MINUTES OF THE PLANNING COMMITTEE MEETING

30th May 2017

 

Present: Councillor Mrs S Johnson (in the Chair), Mrs K Woodrow, Mrs C Caisley and Mr S Ahmed.

  1. PLANNING APPLICATIONS

 

A list of planning applications received since the previous Committee meeting had been circulated

 

1.1       17/01685/FUL, Land North & West of “3Acres”, The Avenue, Medburn. Proposed development of 2 new houses (Use Class 3).

 

OBJECTION: The Committee feels the proposal is contrary to Policy MBH2 of the Castle Morpeth District Local Plan where residential development should only be permitted to infill small gaps within an otherwise continuously built frontage, be on brownfield sites and subject to certain criteria.  Medburn is a small settlement without any services, only a limited bus service and poor paths for cyclists and pedestrians. The construction of more dwellings would have an overwhelming and adverse impact on this small settlement. The only access road is already of poor repair and the volume of more construction traffic will only escalate this problem.

 

The Committee made no comments about the other 6 applications considered.

 

  1. DECISIONS: APPLICATIONS AND APPEALS; WITHDRAWN APPLICATIONS

 

2.1       DECISION 17/01128/FUL 26 Eland Edge, Ponteland NE20 9AY, Proposed lounge extension; bedroom extension and new tiled roof over garage in place of flat roof.

Permission granted under delegated powers on 23rd May 2017.

The Committee had made no comment about this application.

 

 

2.2       DECISION 17/01277/FUL 27 Stonehaugh Way, Darras Hall NE20 9LX, Extension of garage, single storey rear extension and 2 velux roof lights.

Permission granted under delegated powers on 24th May 2017.

The Committee had made no comment about this application.

 

 

2.3       DECISION 17/01128/FUL 3 Queens Way, Ponteland NE20 9RZ, Proposed erection of single garage to gable with pitched tiled roof; provision of bi fold doors to rear elevations’ new double storey extension to front of property providing additional living and bedroom space.

Permission granted under delegated powers on 24th May 2017.

The Committee had made no comment about this application.

 

 

 

2.4       DECISION 17/01509/LBC, The Blackbird, Ponteland NE20 9UH, Listing building consent for the raising of parapet to rear by 600mm and installation of kitchen extract facilities.

Permission granted under delegated powers on 24th May 2017.

The Committee had made no comment about this application.

 

 

2.5       DECISION  17/01089/FUL, Kildale, Medburn Ponteland NE20 0JE, Proposal for the replacement of exisiting dwelling with two detached dwellings and associated garaging (renewal of consent 13/03840/FUL)

Permission granted under delegated powers on 26th May 2017.

The Committee had made an objection :- Once again the proposal is contrary to Policy MBH2 of the Castle Morpeth District Local Plan as the site is neither brownfield nor infill and is not within the curtilage of existing properties. The construction of 1 dwelling with the creation of a new access on agricultural land would constitute new housing development on greenfield land in a part of Medburn where only infill development on brownfield sites is permitted.   The construction of 6 further dwellings and associated access in this location will have a detrimental impact on the agricultural/rural and largely undeveloped character present in this part of the settlement, contrary to Policy H15 of the Castle Morpeth District Local Plan. The proposed layout is similar to that of a new estate format, whose appearance is out of character with the rest of Medburn, which has an uneven pattern of residential development in the rural setting. We are concerned that provision of a new highway access will facilitate further development creeping into adjacent greenfield, rural/agricultural open areas.  Medburn is a small settlement without any services, only a limited bus service and poor paths for cyclists and pedestrians. The construction of 6 more dwellings in addition to the recently approved construction of at least 50 new dwellings will have an overwhelming and adverse impact on this small settlement and the C345, which is a narrow country lane and the only access road.
