-03 correcting window discrepancies between approved plans and elevations, adding minor additional secondary glazing to East and West elevations and removing approved Ground Floor rear balcony

The Town Council had been invited to speak at the West Area Planning Committee Meeting on 18 December 2013 regarding the above application.
The Town Council had made a comment expressing concern about overlooking issues from both side elevations and also stating that on the drawing of the ground floor the doors are shown opening outwards through the barrier of the Juliet balcony.
No Councillors were available to speak at the meeting.
NCC planners were recommending approval contrary to a petition received with more than five signatures.
3.2 Belville House, 43 – 45 Bell Villas, Ponteland NE20 9BD

The Town Council had been invited to speak at the West Area Planning Committee Meeting on 18 December 2013 regarding the following 2 applications:

13/02074/FUL: Change of use from office to residential accommodation and construction of extensions, with construction of new apartment block for 30 flats. Demolition of existing office and portal frame structure with boundary wall.
The Town Council had made an objection that there was inadequate car parking provision on the site, which could subsequently cause the free flow of traffic to be interrupted by the parking of vehicles on the public highway, pavements and verges; which could prejudice the safety of road users at these points. Comments were also made: the proposed façade/frontage is unacceptable; the scale of the new block B is overbearing and there is an apparent lack of provision for waste disposal
13/02075/CON: Demolition of existing office and portal frame structure with boundary wall
The Town Council had made a comment requesting that the façade of the existing building be retained or enhanced.

No Councillors were available to speak at the meeting.
NCC planners were recommending approval for both applications.

3.3 NCC (Land at Medwyn and Westmacot, Street Houses, Ponteland)
Tree Preservation Order 2013 (No.08 of 2013)

A confirmation notice dated 3 December 2013 had been received from NCC in connection with the above TPO that had been made on 30 July 2013.

3.4 Emerging neighbourhood plans affecting major housing projects

A copy email had been received from Chris Brummitt advising about an extract from the Planning Portal website blog which notes that two sets of Midlands councillors have refused separate major housing schemes (for 100 and 184 homes respectively) because of concern that the developments would prejudice emerging neighbourhood plans.
Both applications had been recommended for approval by planning officers.

3.5 New Ponteland Town Council Website – Changes to Planning administration

On the new website there will be a separate item for ‘Planning applications’ under ‘Meetings’.
Under Planning Committee dates, the agenda and minutes will be posted.
General information from the ‘notice’ will be entered in the introduction to Planning and the date of the next meeting will be given at the end of the minutes.
