A list of planning applications received since the previous Committee meeting had been circulated.

1.1       13/00772/ADE:  Henderson Court, North Road, Ponteland NE20 9GY – 2no development name boards with illumination

COMMENT:  As the driveway lighting is on all night and is very bright and intrusive, the Committee believes this proposal would exacerbate the existing unsatisfactory situation and cause excessive light pollution.

Councillor Alan Mee declared an interest in this application.

The Committee made no comments on the other 5 applications considered.

12/03062/FUL: 13 The Rise, Darras Hall, Ponteland NE20 9LJ

A copy email had been received from Mr & Mrs Lowdon, 13 The Rise, to Mr & Mrs Ramsay, 11A The Rise, replying to their objections to the proposal.  It was understood that the objections would be withdrawn with the implementation of these measures.

13/00627/VARYCO: 53 Edge Hill, Darras Hall, Ponteland NE20 9RR

(Permission to replace an extant planning permission in order to extend the time limit for implementation of outline planning permission CM/20100154 for three dwellings)

Copy letters had been received from Dr & Mrs Penney, 4 Deyncourt Close, to NCC objecting to the proposal on the grounds that: the area has changed over the intervening years (trees have grown and matured; more bats on the site); the site is very steep and the risk of flooding into their site will increase; there is no need for more such housing; it will be intrusive and result in loss of privacy.


2.1       DECISION 12/01395/FUL: One Stop Store, 3-5 Merton Way, Ponteland NE20 9PX – Install some new external air condensing units against the rear elevation

Permission granted under delegated powers on 26 March 2013.

The Committee had made no comment about this application.

2.2       DECISION 12/03703/FUL: Land East of 40 Meadow Court, Darras Hall, Ponteland – Construction of five bed dwelling house

Permission granted under delegated powers on 26 March 2013.

The Committee had made no comment about this application.

2.3       DECISION 13/00257/PRUTPO: Mill House, West Road, Ponteland NE20 9SG – Tree Preservation Order: T4 – Sycamore tree to be pruned back from the adjacent car parking area by 2m, T6 Elm tree to fell to ground level, T7 Elm tree to prune back from the adjacent car parking area by 2m

Partial permission granted under delegated powers on 2 April 2013: pruning of T4 (Sycamore) and T7 (Elm) refused; felling of T6 (Elm) granted.

The Committee had made a comment that they were appalled by the wilful destruction of protected trees and vegetation and requested that they be replaced.

2.4       DECISION 12/03762/FUL: 25 Meadow Court, Darras Hall, Ponteland NE20 9RB – Extension to front elevation using curtain walling system.  Demolition of existing conservatory to rear and construction of dining room extension to rear with balcony over.  Extension of roofline over garage and loft conversion with dormer windows

Permission refused under delegated powers on 3 April 2013.

The Committee had made a comment that they were concerned that the first floor rear balcony could cause overlooking issues for neighbours.

3.1       New TPO No.06 of 2013 Land adjacent to 45 West Road, Ponteland

NCC had advised that TPO No. 02 of 2011 (made on 24 February 2011) relating to land adjacent to 45 West Road had not been confirmed and under new 2012 Regulations the Council was not now able to confirm it.  Consequently, this new TPO has been made which relates to a revised number of trees and the plan has been slightly changed to more accurately reflect the boundary of the area where the trees are located.

3.2       13/00132/OUTES: Land at Birney Hill Farm, Stamfordham Road, Throckley

Councillor David Butler provided information that part of the site for the proposed development was used as a burial pit for animals culled during the Foot and Mouth outbreak in 2001. The Animal Health Agency in Newcastle produced a map of Ponteland parish showing the presence of a burial pit on the Birney Hill site and a 3km buffer zone around Birney Hall (which includes the proposal site).

RESOLVED – The item to be raised at the next Town Council meeting to facilitate making an additional objection point to NCC as it raises serious environmental concerns.
