1.         PLANNING APPLICATIONS

A list of planning applications received since the previous Committee meeting had been circulated.

1.1       13/01625/FUL: 45 West Road, Ponteland, Northumberland NE20 9SX – Construction of a two storey side extension to provide garage and bedroom

COMMENT:  The Committee believes that the cladding is inappropriate and would adversely affect the street scene

1.2       13/01563/FUL: Land North of Furze Hill Ponteland – Conversion of existing stable block outbuildings into a dwelling

COMMENT: The Committee understands that it is permissible to reuse a building in a Green Belt area under specific conditions which appear to have been met in this case; however we wish to ask that should this conversion be passed that a condition be placed to ensure that the conversion remain single storey as is in order to maintain ‘openess’. The Committee would also like to point out that documentation regarding the advertising of the business premises for a period of 3 months has not been supplied and therefore does not satisfy policy.

1.3       13/01584/FUL: 31 Bell Villas Ponteland Newcastle Upon Tyne NE20 9BD – Change of use from C3 residential to D1 non residential Institutions (Dental Practice) with a new entrance porch and vehicular access and parking proposed

OBJECTION: On the following grounds:  * A change of use from a residential to a business use is likely to bring with it a number of problems; notably the increased demand for access and egress of vehicles on this busy stretch of the A696 which is compounded by a known ‘bottleneck’ area at the turn into the local supermarket. In addition the Committee note that a number of trees/hedges/shrubs are proposed to be removed in order to create parking for the proposed business premises; this is wholly unacceptable due to the detrimental effect it will have on the wildlife corridor, which is to be safeguarded as it is intrinsic to the ambience of the ‘Conservation Area’. Furthermore the proposed modern style porch is totally out of keeping with the style and character of the building, whose exterior, imposing size and position, greatly enhances the conservation area in its current form.

1.4       13/01781/ADE: Henderson Court North Road Ponteland Northumberland

NE20   9GY – Advertisement – Installation of 2 development illuminated name boards

OBJECTION:  As the driveway lighting is on all night and is very bright and intrusive, the Committee believes this proposal would exacerbate the existing unsatisfactory situation and cause excessive light pollution.

1.5       13/01551/FUL: Land North West Of Kirkholme Tilery Cottages Kirkley Northumberland – Construction of a residential house on site of nursery for employee/manager to monitor business, premises and equipment

COMMENT: There is insufficient supporting evidence submitted with this application to justify a dwelling on the site, such as details of the existing business in order to establish whether it is essential for the proper function of the business for a worker to be readily available at most times. The Committee therefore request that the applicant be advised to supply these details and request to be re-consulted upon receipt of the information.

The Committee made no comments on the other 8 applications considered.

2.         DECISIONS AND APPEALS

2.1       13/01145/FUL: Land West Of 25 West Road, Ponteland, Northumberland – Proposed new pedestrian access from PontelandPark onto A696 West Road highway footpath.

Information had been received from Northumberland County Council that the application had been withdrawn on 17 June 2013.

The Committee had made no comment about this application.

2.2       13/00937/FUL: 29 Beech Court, Darras Hall, Ponteland NE20 9NE – Proposed extensions and alterations to extend bungalow to form 7m high dormer style house and alterations to access

Information had been received from Northumberland County Council that the application had been withdrawn on 19 June 2013.

The Committee had made no comment about this application.

Permission granted under delegated powers on 17 June 2013.

The Committee had commented that there were possible overlooking issues with the loft first floor windows to side elevations.
