MINUTES OF THE PLANNING COMMITTEE MEETING

29th May 2018

 

Present:  Councillor Mrs S Johnson (in the Chair), Mrs K Woodrow, Mrs C Caisley and Mr S Ahmed.

 

 

Apologies for absence were received from Councillors: Mrs K Overbury  and Councillor Mr Thomas Edwards-Clay

 

  1. PLANNING APPLICATIONS

 

A list of planning applications received since the previous Committee meeting had been circulated

 

  • Application No: 18/01601/ADE, Location: 9 Belle Villas Ponteland Newcastle upon Tyne NE20 9BD, Proposal: Advertisement consent for 1 set of mild streel letters reading “You only live once” with concealed LED lights

 

The planning committee object to this proposal that is situated within the conservation area is as it is contrary to the PNP policy 7: heritage assets and advertisements affecting heritage assets and their settings will be supported where their size, scale, proportions. Design colour, position, number, materials and illumination do not detract, either individually or cumulatively.

 

  • Application No: 18/01608/FUL, Location: 2 Medburn Close, Medburn, Newcastle upon Tyne NE20 0JT, Proposal: Construction of a new residential dwelling and associated landscape of plot 3.

 

The Planning Committee object to this proposal: Medburn is a small settlement without any services, only a limited bus service and poor paths for cyclists and pedestrians.  The ongoing developments have caused major problems for the residents of Medburn. Construction traffic has all but destroyed the road surface on the Avenue. The noise and times construction is being carried out has been a nuisance, residents have reported this to environmental health. Concerns for lack of consideration and care has become a major factor. Medburn has moved on from a small quiet hamlet to a large housing estate.

The construction of yet another dwelling will have an overwhelming and adverse impact on this small settlement and the C345, which is a narrow country lane and the only access road, it is also contrary to the Castle Morpeth District Plan Policy MBH1 ii) which states that no new residential access will be permitted onto the Avenue, a substandard road.  it is also contrary to the PNP2 policy which aims to create a sense of place by protection to an area’s quality, distinctiveness and character. 

The National Planning Policy Framework 11 conserving and enhancing the natural environment declares that the planning system should contribute to and enhance the natural and local environment by protecting and enhancing valued landscapes.

The increasing expansion of Medburn is becoming a major burden on the infrastructure of Ponteland which is struggling to cope with the additional residents and vehicles.

 

 

1.3       Application No: 18/01474/FUL, Location: 20 The Rise, Darras Hall, NE20 9LH

Proposal: Proposed rear extension to replace existing conservatory: proposed conversion of roof space to create additional 2 bedrooms to include 2 x dormer windows: proposed new dwarf wall/pillars and entrance gates to the front elevation.

 

The planning committee object to this proposal as they consider a brick wall at the front gates is incongruous with the street scene; if the wall should be approved the committee would prefer that hedging is planted on the road side of the wall, in order to soften the view of any hard landscaping and thereby maintain the rural leafy nature of the estate.

 

1.4       Application No: 18/01663/OUT, Location: Prestwick Home Farm Stables, Prestwick, Northumberland, Proposal: Outline Planning permission (all matters reserved) for the demolition of the existing stables and replacement with residential development (use of Class C3) of one single storey dwelling.

 

 

The Planning Committee object to this proposal as it is contrary to Policy C17.

Policy C17 development involving the construction of new buildings in the green belt will not be permitted, other than for the following purposes.

  1. a) agriculture and forestry.
  2. b) essential facilities for outdoor sports and recreation.
  3. c) cemeteries and other uses of land which preserve the openness of the green belt and do not conflict with the purposes of including land in it.
  4. d) limited extension, alteration or replacement of existing dwellings subject to policies c18, h22, h23 and h24 being satisfied.
  5. e) limited infilling in existing villages inset within the green belt.
  6. f) limited affordable housing for local community needs within existing settlements, subject to policy h8 being satisfied.

 

The Committee made no comments about the other 9 applications considered.

 

  1. DECISIONS: APPLICATIONS AND APPEALS; WITHDRAWN APPLICATIONS

 

2.1       DECISION:  18/ 00888/FUL, Land North West of 40 Meadow Court, Ponteland, NE20. Proposed Construction of two storey dwelling with integral garage on ex nursery site Permission granted under delegated powers on 14th May 2018. The Committee had made no comment about this application.

 

 

2.2       DECISION:  18/00190/FUL, 15 Richmond way, Darras Hall, Ponteland, NE20 9HU. Proposed ground floor extension to front and rear of property and rear dining area. Extension over garage and two storey extension to rear of property.

Permission granted under delegated powers on 16th May 2018. The Committee had made no comment about this application.

 

2.3       DECISION:  18/00963/FUL, 160 Runnymede Road, Ponteland, NE20 9HR. Proposed two storey extension, front portico and entrance gates.

Permission granted under delegated powers on 18th May 2018. The Committee had made no comment about this application.

 

2.4       DECISION:  18/00939/FUL, 1 High View, Darras Hall, Ponteland, NE20 9ET. Proposed sun room, ensuite, external render and new window frames,

Permission granted under delegated powers on 18th May 2018. The Committee had made no comment about this application.

 

2.5       DECISION:  18/01432/FUL, 142 Runnymede Road, Ponteland, NE20 9HN. Proposed demolition of existing main house and replace with new build to same footprint approved under householder planning application 17/02077/FUL

Permission granted under delegated powers on 18th May 2018. The Committee had made no comment about this application.

 

2.6       DECISION:  18/00591/COU, 25 Edge Hill, Darras Hall, Ponteland, NE20 9RW. Proposed Retrospective change of use of a small section of land outside the boundary and erect a 1.5m fence around the boundary of the site

Permission granted under delegated powers on 21st May 2018. The Committee had made no comment about this application.

 

2.7       DECISION:  18/01003/FUL, 1 Darras road, Darras Hall, Ponteland, NE20 9PD. Proposed single storey extension to rear of house, extension existing garage and internal renovation.

Permission granted under delegated powers on 21st May 2018. The Committee had made a comment about this application.

 

Comment: – The Committee feel this proposed extension is out of keeping with the traditional style of the original house and the surrounding area.

 

2.8       DECISION:  18/00638/FUL, Land North of Burnlea, Medburn Ponteland, NE20 0JD. Proposed Resubmission: Erection of two dwellings

Permission granted under delegated powers on 18th May 2018. The Committee had made an objection about this application.

 

OBJECTION: The Committee strongly supports the objection from the neighbour.

2.10     DECISION:  18/00991/FUL, 5 The Green, Ponteland, NE20 9UX. Proposed removal of concrete out-building at the rear; addition of a single storey extension to the rear and a porch to the east elevation; the property will be cladded with a thermal insulation system and rendered; off street parking and a dropped kerb at the front of the property

 

Permission granted under delegated powers on 22nd May 2018. The Committee had made no comment about this application.

 

2.11     DECISION:  18/01120/FUL, 3 Rowan Drive, Ponteland, NE20 9QJ. Proposed two sided extension and single storey rear extension.

2.12     DECISION:  18/00516/ADE, Plants Plus, Ponteland, NE13 6BU. Proposed advertisement consent for 4 externally illuminated roadside hoarding signs.

 

Permission granted under delegated powers on 22nd May 2018. The Committee had made a objection about this application.

Objection:- Given their location in a part of the Green Belt, the design and large dimensions of these four signs are over ambitious and would be out of character with the rural aspect on a primary approach road to Ponteland

They are an undesirable distraction for road users and could create a serious hazard to road safety.

 

2.13     DECISION:  18/00642/VARY CO, 17 Pembroke Drive, Ponteland, NE20 9HS. Proposed Variation of condition 2 (approved plans) pursuant to planning permission 17/01858/FUL in order to enlarge the front line of the extension to 3m instead of 2.5m

 

Permission granted under delegated powers on 24th May 2018. The Committee had made no comment about this application.
