MINUTES OF THE PLANNING COMMITTEE MEETING

3rd April 2018

  1. PLANNING APPLICATIONS

 

A list of planning applications received since the previous Committee meeting had been circulated

 

1.1       Application No: 18/00997/FUL

Location: 18 Willow Place, Darras Hall, Ponteland, NE20 9RL

Proposal: Proposed ground floor extension to rear of property, and to front to create integral garage, creation of additional storey above existing property and demolition of existing detached double garage.

 

The Planning Committee objects to this application and reciprocates the points within the objections from the neighbours and stresses that this proposal is not supported by the Committee in line with Policy PNP2 of the Neighbour Plan, especially the density, Height, size and scale of this build and is not in keeping with surrounding properties. This is a quiet cul-de-sac of Bungalows and The Committee feel this would set a precedent for further developments.

 

1.2       Application No: 18/01003/FUL

Location: 1 Darras Road, Darras Hall, Ponteland NE20 9PD

Proposal: Proposed single storey extension to rear of house, extension existing garage and internal renovation.

 

Comment:- The Committee feel this proposed extension is out of keeping with the traditional style of the original house and the surrounding area.

 

1.3       Application No: 18/00975/REM

Location: Land South East of Harrison Hall The Avenue Medburn Northumberland

Proposal: Reserved matters application for access, appearance, landscaping, layout and scale of proposed new detached dwelling and detached double garage on approved planning application 17/02770/OUT

 

This application has been moved to the next meeting.

 

The Committee made no comments about the other 9 applications considered and Councillor K Overbury declared an interest on application 18/00916/FUL Abbeyfield House.

 

  1. DECISIONS: APPLICATIONS AND APPEALS; WITHDRAWN APPLICATIONS

 

2.1       DECISION:  18/00195/FUL, 74a Western Way, Ponteland, NE20 9AP. Proposed glazed porch to front; glazed covered way to rear and ancillary works.

 

Permission granted under delegated powers on 28th March 2018. The Committee had made no comment about this application.

 

2.2       DECISION:  18/00208/FUL, 125 Runnymede Road, Ponteland, NE20 9HL. Proposed replacement dormer bungalow (revision of previously approved under ref 16/02668/FUL)

 

Permission granted under delegated powers on 22nd March 2018. The Committee had made no comment about this application.

 

2.3       DECISION:  18/00528/FUL, 19 Parklands, Ponteland, NE20 9LL. Proposed construction of two storey extension and new pitched roof to existing building.

 

Permission granted under delegated powers on 20th March 2018. The Committee had made no comment about this application.

 

2.4       DECISION:  18/00324/VARYCO, Old Plant Yard, Prestwick Ponteland, NE20 9TX. Proposed Variation of condition 2 (approved plans) pursuant to planning permission16/03205/FUL in order to allow minor revisions to site plan, floor plans, elevations and design & access statement – reduction on foot print to proposed development.

 

Permission granted under delegated powers on 28th March 2018. The Committee had made no comment about this application.

 

2.5       DECISION:  18/00351/FUL, 25 Edge Hill, Ponteland, NE20 9RW. Proposed Construction of two storey extensions to front, rear and both side elevations.

 

Permission granted under delegated powers on 29th March 2018. The Committee had made no comment about this application.

 

2.6       DECISION:  18/00263/FUL, 19 Cheviot View, Ponteland, NE20 9BP. Proposed rear family room extension off existing kitchen area and porch to front of property

 

Permission granted under delegated powers on 26th March 2018. The Committee had made no comment about this application.

 

2.7       DECISION:  17/04487/FUL, 69 Runnymede Road, Ponteland, NE20 9HJ. Proposed brick entrance and sliding gates, porch, tarmac driveway and garden room

 

Permission granted under delegated powers on 26th March 2018. The Committee had made a comment about this application.

 

Comment: The Committee are particularly disappointed at the likely loss of a large portion of Beech hedging in front of the property. This hedging provides much used and valued wildlife corridors for several animal species in the area. It is to be noted too, that many of the adjacent properties have similar beech hedging, and the removal of this portion and replacement with a 2m high gated entrance constitutes a significant alteration to the street scene as per the Policy PNP4 of the Ponteland Neighbourhood Plan.

 

  1. ANY OTHER BUSINESS

 

3.1       17/03367/OUT, Plots 5 & 6 Land North of Dyke House, The Avenue, Medburn. Outline application of 2 no 2.5 storey dwelling houses with garages (all matters reserved) resubmission of withdrawn outline planning application 17/00666/OUT

 

OBJECTION : The proposal is contrary to Policy MBH2 of the Castle Morpeth District Local Plan as the site is neither brownfield nor infill and is not within the curtilage of existing properties.  The construction of 1 dwelling with the creation of a new access on agricultural land would constitute new housing development on greenfield land in a part of Medburn where only infill development on brownfield sites is permitted.   The construction of 6 further dwellings and associated access in this location will have a detrimental impact on the agricultural/rural and largely undeveloped character present in this part of the settlement, contrary to Policy H15 of the Castle Morpeth District Local Plan. The proposed layout is similar to that of a new estate format, whose appearance is out of character with the rest of Medburn, which has an uneven pattern of residential development in the rural setting. We are concerned that provision of a new highway access will facilitate further development creeping into adjacent greenfield, rural/agricultural open areas.  Medburn is a small settlement without any services, only a limited bus service and poor paths for cyclists and pedestrians. The construction of 6 more dwellings in addition to the recently approved construction of at least 50 new dwellings will have an overwhelming and adverse impact on this small settlement and the C345, which is a narrow country lane and the only access road.

 

The Town Council had been invited to speak at the Local Area Council – Castle Morpeth Planning Committee Meeting on 9th April 2018 regarding the above application.

 

The Town Council had made an objection about the proposal and Councillor Woodrow agreed to speak at the meeting.
