  1. PLANNING APPLICATIONS

 

A list of planning applications received since the previous Committee meeting had been circulated

 

1.1       Application No : 17/01757/FUL

Location: 47 Woodside Darras Hall NE20 9JB

Proposal: Proposed lounge and garage extension; new roof with velux window at rear; new gates and extended driveway

 

The Committee made a comment about this application : The committee would like to comment that they note the concerns of the neighbours regarding their loss of light.

           

1.2       Application No: 17/01837/FUL

Location: Ponteland Leisure Centre, Callerton Lane, Ponteland, Newcastle upon Tyne, NE20 9EG

Proposal: Proposed Temporary Fire Station to comprise of a two storey modular building and single storey appliance bay. The existing caretakers flat shall become reused by the police service.

Councillor Thomas Edward Clay declared an interest on this application.

The Committee made an objection about this application :- The committee wish to object to the application on the grounds of the safety of the community and leisure centre users. The proposed position of the temporary fire station would require the speeding engine to pass directly in front of the leisure centre entrance through the middle of a busy car park to exit onto Mayfair Gardens which is a narrow road with a very narrow junction onto Callerton Lane.

It is understood that this application is to support the application of the new Leisure Centre and schools development planning number 16/04576/CCD which has only been granted “minded to approve” status. With this in mind the committee feels that this application should not be considered until such time as the Leisure centre and school development has been ratified.

The Committee made no comments about the other 5 applications considered.

Permission granted under delegated powers on 7th June 2017.

2.1       WITHDRAWN 17/00666/OUT

 

NCC had advised that the application had been withdrawn on 6th June 2017.

 

The Committee had made no comment about this application.

The Committee had made a objection. Once again the proposal is contrary to Policy MBH2 of the Castle Morpeth District Local Plan as the site is neither brownfield nor infill and is not within the curtilage of existing properties. The construction of 1 dwelling with the creation of a new access on agricultural land would constitute new housing development on greenfield land in a part of Medburn where only infill development on brownfield sites is permitted.   The construction of 6 further dwellings and associated access in this location will have a detrimental impact on the agricultural/rural and largely undeveloped character present in this part of the settlement, contrary to Policy H15 of the Castle Morpeth District Local Plan. The proposed layout is similar to that of a new estate format, whose appearance is out of character with the rest of Medburn, which has an uneven pattern of residential development in the rural setting. We are concerned that provision of a new highway access will facilitate further development creeping into adjacent greenfield, rural/agricultural open areas.  Medburn is a small settlement without any services, only a limited bus service and poor paths for cyclists and pedestrians. The construction of 6 more dwellings in addition to the recently approved construction of at least 50 new dwellings will have an overwhelming and adverse impact on this small settlement and the C345, which is a narrow country lane and the only access road.
