MINUTES OF THE PLANNING COMMITTEE MEETING

9th January 2018

 

Present:  Councillor Mrs S Johnson (in the Chair), Mrs C Caisley, Mr S Ahmed, Karen Overbury and Councillor Mr Thomas Edwards-Clay

 

 

Apologies for absence were received from Councillor Mrs K Woodrow

 

  1. PLANNING APPLICATIONS

 

A list of planning applications received since the previous Committee meeting had been circulated.

 

1.1       Application No: 17/04533/FUL, Location: 30 The Beeches, Ponteland. NE20 9SZ

Proposal: Proposed erection of 1 dwelling (c3 use)

Comment: The Committee have concerns regarding the potential removal of well-established trees and or hedging, to facilitate the new shared drive, as shown on the application. It appears also that there may be some encroachment of the adjacent grass verge; however, it is not known whether this verge is the property of the applicant or NCC Highways.

1.2       Application No: 17/04487/FUL, Location: 69 Runneymede Road, Darras Hall. Ponteland, NE20 9HJ Proposal: Proposed brick entrance and sliding gates, porch tarmac driveway and garden room.

Comment: The Committee are particularly disappointed at the likely loss of a large portion of Beech hedging in front of the property. This hedging provides much used and valued wildlife corridors for several animal species in the area. It is to be noted too, that many of the adjacent properties have similar beech hedging, and the removal of this portion and replacement with a 2m high gated entrance constitutes a significant alteration to the street scene as per the Policy PNP4 of the Ponteland Neighbourhood Plan.

 

The Committee made no comments about the other 4 applications considered.

 

Other Application Correspondence

 

An email had been received from County Planning assistant Edward Harwood-Scorer responding to the Committee’s request for additional information, regarding potential volume of users for the proposed private health, fitness and nutrition centre at 1 Abacus House.

 

Mr Harwood-Scorer understood the Committee’s concern regarding users per hour and the potential increase in available parking amenity. He confirmed that he would commence a consultation with the Highways Development Management team for their expert opinion on the potential overburden on parking. The Clerk was asked to follow up the results of the consultation and circulate to the Planning Committee Members for further consideration and comment before the decision date on 6th February.

 

 

  1. DECISIONS: APPLICATIONS AND APPEALS; WITHDRAWN APPLICATIONS

 

 

2.1       DECISION:  17/03831/FUL, Hazelhurst Stamfordham Road Throckley NE20 9TN. Proposed kitchen extension

 

Permission granted under delegated powers on 20th Dec 2017. The Committee had made no comment about this application.

 

2.2       DECISION:  17/04055/FUL, 25 Callerton Court, Ponteland, NE20 9EN. Proposed bedroom and bathroom extension over existing ground floor and wheelchair lift.

 

Permission granted under delegated powers on 20th Dec 2017. The Committee had made no comment about this application.

2.3       DECISION:  17/03844/FUL, 12 Moor Lane, Ponteland, NE20 9AD. Proposed ground and first floor extension to rear and first floor extension to side and over existing attic habitable space: new covered entrance porch and rear loggia: refurbishment of external facades and new front boundary treatment/entrance gates; new resin driveway; sympathetic landscaping to rear garden and new summerhouse.

 

Permission granted under delegated powers on 22nd Dec 2017. The Committee had made a comment about this application.

Comment The Committee note the objection from the neighbour and share their concerns regarding the balcony that will cause overlooking and the subsequent loss of privacy to the rear of the property at 10 Moor Lane.

 

2.4       DECISION:  17/04027/FUL, 10 Tudor Court, Ponteland, NE20 9PJ. Proposed porch

 

Permission granted under delegated powers on 21st Dec 2017. The Committee had made no comment about this application.

 

2.5       DECISION:  17/03739/PRUTPO, 2 Hillside Darras Hall, Ponteland, NE20 9JH. Tree Preservation Order: Crown raise 8 Beech trees to 5m in height (T1-T8) and reduce one branch by 2m (T5) to match other crowns

 

Permission granted under delegated powers on 22nd Dec 2017. The Committee had made no comment about this application.

 

2.6       DECISION:  17/03867/FUL, 3 Richmond Way, Ponteland, NE20 9HU. Proposed extension to form a garden room and canopy over front door, rendering to existing walls and stone facing to existing gable.

 

Permission granted under delegated powers on 22nd Dec 2017. The Committee had made no comment about this application.

 

2.7       DECISION:  17/03995/FUL, 5 Whin Bank, Ponteland, NE20 9HX. Proposed front, rear and side extension to existing dwelling, including room over existing garage.

 

Permission granted under delegated powers on 28th Dec 2017. The Committee had made no comment about this application.

 

2.8       DECISION:  17/04105/FUL, 29 Broadway Darras Hall Ponteland, NE20 9PW. Proposed change of use of upper floors from residential to beauty/treatment rooms.

 

Permission granted under delegated powers on 29th Dec 2017. The Committee had made no comment about this application.

 

2.9       DECISION:  17/04150/FUL, 27 Dunsgreen Ponteland, NE20 9EH. Extension and conversion of existing garage into family living space as supplemented by proposed site layout plan received 23/11/17.

 

Permission granted under delegated powers on 3rd Jan 2018. The Committee had made no comment about this application.

 

 

  1. ANY OTHER BUSINESS

 

3.1       17/03729/CCD, Ponteland Leisure Centre Callerton Lane Ponteland Newcastle upon Tyne NE20 9EG Proposal for the demolition of existing leisure centre and construction of new build primary school, secondary school and leisure centre with associated parking, infrastructure and playing fields.

 

The Town Council had been invited to speak at the Strategic Planning Committee Meeting on 11 January 2017 at the Council Chamber in County Hall regarding the above application.

 

The Town Council had made a comment in support of the proposal and Councillors Mrs S Johnson or Mrs C Caisley agreed to speak. Councillor Mrs K Overbury also offered to attend but not speak at the meeting.

NCC planners were recommending approval.
