A list of planning applications received since the previous Committee meeting had been circulated

1.1 16/00669/ADE:1 – 3 Brewery Lane, Ponteland NE20 9NZ- Retrospective – Advertisement consent for built up distressed copper lettering internally illuminated with LED modules, illuminated projection sign with steel bracket and timber panel with copper insert

COMMENT: The Committee accept that illuminated signage can be permitted in the Conservation area in cases where said signage advertises goods or services available to the public outside of business hours; however they wish to record their preference for non-illuminated signage in the Conservation Area

1.2 16/01096/FUL: 38 West Road, Ponteland, Newcastle upon Tyne NE20 9SX
Proposal: Single and two storey rear extension

COMMENT: The Committee notice that in raising the height of the property to two storey, the bedroom at the rear will be closer to, and possibly with more of a potential to overlook, the property at 14 The Lairage.

The Committee made no comments about the other 4 applications considered.

Other Application Correspondence

Premises Licence Application: Yolo, 9 Bell Villas, Ponteland, NE20 9BD – Variation premises licence – on Friday and Saturday nights extend licensable activities to 01.00 hours and opening hours to 01.30 hours.

The Committee had submitted the following objection to the above application.

• No other similar eating establishment in Ponteland is open after midnight
• There is no designated car park and patrons either park indiscriminately around the area or are dropped off and collected by taxi; causing considerable disturbance not only in the near vicinity of the site but also in the surrounding residential neighbourhood.
• The extension of opening hours into the early hours of the morning is inappropriate and would create unacceptable disturbance, particularly for nearby residents, and cause a public nuisance around the area.

An email had been received from County Licensing Officer Mr David Grenfell in response to these objections.

Points one and two could not be considered by the Licensing Section as they did not fall within the provision of the Act.However he did accept the representation with regards to point 3, but warned that should any hearing take place, it would be up to the Town Council to demonstrate nuisance.

Members were asked to note that there had been no objections to this application by the Responsible Authorities who deal with either public nuisance or crime and disorder; furthermore, there had been no complaints made to the Police, Environmental Health or the licensing section regarding the current operation of the premises.

Members agreed that as the extension of the licence had not yet occurred, and the fact that no complaints of nuisance, crime or disorder had been reported to date, it was not possible to provide tangible evidence that demonstrated nuisance.
It was pointed out that whilst other establishments may have later licences, they choose not to utilise these, or to use them only on rare occasions such as New Year. Members further stressed that none of the other establishments are located directly adjacent to or opposite residential properties, and asked that this issue be taken into consideration by the Licensing Officer before making his decision.


2.1 DECISION 16/00715/VARYCO: Clickemin Farm Cottage, Clickemin, Ponteland
NE20 9BQ – Variation of condition 2 (approved plans) pursuant to planning permission 15/03830/FUL in order to change orangery roof from a ‘lean-to’ to a dual pitch.
Permission granted under delegated powers on 18 April 2016.
The Committee had made no comment about this application.

2.2 DECISION 16/00282/FUL: 13 Willow Way, Darras Hall, Ponteland NE20 9RJ – First floor side extension over existing Garage/Kitchen.
Permission granted under delegated powers on 15 April 2016.
The Committee had made no comment about this application.

2.3 DECISION 16/00700/ADE: Meadowfield, Ponteland NE20 9SF – Advertisement consent for 1no. non-illuminated industrial estate information sign, with map and key locating various businesses.
Permission granted under delegated powers on 20 April 2016.
The Committee had made no comment about this application.

2.4 DECISION 16/00512/FUL: 3 Callerton Hall Cottages, High Callerton, Northumberland NE20 9TT – Construction of new sandstone porch (Approx 2.7m x 2.3m) to rear of the existing property
Permission granted under delegated powers on 25 April 2016.
The Committee had made no comment about this application.


3.1 Tree Preservation Order (TPO) Confirmation Notification – Land at Runneymede Road, Darras Road and Riverside, Darras Hall, Ponteland. – The above confirmation notice was supplied to the Council for information.
