Planning Committee Meeting – 18 June 2013

1.         PLANNING APPLICATIONS

A list of planning applications received since the previous Committee meeting had been circulated.

1.1       13/01464/FUL:  57 Errington Road, Darras Hall, Ponteland NE20 9LA – Raise the height of the roof ridge line, full length rear dormer to create three bedrooms, bathroom and study incorporating raised gable walls and front elevation dormer.

COMMENT: The Committee request that the first floor windows on the side elevations be obscure glazing in perpetuity

The Committee made no comments on the other 8 applications considered.

13/01293/FUL:  Medwyn/Westmacot, Street Houses, Ponteland NE20 9BT – Demolition of 2 no. semi-detached dwellings and construction of a three storey, 46 bedroom hotel with ancillary car parking areas and access roads.

Copy emails had been received from Ponteland Civic Society and Mr Philip Ham objecting to the application on the grounds of visual intrusion, design, parking and tree loss.

Caroline Jones (Case Officer) advised that further information had been requested by some consultees and that Highways had recommended refusal because of concerns about the access and parking arrangements.

2.         DECISIONS AND APPEALS

2.1       DECISION 13/01024/FUL: 3 Higham Dykes, Milbourne, Newcastle upon Tyne NE20 0DH – Construction of ground floor kitchen and breakfasting room extension, with first floor bedroom and en-suite

Permission refused under delegated powers on 7 June 2013.

The Committee had made no comment about this application.

RESOLVED – The information be received.

3.         ANY OTHER BUSINESS

3.1       New betting shop at 38 Merton Way – air conditioning units

An email had been received from Councillor Mrs C Greenwell raising the issue of the installation of new air conditioning units to the rear of the premises at a height of approximately 3ft.  This situation had been reported to NCC Enforcement and was being investigated.

RESOLVED – NCC response to be reported at the next meeting.

3.2       Henderson Court, North Road – direction sign

An email had been received from Mrs R Brown, 12 North Road, expressing concern over a new sign being put up adjacent to her property directing people to Henderson Court opposite.  This item had been reported to NCC Enforcement and was being investigated.

RESOLVED – NCC response to be reported at the next meeting and Mrs Brown advised.

3.3       NCC letter – Proposed changes to the planning system

Details were distributed to members about changes that came into effect from 30 May 2013 whereby some developments no longer require planning permission.

Summary – with certain qualifications/restrictions:

Items ii to iv require ‘prior approval’ notification and there is a very limited timescale for NCC to make a determination, otherwise there is deemed consent.  Therefore, there is insufficient time for normal consultations to occur but the items will appear on the weekly list.

RESOLVED – NCC weekly lists of planning applications to be checked for such notifications; any found should then be entered on the next agenda for discussion.

3.4       11/01673/FUL: 19 Dunsgreen, Darras Hall, Ponteland NE20 9EH – Construction of a single storey rear and side extension and porch to front – granted 17 October 2011

A copy letter had been received from Mr P Emmerson, 20 Dunsgreen, to NCC objecting to the above application and permission on the grounds that it is unsympathetic, obtrusive, disproportionate and would probably create future problems with a communal sewer which will be built over.  He also expressed concerns that he was unaware of the planning system and the procedure for making comments.

3.5      Northumberland Core Strategy: Settlement Services and Facilities Audit Update

The settlement audit details and the completed pro-forma had been circulated to all Town Councillors for their comments.

RESOLVED – Once these comments have been received the items are to be presented and discussed at the next meeting, prior to the pro-forma being returned to NCC.
