1.         PLANNING APPLICATIONS

A list of planning applications received since the previous Committee meeting had been circulated.

1.1       13/00884/FUL:  80 Eastern Way, Darras Hall, Ponteland NE20 9RE – Removal of existing rear extension and construction of a new 2 storey extension and an additional extension to the existing garage with internal alterations new windows and full roof conversion for additional accommodation.

COMMENT:  The Committee is concerned about overlooking issues from the 2 balconies and Bedroom 3 windows on the first floor.

1.2       13/00121/FUL:  Ponteland Leisure Centre, Callerton Lane, Ponteland NE20 9EG – Engineering works to change levels at existing football pitches

COMMENT: Does the Environment Agency have any concerns about the proposed drainage works?

The Committee made no comments on the other 7 applications considered.

1.3       13/00347/FUL: 180 Middle Drive, Darras Hall, Ponteland NE20 9DU – Demolition of dwelling and replacement new family house and garage

Information had been received from Northumberland County Council that the application had been withdrawn on 15 April 2013.

The Committee had made a comment that the proposed chimney was believed to be excessively high at well over 10 metres.

13/00772/ADE Henderson Court, North Road, Ponteland

A copy email had been received from Ponteland Civic Society to NCC objecting about the inappropriate ‘commercial’ hoarding for a residential establishment in a residential location, being intrusive and detrimental to local amenity.

13/00470/FUL: Ponteland War Memorial Hall, Darras Road, Ponteland NE20 9NX

A letter from Mr J M Brown (4 Woodlands, Ponteland) had been sent to Ponteland Town Councillors expressing concern over the loss of rooms behind the stage and basement storage.

2.         DECISIONS AND APPEALS

2.1       DECISION 12/02044/FUL: Land at Woodside, Darras Hall, Ponteland NE20 9JA – New build 2-3 storey dwelling with vehicular access located front of the site. Associated hard and soft landscaping throughout.

Permission granted under delegated powers on 15 November 2012.

The Committee had made a comment expressing concern about the balcony on the first floor causing possible overlooking and privacy issues for neighbouring properties.  A condition had been attached requiring the installation of obscure glazing.

2.2       DECISION 13/00394/FUL: 20 Pinegarth, Darras Hall, Ponteland NE20 9LF – Construction of two storey extensions to front and rear, internal adaptation to suit and new finishes to walls and roofs

2.5       DECISION 12/01615/FUL: 24 Edge Hill, Darras Hall, Ponteland NE20 9RW – Demolition of existing post war bungalow and to be replaced with new build 4 bedroom family home.

Permission refused under delegated powers on 15 November 2012.

The Committee had made a comment about the very modern design being out of character with the street scene in what is a traditional area of Darras Hall.  However, the reason for refusal was that it had not been satisfactorily demonstrated that it would not have an adverse impact upon protected species.

2.6       DECISION 12/01741/FUL: 3 Pembroke Drive, Darras Hall, Ponteland NE20 9HS – Resubmission: Construction of a 4 bed house and associated works.

Permission granted by the West Area Planning Committee on 30 November 2012.

The Committee initially made a comment (17 July 2012) about conflicting details between the plans and elevations and, subsequently, an objection (11 September 2012) that the proposal was out of character with the street scene and appeared overbearing, having an adverse visual impact on neighbours.

The Committee had made an observation that the planting of Scots pines in a suitable location as replacements for the trees removed would be welcome; however, this had not been achieved.

The Committee had made a comment that they believed the cladding was inappropriate and would adversely affect the street scene.  NCC had agreed with this comment and also found the parking arrangements unacceptable.

2.14     DECISION 13/00355/LBC: The Blackbird, North Road, Ponteland NE20 9UH – Listed Building Consent: Internal alterations to ground floor including formation of stores and alterations to first floor and provision of Outdoor Condensing Units

3.         ANY OTHER BUSINESS

3.1       13/00291/OUT: Field East of The Nursery, Medburn, Northumberland

– Outline application for the development of up to 14 executive dwellings with associated access, open space and landscaping.

The Town Council had been invited to speak at the West Area Planning Committee Meeting on 24 April 2013 regarding the above application.

Previously, an identical application (12/00892/OUT) was refused by the West Area Planning Committee on 19 September 2012.  The applicant has lodged an appeal against this decision which is currently in the process of being registered by the Planning Inspectorate.

In addition to the appeal, the applicant resubmitted the application citing a number of recent appeal decisions, particularly the one in connection with Prospect Farm.

NCC Planning Officers are recommending approval.

The Town Council had made an objection on many grounds and Councillor David Butler agreed to speak at the meeting.

3.2       New public access system – consultation procedures

An email had been received from Frances Wilkinson, NCC, confirming that there would be no changes to the consultation arrangements at the moment.

3.3       19 Edge Hill, Darras Hall, Ponteland NE20 9RW

Councillor Peter Cowey had requested that information be obtained as to the current situation at this site:

For the past few years there have been various items of sanitary ware and other building materials lying around in the garden.  The householder is a builder with an approved planning permission to install en-suites and carry out other development, but local residents believe the site is being used as a builder’s yard/storage area.

On the 15 April 2013, Abbie Stockman (NCC Enforcement) was contacted and advised of the situation; she agreed to investigate and report back.

3.4       Retiring Members of the Committee

Councillor Peter Cowey thanked the retiring members – Councillors David Butler, Alan Mee and Alan Chilton – for their integrity and dedication to the work involved.

Councillor David Butler, as chairman of the planning group for the last few years, thanked all members for their unstinting endeavours at their fortnightly meetings.  He appreciated their local knowledge and balanced views on the myriad and varied applications that had come before the group, and was especially thankful for the wide expertise that Christine Holleyman had brought to the group’s deliberations.

There had been some quite involved and complex applications to deal with over the years, and the meetings had always been conducted in a very professional manner, but we did find the humour in some situations from time to time!  On the whole, he felt that the group had made good progress over the years in highlighting to the Planning Authority those concerns that most concerned the residents of Ponteland.
