Planning Committee Meeting – 13 August 2013

1.         PLANNING APPLICATIONS

A list of planning applications received since the previous Committee meeting had been circulated.

1.1       13/02075/CON:  Belville House, 43 – 45 Bell Villas, Ponteland, Newcastle upon Tyne NE20 9BD – Demolition of existing office and portal frame structure with boundary wall

COMMENT:  The façade of the existing building is a distinct feature of the Conservation Area in this location and should be retained; only changes to enhance its appearance should be permitted.  The removal of the wall at the front of the property (along the main road) would not particularly detract from the character of the conservation area.

A copy letter had been received from Mr & Mrs Edlin (2 Eland View) to NCC making comments about: the considerable merit of the existing building and distinctive appearance of the façade; front wall preferable to hedges; 2 storeys not 3 (out of character and over development); insufficient on-site parking – with a loss of parking at the front.

Mr Edlin attended the meeting and made further comments about this application.

1.2       13/02074/FUL:  Belville House, 43 – 45 Bell Villas, Ponteland, Newcastle upon Tyne NE20 9BD – Change of use from office to residential accommodation and construction of extensions, with construction of new apartment block for 30 flats. Demolition of existing office and portal frame structure with boundary wall

OBJECTION: The conversion of the site from commercial to residential use is welcomed.  However, the proposed number of units would result in inadequate car parking provision on the site (with no provision for the disabled), which could subsequently cause the free flow of traffic to be interrupted by the parking of vehicles on the public highway, pavements and verges.  This could prejudice the safety of road users at these points, causing particular difficulties for pedestrians (notably the disabled) and emergency vehicles, and be contrary to Appendix F of the Castle Morpeth District Local Plan.

The Committee have additional concerns and make the following COMMENTS:

The proposed façade/frontage is unacceptable as it alters the appearance of the conservation area and results in the loss of some notable architectural features.It is believed that the scale of the new block B is overbearing.There is an apparent lack of provision for waste disposal; possibly creating health & safety issues.

A copy letter had been received from Mr R Pearson (4 Church Flatt) to NCC making comments about: over development of the site with too many units and 3 storeys; insufficient on-site parking causing problems with street parking; apparent lack of provision for waste disposal; care to be taken over design and the quality of materials.

Mr Edlin attended the meeting and made comments about this application.

1.3       13/02133/FUL:  Land East of 88 The Rise, Darras Hall, Ponteland – Construction of one no. dwelling (C3 Use)

COMMENT: Any trees removed should be replaced with suitable species in appropriate positions.  It is believed that there is some red squirrel activity in this location and appropriate consideration should be given to this situation.

1.4       13/02237/FUL: 24 Edge Hill, Darras Hall, Ponteland NE20 9RW – Demolition of existing post war bungalow and to be replaced with new build 4 bedroom family home.

OBJECTION: The very modern design would be out of character with the street scene, in what is a traditional area of Darras Hall.

The Committee made no comments on the other 7 applications considered.

13/01584/FUL: 31 Bell Villas, Ponteland, NE20 9BD – Change of use from C3 residential to D1 non residential Institutions (Dental Practice) with a new entrance porch and vehicular access and parking proposed

An email had been received from Philip Ham (Ponteland Civic Society) with a copy letter attached that he had received from Caroline Jones (NCC Planning) providing the report from the Conservation Officer recommending refusal.

2.         DECISIONS AND APPEALS

2.1       DECISION 13/01393/FUL: 111 Western Way, Darras Hall, Ponteland NE20 9LY – Proposed alterations to existing front garden wall and entrance to drive.

Permission granted under delegated powers on 26 July 2013.

The Committee had made a comment that this proposal would undermine the wildlife corridor and have a detrimental effect on the character of the area

2.2       DECISION 13/00756/FUL: Brewery Lane Pharmacy, Brewery Lane, Ponteland

NE20 9NZ – Replacement of shop front and installation of hanging sign

Permission granted under delegated powers on 31 July 2013.

The Committee had made no comment about this application.

2.3       DECISION 13/01623/LBC: Brewery Lane Pharmacy, Brewery Lane, Ponteland

NE20 9NZ – Listed Building Consent: Replacement of shop front and installation of hanging sign

Permission granted under delegated powers on 31 July 2013.

The Committee had made no comment about this application.

2.4       DECISION 13/01056/FUL: Kismet, Medburn, Newcastle upon Tyne NE20 0JE – Demolition of existing conservatory and construction of single storey extension to bungalow

Permission granted under delegated powers on 6 August 2013.

The Committee made a comment that the plans were unclear regarding the boundary with the adjacent vacant site and there was concern about the proposed construction’s very close proximity to that boundary in respect of both windows and doors.

2.5       DECISION 13/01625/FUL: 45 West Road, Ponteland NE20 9SX – Construction of a two storey side extension to provide garage and bedroom

Permission granted under delegated powers on 6 August 2013.

The Committee made a comment that the cladding was inappropriate and would adversely affect the street scene.

2.6       DECISION 13/01685/FUL: 5 Greenacres, Darras Hall, Ponteland NE20 9RT – Demolition of existing garage and utility/cloakroom, construction of two storey side extension, conservatory and porch – Resubmission of previous application 13/00415/FUL

Permission granted under delegated powers on 6 August 2013.

The Committee had made no comment about this application.

2.7       DECISION 12/03062/FUL: 13 The Rise, Darras Hall, Ponteland NE20 9LJ – Demolition of existing house and construction of new house

Permission granted under delegated powers on 7 August 2013.

The Committee made a comment expressing concern about overlooking issues in connection with the terrace at first floor level on the east elevation, to the south and number 15 The Rise.

NCC applied conditions ensuring the windows would provide a high level of obscurity and the screens on the terrace would not allow sideways overlooking of neighbouring properties and gardens

3.         ANY OTHER BUSINESS

3.1       NCC (Land at Medwyn and Westmacot, Street Houses, Ponteland) Tree Preservation Order 2013 (No.08 of 2013)

NCC advised that the above TPO had been made on 30 July 2013 and the Council is considering whether or not this Order should be confirmed.
