1.         PLANNING APPLICATIONS

A list of planning applications received since the previous Committee meeting had been circulated.

1.1       13/01825/FUL:  School House Higham Dykes Milbourne, Newcastle upon Tyne NE20 0DH – Construction of proposed rear extension and dormer window to allow internal staircase and construction of detached garage

COMMENT:  Whilst not formally objecting to the proposal, the Committee are concerned that a new structure (the garage) may be being created in an area of Green Belt which is contra to Green Belt Policy. Therefore we respectfully ask that the Planning Authority look at this issue when making a decision

1.2       13/01391/FUL:  William Hill Bookmakers 23 Main Street, Ponteland NE20 9NH – Minor Alterations to shop front and internal refurbishment

COMMENT:  The Committee believe that the proposal wording and plans are inconsistent; the proposal indicates 1 illuminated sign and the plan indicates 2 non illuminated signs. The plan or proposal requires amending for clarification and reconsultation. The Committee wish to comment that it would agree to a non illuminated sign but would not wish to see an illuminated sign in the conservation area.

1.3       13/01392/ADE:  William Hill Bookmakers 23 Main Street, Ponteland NE20 9NH – Advertisement Consent: 1no double sided externally illuminated traditional timber projecting sign and 1no non illuminated fascia sign with fret cut lettering.

3 Letters had been received objecting to application 13/01584/FUL 31 Bell Villas Ponteland NE20 9BD

The Committee had objected to this application at the last meeting and noted that these letters had also been forwarded to the NCC Planning Authority.

2.1       DECISION 13/01176/FUL: 39 Runnymede Road, Darras Hall, Ponteland

NE20 9HG- Refurbishment of existing bungalow and single storey extensions to side to make garage into double, to front to form bedroom and rear to form living room. Conservatory added to rear.

2.2       DECISION 13/01317/FUL: Land South Of East Smallburn Bridge, Ponteland, Northumberland – Proposal to reinstate existing access into land at the rear of property which is subject of condition to use for agricultural purposes

2.3       DECISION 13/01315/PRUTPO: Eland Lodge, 16 North Road, Ponteland, Newcastle upon Tyne NE20 9UH – Tree Preservation Order: Felling of one Ash tree (T1), prune crown to 3m from house boundary, lower by 2m and remove deadwood and snags from three Lime trees (T2, T3, T4) and prune by 2.5m to one Yew tree

The Committee had made the comment ‘Should the Tree Officer agree that the felling of the Ash tree is necessary, we request that it is replaced with a suitable species in an appropriate location’ about this application.

Tree preservation order application for removal of four roots from tree in garden approx 60 years old

Permission refused under delegated powers on 28 June 2013.

The Committee had made the comment ‘We are concerned that the proposed works could be detrimental to the stability and health of the tree, but will accept the Tree Officer’s recommendation’ about this application.

The Town Council had been invited to speak at the West Area Planning Committee Meeting to be held at the Council Chamber Prospect House Hexham at 6pm on 17 July 2013 regarding the above application.

3.2       12/03670/FUL 3 Higham Dykes Milbourne Newcastle upon Tyne NE20 0DH Construction of ground floor kitchen and breakfasting room extension, with first floor bedroom and en-suite

Information had been received from Northumberland County Council that the above application, which had been refused planning permission on 7 June 2013, was to go to appeal; and was to be decided on the basis of written representations.
