1.         PLANNING APPLICATIONS

A list of planning applications received since the previous Committee meeting had been circulated.

1.1       13/00913/FUL:  31 Runnymede Road, Darras Hall, Ponteland NE20 9HG – Demolition of existing dwelling and replacement with new family dwelling including altered vehicular and pedestrian access

COMMENT:  Any trees removed should be replaced in accordance with NCC ‘Tree and Woodland Strategy’. Also, the proposed height of the chimney is excessive.

1.2       13/00884/FUL:  80 Eastern Way, Darras Hall, Ponteland NE20 9RE – Removal of existing rear extension and construction of a new 2 storey extension and an additional extension to the existing garage with internal alterations new windows and full roof conversion for additional accommodation.

COMMENT: The Committee is concerned about overlooking issues from the side window of Bedroom 3 on the first floor.

1.3       13/00121/FUL:  Ponteland Leisure Centre, Callerton Lane, Ponteland NE20 9EG – Engineering works to change levels at existing football pitches

COMMENT:  Does the Environment Agency have any concerns about the proposed drainage works?

An email had been received from Caroline Jones advising that the previous application was actually invalid as the plans did not match up with the red line. This has now been corrected and this new consultation sent out. The Environment Agency will be consulted at the same time as Ponteland Town Council.

The Committee made no comments on the other 3 applications considered.

13/00756/FUL: Brewery Lane Pharmacy, Brewery Lane, Ponteland NE20 9NZ

A copy email had been received from Ponteland Civic Society to NCC in support of the application and complementing the appearance and quality of the proposal.

2.         DECISIONS AND APPEALS

2.1       DECISION 13/00513/FUL: 127 Thornhill Road, Ponteland NE20 9QE – Construction of replacement porch

Permission granted under delegated powers on 22 April 2013.

The Committee had made no comment about this application.

2.2       DECISION 13/00291/OUT: Field East Of The Nursery, Medburn, Northumberland – Outline application for the development of up to 14 executive dwellings with associated access, open space and landscaping.

Permission refused by the West Area Planning Committee on 25 April 2013.

The Committee had made an objection about the application on many grounds; particularly that it was contrary to planning policy and in an unsustainable location.

2.3       DECISION 13/00486/FUL: 43 West Road, Ponteland NE20 9SX – Proposed garage and extension over to form bedroom accommodation

Permission refused under delegated powers on 25 April 2013.

The Committee had made a comment that they believed the cladding was inappropriate and would adversely affect the street scene.  NCC had agreed with this comment and also found the parking arrangements unacceptable and a flood risk assessment missing.

2.4       DECISION 13/00585/FUL: 1 Meadow Court, Darras Hall, Ponteland NE20 9RA – Proposed kitchen extension

Permission granted under delegated powers on 24 April 2013.

The Committee had made no comment about this application.

2.5       DECISION 13/00483/FUL: 97 Western Way, Darras Hall, Ponteland NE20 9LY – Construction of a two storey rear extension and new dormer to front elevation

Permission granted under delegated powers on 30 April 2013.

The Committee had made no comment about this application.

2.6       DECISION 13/00216/FUL: Holmfield, Medburn, Newcastle upon Tyne NE20 0JB – Proposed two storey extension over an existing lower single storey extension to the West of the application site including associated internal alterations.

Permission granted under delegated powers on 1 May 2013.

The Committee had made no comment about this application.

2.7       DECISION 13/00650/ADE: Lloyds TSB Bank Plc, 5 Main Street, Ponteland

NE20 9NJ – Advertisement consent for replacement of 3 no signs comprising 1 x fascia, 1 x hanging/projecting sign and ATM surroundings

Permission granted under delegated powers on 1 May 2013.

The Committee had made a comment that there was no objection to these changes as long as they accorded with the Conservation Officer’s requirements.

3.         ANY OTHER BUSINESS

3.1       12/00892/OUT: Field East of The Nursery, Medburn, Northumberland – Outline application for the development of 14 executive dwellings

Information had been received from Northumberland County Council that the application, which had been refused planning permission (on 12 October 2012), was to go to appeal, to be decided on the basis of an inquiry by the appointed inspector.

The Council was invited to make comments or modify/withdraw its previous response.

On 24 April 2012 the Committee had objected to the application on the grounds that it was contrary to planning policy and an unsustainable location.

RESOLVED – Information about the procedure of the inquiry to be obtained for discussion at the next meeting.

3.2       CM/20100634: 19 Merton Way (Gill’s Chip Shop), Ponteland

Abbie Stockman (NCC Enforcement Officer) reported that most of the signs were covered by ‘deemed consent’ but the sign on the side of the building would need further investigation.

3.3       Darras Hall Estate Committee: Birney Hill Farm and 50-64 Runnymede Road

A copy letter had been received from DHEC (on behalf of residents) to Graeme Robbie, NCC, expressing concerns that the Birney Hill proposal, with the subsequent increase in population, would put considerable strain on an already inadequate infrastructure and services; also requesting that the infrastructure problem be addressed prior to approval for proposals for an increase in housing on land surrounding the Estate.

DHEC also advised that the development application by Lugano at 50-64 Runnymede Road, for the sub-division of the land to create 4 new additional plots, had been rejected by the Committee.

RESOLVED – Councillor Peter Cowey to consider a draft reply for agreement by Members.

3.4       13/00132/OUTES: Land at Birney Hill Farm, Stamfordham Road, Throckley

Councillor David Butler had provided additional information received from Susan Alexander, Animal Health and Veterinary Laboratories Agency (AHVLA) about part of the above site being used as a burial pit for animals culled during the Foot and Mouth outbreak in 2001:

The animals that were buried in the pit were: 34 Cattle & 188 sheepThe animals were confirmed positive – FMD2001/479The burial was carried out on the 25/03/2001

3.5       Guy Opperman MP letter about Mill House approval and localism

An acknowledgment letter had been received from Guy Opperman’s office, apologising for not replying to our original letter or our reminder.  He wants to give our case due time and consideration and hopes to respond in the near future.

3.6       Date of Next Meeting

Due to other commitments, it was agreed to change the date of the next meeting to Wednesday, 22 May 2013.
