Planning Committee Meeting – 24 September 2013

1.         PLANNING APPLICATIONS

A list of planning applications received since the previous Committee meeting had been circulated.

1.1       13/02652/RENE:  Land North of Black Heddon, Heugh, Northumberland – Siting of 1 x 36.6m high (hub) wind turbine with a tip height of 46.3m

COMMENT:  The large size and height of the turbine would have a significant and undesirable visual impact on the surrounding area which is not only agricultural but also Green Belt, and includes Belsay Hall (a listed building).  Additionally, contamination and other environmental issues associated with the turbine could be harmful to protected species.

1.2       13/02782/VARYCO:  Auction Mart, Meadowfield, Ponteland NE20 9SD – Variation of condition 4 relating to planning permission 11/03235/OUT – Outline construction of residential care home for 73 residents, 2, 3 bedded bungalows, 4, 3 bedded town houses with associated car parking, service amenities and garden areas – amendments relate to elevations, level plans and site plan.

COMMENT:  The Committee believes that the provision of staff and visitor parking is inadequate given the size and type of development.  This is an extensive application and it would have been helpful if details of the precise changes/variations had been provided.

1.3       13/02606/FUL:  92 Whinfell Road, Darras Hall, Ponteland NE20 9ER – Resubmission of application 13/01356/FUL with the addition of window to first floor gable.

COMMENT:  We request that the window be in obscure glazing for perpetuity to avoid any overlooking issues.

The Committee made no comments on the other 5 applications considered.

2.         DECISIONS: APPLICATIONS AND APPEALS

2.1       DECISION 13/02008/FUL: 10 & 10A West Road, Ponteland NE20 9SU – Retrospective – Update existing shop front: Replace rotten windows; double doors and frames to be removed and replaced; fascia to be removed and rebuilt

Permission granted under delegated powers on 10 September 2013.

The Committee had made no comment about this application.

2.2       DECISION 13/02161/FUL: 1 Richmond Way, Darras Hall, Ponteland NE20 9HU – Proposed bedroom and en-suites extension and new roof over existing canopy

Permission granted under delegated powers on 10 September 2013.

The Committee had made no comment about this application.

RESOLVED – The information be received.

2.3       DECISION 13/01755/VARYCO: Bellway Homes, Peel House, Main Street, Ponteland NE20 9NN – Variation of condition 21 of planning permission CM/03/D/736

Permission granted under delegated powers on 18 September 2013.

The Committee had made no comment about this application.

2.4       APPEAL DECISION: APP/P2935/A/13/2197069 for

12/03235/FUL: 83 Runnymede Road, Darras Hall, Ponteland – Construction of two storey four bedroom dwelling house and garage, residential garden and means of enclosure

(Permission refused under delegated powers on 11 March 2013)

Information had been obtained from The Planning Inspectorate that the appeal had been allowed and planning permission granted on 10 September 2013.

The Committee had made a comment that this proposal constitutes inappropriate development.

RESOLVED – The information be received.

2.5       APPEAL DECISION: APP/P2935/A/13/2195890 for

12/00892/OUT: Field East of The Nursery, Medburn, Northumberland – Outline application for the development of 14 executive dwellings

(Permission refused by the West Area Planning Committee on 12 October 2012)

Information had been obtained from The Planning Inspectorate that the appeal had been allowed and planning permission granted on 12 September 2013.

The Committee had objected to the application.

An application for COSTS was refused as it was decided that NCC had acted reasonably.

3.         ANY OTHER BUSINESS

3.1       11/02297/FUL: 9 Bell Villas, Ponteland NE20 9BD – Change of use from retail (A1) to bar/bistro (A3/A4)

A copy letter had been received from Miss Jennifer Hardy to Abbie Nendick (NCC Enforcement Officer) advising that a sign had been fixed to the fence around the above mentioned premises stating that they would be opening soon.  She requested that all conditions requiring prior approval be discharged before the bar/bistro is allowed to open.

3.2       West Area Planning Committee Meeting 18 September 2013

Two reports relevant to Ponteland Town Council were presented at the above meeting:

Determination of Planning Applications

Report of the Head of Development Services (Julie Seaton, Rural Development Manager):

Details were provided of NCC’s method of determining planning and other applications and included Appendix 1: Procedure at Planning Committees.

RESOLVED: A copy of the report to be provided to members of the Committee.

13/00132/OUT – Birney Hill Farm, Ponteland – Outline: 280 dwellings

Report by Mark Ketley (NCC Case Officer):  It was stated that a full report appraising the proposals against national and local planning policies, and all other material considerations, would be presented to the West Area Planning Committee when it meets to determine the application.  Also, it stated the following Recommendation: Note the submission of the planning application and Authorise members of the West Area Planning Committee West to visit the site and hold a public meeting.

Following the meeting, further information was received from Councillor Richard Dodd about the decisions made:

Site investigation: Monday 7 October – time to be confirmedPublic Meeting: 9 October at 6pm – venue to be confirmedSingle Item planning meeting Wednesday 30 October at 6pm in Hexham Mart

Since then a letter had been received from NCC inviting 2 town councillors to attend the site meeting at 12.30 pm on 7 October 2013.  Other Councillors are entitled to attend but cannot participate unless invited to do so.

RESOLVED:  Councillors Mrs Lesley Noble and Carl Rawlings confirmed that they would attend.
