1.         PLANNING APPLICATIONS

A list of planning applications received since the previous Committee meeting had been circulated.

1.1       13/02509/FUL:  8 Fellside, Darras Hall, Ponteland NE20 9JW – Proposed loft conversion with dormer window

COMMENT:  Should permission be given, we request that a condition be attached requiring the relevant windows to have obscure glazing in perpetuity to address overlooking issues.  As an observation, we are concerned about the use of asbestos as part of the roofing materials.

1.2       13/02547/FUL:  Ladbrokes Plc, 38 Merton Road, Ponteland NE20 9PS – Retrospective Planning Application for the installation of 1no. Air-Conditioning Unit to the rear of the Ladbrokes betting office.

COMMENT:  We are disappointed that this installation was carried out without planning permission and hence necessitated this retrospective application.  We are concerned that the position of the air-conditioning unit will cause an obstruction and may result in health and safety issues (particularly in connection with Legionnaire’s Disease).

The Committee made no comment on the other application considered.

2.         DECISIONS AND APPEALS

2.1       DECISION 13/00627/VARYCO: 53 Edge Hill, Darras Hall, Ponteland NE20 9RR – Permission to replace an extant planning permission in order to extend the time limit for implementation of outline planning permission CM/20100154 for three dwellings

Permission granted under delegated powers on 21 August 2013.

The Committee had made an observation questioning whether changes to planning legislation would adversely affect this proposal.

2.2       DECISION 13/01391FUL: William Hill Bookmakers 23 Main Street Ponteland – Minor Alterations to shop front and internal refurbishment

Permission granted under delegated powers on 22 August 2013.

The Committee had made a comment about the proposal wording and plans being inconsistent about whether the signs were to be illuminated or not; also stating that they would not wish to see an illuminated sign in the conservation area.  The NCC Planner’s report stated that none of the signs would be illuminated.

2.3       DECISION 13/01392/ADE: William Hill Bookmakers 23 Main Street Ponteland –

Advertisement Consent: 1no double sided externally illuminated traditional timber projecting sign and 1no non illuminated fascia sign with fret cut lettering.

Permission granted under delegated powers on 22 August 2013.

The Committee had made a comment about the proposal wording and plans being inconsistent about whether the signs were to be illuminated or not; also stating that they would not wish to see an illuminated sign in the conservation area.  The NCC Planner’s report stated that none of the signs would be illuminated and the proposal had been reworded:

3.         ANY OTHER BUSINESS

3.1       Update for 13/00132/OUTES:  Land at Birney Hill Farm, Stamfordham Road, Throckley, Northumberland – Demolition of some existing buildings and the construction of up to 280 dwellings, etc.  Applicant:  Lugano Developments Ltd

Mark Ketley (NCC Case Officer) had been contacted on 28 August 2013 and supplied the following information:

Further Environmental information that had been requested in June was still awaited.

When received it will need to be assessed and further consultations take place.

Regardless, NCC has decided to take the application to a Special West Area Planning Committee meeting in October (date and venue to be decided).

The procedure will be at the Chairman’s discretion with greater flexibility than usual, with the 3 different types of speakers (objectors/supporters/ward or town Councillor) possibly having 10-15 minutes each to speak.

A site visit is to be arranged for late September.

It was hoped to hold a public meeting before the Special meeting with West Area Planning Committee members present but not taking part in the meeting, only listening to questions from the public being answered by Lugano.  However, Lugano have yet to agree to such a meeting.
