MINUTES OF THE PLANNING COMMITTEE MEETING

28th November 2017

Present:  Councillor Mrs S Johnson (in the Chair), Mrs K Woodrow, Mrs C Caisley, Mr S Ahmed, and Karen Overbury.

  1. PLANNING APPLICATIONS

 

A list of planning applications received since the previous Committee meeting had been circulated

 

1.1       Application No : 17/04028/FUL

Location: 3 Whinfell Road, Darras Hall. NE20 9EP, Proposal: Proposed replacement dwelling.

The Committee agreed to submit the following comment regarding the balcony. The overlooking and subsequent loss of privacy to neighbours is a concern.

 

1.2       Application No : 16/04672/OUTES

Location: Land North and West of Darras Hall, Limestone Lane, Ponteland, Proposal: A ‘hybrid’ planning application seeking: a) Outline Planning Permission with all matters reserved for an exemplar Garden Village comprising up to 2,000 dwellings and space/facilities for employment, commercial, agricultural and leisure uses, and associated infrastructure; and b) Full planning permission for: i. Strategic Flood alleviation measures; and ii. Demolition of a small number of buildings.

This Objection will be submitted at a later date.

 

1.3       Application No : 17/0119/LIC

Location: Bella and Frannies Tea Parlour, 9 The Broadway, NE20 9PW, Proposal: Premises Licence.

Councillor S Johnson made a declaration of interest on this application.

The Committee made an objection to the proposed licence application on the following grounds:  Noise from the disposal of waste, especially glass bottles, at night would cause a public nuisance. Music played too loudly, especially when windows/doors are open, again particularly at night, would also cause a public nuisance. Drinking and the noise generated by it, until late at night, can lead to crime and disorder, cause a public nuisance and endanger public safety.  Information provided shows live music until 11pm and background music until midnight. The council feels the residents in the surrounding flats above Broadway shops will be dramatically affected by this.

 

1.4       Application No: 17/03727/OUT

Location: 14 Middle Drive, Darras Hall, Ponteland, NE20 9DH. Proposal: Outline planning application for two dwellings, with all matters reserved.

The committee made a comment about this proposal: The committee feels this is an over development of the land available and the scale of the properties is too large and we refer to the Castle Morpeth District Local Plan policy H11 Tandem and Back land Development.  

 

 

The Committee made no comments about the other 7 applications considered.

 

Agenda Application Correspondence

 

An email had been received from HDM Case officer Sonia Smith regarding 17/03563/FUL. They are :- Thank you for providing comments on the above application on 26th October 2017 (comments attached).

 

The agent has submitted further details regarding highways/parking and our Highways DM team have since raised no objection to the proposal following the receipt of further information. A condition would be attached to any approval restricting the use of the development until the car parking area as shown on the plans was implemented and therefore retained as parking.

 

 

  1. DECISIONS: APPLICATIONS AND APPEALS; WITHDRAWN APPLICATIONS

 

2.1       DECISION:  17/03083/FUL, 95 Darras Road, Ponteland, NE20 9PQ. Proposed Demolition of existing single storey side extension and replace with new two storey extension, new single storey extension to rear, entrance lobby extension including dormer window, bay window extension to front elevation, re-cladding and replacement windows to existing elevations and new boundary walls and gates.

Permission granted under delegated powers on 21st November 2017. The Committee had made no comment about this application.

 

2.2       DECISION:  17/03347/FUL, 1 Pembroke Drive, Ponteland, NE20. Proposed new dwelling to be built upon site of previous bungalow.

Permission granted under delegated powers on 13th November 2017. The Committee had made an objection about this application. OBJECTION: The Committee believe that under Policy PNP 2: High Quality and Inclusive Design, the design and materials of the proposed property are incongruous and out of keeping with the street scene.

 

2.3       DECISION:  17/03152/FUL, 202 Western Way, Ponteland, NE20. Proposed extension to side and rear.

Permission granted under delegated powers on 16th November 2017. The Committee had made no comment about this application.

 

2.4       DECISION:  17/03139/ADE, The Badger Inn, Street Houses, Ponteland, NE20 9BT, Proposed Advertisement consent for installation of replacement illuminated and non-illuminated

Permission granted under delegated powers on 16th November 2017. The Committee had made no comment about this application.

 

2.5       DECISION:  17/03140/LBC, The Badger Inn, Street Houses, Ponteland, NE20 9BT, Proposed Advertisement consent for installation of replacement illuminated and non-illuminated

Permission granted under delegated powers on 16th November 2017. The Committee had made no comment about this application.

 

2.6       DECISION:  17/03445/FUL, 3 Hillside, Ponteland, NE20 9JH. Proposed porch to be added to front of dwelling.

Permission granted under delegated powers on 22nd November 2017. The Committee had made no comment about this application.

 

 

2.7       DECISION:  17/3214/FUL, 17a Belle Villas, Ponteland, NE20 9BD. Proposed Change of use from a Class A2- Office to a Class D1 (a) Dental Clinic to create dental surgeries and ancillary spaces. In addition to creating an opening in the party wall between 17 and 17a to facilitate access.

Permission granted under delegated powers on 24th Nov 2017. The Committee had made no comment about this application.
