PLANNING COMMITTEE MEETING – 22 OCTOBER 2013

1.      PLANNING APPLICATIONS

A list of planning applications received since the previous Committee meeting had been circulated.

1.1       13/03051/FUL:  Land North of Furze Hill, Ponteland, Northumberland – Replacement of existing stable block outbuildings with a new dwelling

OBJECTION:  Whilst conversion was acceptable with conditions, replacement with a new dwelling would be contrary to Green Belt policy.

The Committee made no comments on the other 9 applications considered.

1.2       13/01936/LBC: Northumberland College, Kirkley Hall, Kirkley NE20 0AQ – Listed building consent for Demolition of the existing tractor shed and the construction of a new Classroom Block with a new courtyard landscape. Construction of new modern tractor shed and sub-station

Information had been received from Northumberland County Council that the application had been withdrawn on 19 September 2013.

The Committee had made no comment about this application.

1.3       13/02606/FUL:  92 Whinfell Road, Darras Hall, Ponteland NE20 9ER – Resubmission of application 13/01356/FUL with the addition of window to first floor gable.

At the Planning Committee Meeting held on 8 October 2013 the following response had been made – COMMENT:  We request that the window be in obscure glazing for perpetuity to avoid any overlooking issues.

Mr Tauk had sent photographs taken from the position of the window which he believes shows that there is not an overlooking issue.  However, the Committee still believed that there was the potential for privacy problems should circumstances change; for example, if the trees were removed as they are not protected by TPOs, nor are ever likely to be.  Mr Tauk had invited Members to make a site visit but they believed this was unnecessary.

RESOLVED – The comment to remain.

13/02957/LBC: William Hill Betting Shop, 23 Main Street, Ponteland, NE20 9NH

A copy email had been received from John Hague (Ponteland Civic Society) to NCC Planning commenting on the frontage of the premises and requesting restoring the stonework or changing the colour to match stonework; also suggesting the removal of the small projecting sign.

2.      DECISIONS: APPLICATIONS AND APPEALS

2.1       DECISION 13/01825/FUL: School House, Higham Dykes, Milbourne NE20 0DH – Construction of proposed rear extension and dormer window to allow internal staircase and construction of detached garage.

Permission granted under delegated powers on 7 October 2013.

The Committee had made a comment that, whilst not formally objecting to the proposal, they were concerned that a new structure (the garage) would be created contrary to Green Belt policy.

2.3       DECISION 13/02509/FUL: 8 Fellside, Darras Hall, Ponteland NE20 9JW – Proposed loft conversion with dormer window

Permission granted under delegated powers on 11 October 2013.

The Committee had made a comment requesting obscure glazing in perpetuity to address overlooking issues and this had been provided as a condition.

RESOLVED – The information be received.

2.4       DECISION 13/02363/CLPROP: 40 Eland Edge, Ponteland NE20 9AY – Brick up garage door and provide new window – create new pitched roof over and flat roof to rear part – raise gable end and rear masonry

Permission granted under delegated powers on 11 October 2013.

The Committee had made no comment about this application.

2.5       DECISION 13/01786/FUL: 1 East Farm, Prestwick NE20 9TX – Dormer room in roof extension and new garage to rear

Permission granted under delegated powers on 14 October 2013.

The Committee had made no comment about this application.

2.6       DECISION 13/02547/FUL: Ladbrokes Plc, 38 Merton Road, Ponteland NE20 9PS – Retrospective Planning Application for the installation of 1No. Air-Conditioning Unit to the rear of the Ladbrokes betting office.

Permission granted under delegated powers on 15 October 2013.

The Committee had made a comment that they were concerned that the position of the air-conditioning unit would cause an obstruction and may result in health and safety issues (particularly in connection with Legionnaire’s Disease).

RESOLVED – The information be received.

3.      ANY OTHER BUSINESS

3.1       13/02237/FUL: 24 Edge Hill, Darras Hall, Ponteland NE20 9RW – Demolition of existing post war bungalow and to be replaced with new build 4 bedroom family home.

The Town Council had been invited to speak at the West Area Planning Committee Meeting on 16 October 2013 regarding the above application.

The Town Council had made an objection that the very modern design would be out of character with the street scene, in what is a traditional area of Darras Hall.

No Councillors were available to speak or attend the meeting.

NCC planners recommended approval and this was accepted.

3.2       13/02008/FUL: 10 & 10A West Road, Ponteland NE20 9SU – Retrospective – Update existing shop front

A copy email had been received from Ponteland Civic Society to Caroline Jones (Planning Case Officer) making comments on the unsatisfactory nature of the refurbishment of the front of the property given its location in the Conservation Area: the glazing bars being plain and in a different position; below window treatment changed from wooden moulded panels to plain stone blocks.

Additionally, a copy email had been received from John Hague to the West Area Planning Team expressing the same concerns.

RESOLVED – An email to be sent to Caroline Jones (Case Officer) supporting Ponteland Civic Society’s views, stating that the treatment below the windows appears unsympathetic in the Conservation Area.

3.3       Planning Applications Refused then Overturned on Appeal

Following the recent overturning of refusals at appeal, Councillor C Rawlings had expressed an interest in knowing how many applications to which Ponteland Town Council had objected and which had been refused by NCC had subsequently been granted on appeal.  Going back to the middle of 2009 (when our recorded details began) there had been approximately 4/5 occasions.

RESOLVED – Members requested that details of the outcome of all appeals be provided for discussion at the next meeting.

3.4       Draft Speech – Lugano Application 13/00132/OUTES: Land at Birney Hill Farm – Demolition of some existing buildings and the construction of up to 280 dwellings, etc.

Councillor Mrs E Thompson read out a draft speech about the Lugano application for presentation at the Special West Area Planning Committee meeting on 30 October 2013.  Slight amendments were made and other points incorporated.

RESOLVED – The final version to be circulated to all Town Councillors for information.
