1. PLANNING APPLICATIONS

A list of planning applications received since the previous Committee meeting had been circulated

1.1 Application No: 16/03051/FUL Location: The Dairy High Callerton NE20 9TT
Proposal: Proposed Garage Applicant: Mr Steven Lawrenson

OBJECTION: The Committee have reviewed the submitted plans of the proposed garage. The documents and plans do not make it clear as to the positioning for the garage as it is not clearly illustrated on the drawings. As a result they are unable to make a decision on this application until adequate documents and plans have been re submitted.

1.2 Application No: 16/03055/FUL Location: The Dairy High Callerton NE20 9TT
Proposal: Proposed stable, feed store and cart store. Applicant: Mr Steven Lawrenson

COMMENT : The Committee acknowledge that it is acceptable to erect agricultural buildings in the green belt however they request that it may be a condition of any approval of this application that the building remain an agricultural building in perpetuity. There is also a query as to the need for an additional access road into this tiny hamlet.

1.3 Application No: 16/03135/ADE Location: 1-3 Brewery Lane, Ponteland, Newcastle upon Tyne NE20 9NZ (Branches) Proposal: Retrospective advertisement consent for built up distressed copper lettering with internally illuminated LED modules also illuminated projection sign with steel bracket and timber panel with copper insert. Applicant: Mr Michael Proud

OBJECTION: The Committee feel that the presence of illuminated signage in the conservation area is incongruous.

1.4 Application No: 16/03235/FUL Location: Furze Hill, Medburn, Newcastle upon Tyne NE20 0JA Proposal :Grounds Maintenance equipment store with link to existing drive Applicant: Mrs Dawn O’Donnell

COMMENT: The committee would like to comment as to whether the “existing” drive has planning permission as the drive closer to Medburn is the one that appears to be in use at the property. There is concern regarding the safety aspect of the entrance to the “existing” drive (as described on the planning documents).

1.5 Application No:16/03163/FUL Location: YOLO 9 Bell Villas Ponteland NE20 9BD
Proposal: Proposed extension at ground first floor level of existing bar and restaurant Yolo, to include new intersecting roof gable and living wall facade to face proposed elevation.

OBJECTION : As there is no designated car park, patrons either park indiscriminately around the area or are dropped off and collected by taxi; causing considerable disturbance not only in the near vicinity of the site but also in the surrounding residential neighbourhood.
Obstruction difficulties are also caused when deliveries are made. These activities, close to traffic lights, interrupt the free flow of traffic and are prejudicial to road safety. This will be exacerbated even further if the application to extend and to increase capacity is granted. Also, the previous planning application approval for refurbishment of the premises resulted in huge upheaval and traffic chaos on the A696.
This application is for major building work both internally and external, and the committee have serious concerns of the impact of such major development on the centre of Ponteland after the past experience of merely a refurbishment

1.6 Application No 16/03244/OUT Location :Land at J & JM Straughan, Unit 1, Meadowfield Court, Medowfield Industrial Estate, Ponteland, NE20 9SD.
Proposal: Outline planning permission for construction of 26 no two bedroom flats and 6 no one bedroom flats. Applicant: Mr John Straughan

Comment: The residential development on a Brownfield site is to be welcomed although it would have been preferable to see some sort of provision for the younger and first time buyer.
The close proximity to shops, medical facilities and public transport would be an asset for any residents of such development.
However, the car parking proposal seem to be less than adequate. Most households (including those over 55’s) have a least one car, possibly two. There should also be provisions for visitors parking. It would be pleasing to see some individual homes with direct/own access as well as a block of flats to create a community atmosphere.

The Committee made no comments about the other 15 applications considered.

2. DECISIONS: APPLICATIONS AND APPEALS; WITHDRAWN APPLICATIONS

2.1 DECISION16/02806/VARYCO : Land North of 84-92 Runnymede Road –Variation of condition 11 (approved plans) pursuant to planning application 16/00775/VARYCO in order to change plots .

2.2 DECISION16/02667/FUL : 125 Runnymede Road, Darras Hall, NE20 9HL- Proposed dormer bungalow to replace existing dwelling.
Permission granted under delegated powers on 16th September 2016
The Committee had made no comment about this application.

2.3 DECISION 16/02640/FUL : 63 Woodside, Darras Hall, NE20 9JB – Front extension for kitchen with bedroom over and alteration to rear.
Permission granted under delegated powers on 22nd September 2016
The Committee had made no comment about this application.

2.4 DECISION 16/02504/FUL: 85 Middle Drive, Darras Hall, NE20 9DW – Two storey extension – In addition to already approved application, this amendment is for the proposed change of a conservatory with glass roof structure to a garden room with an integral tiled roof as part of the main house.

2.5 DECISION 16/02839/FELTPO: 36 Woodside Darras Hall Newcastle Upon Tyne Northumberland NE20 9JA – Tree preservation order application to fell 6 beech trees (T1-T6), cut back Poplar hanging ove no 80’s garage (T7) and fell 2 Cherry trees (T8&T9).
Permission granted under delegated powers on 26th September 2016
The Committee had made no comment about this application.

2.6 DECISION 16/02302/FUL : Callerton Home Farm NE20 – Erection of detached 2 bedroom dwelling on site of previously approved triple garage and demolition of stone boundary wall to allow access
Permission refused under delegated powers on 19th September 2016
