MINUTES OF THE PLANNING COMMITTEE MEETING

12th December 2017

 

Present:  Councillor Mrs S Johnson (in the Chair), Mrs K Woodrow, Mrs C Caisley, Mr S Ahmed, and Karen Overbury.

 

 

Apologies for absence were received from Councillors Thomas Edwards-Clay.

 

  1. PLANNING APPLICATIONS

 

A list of planning applications received since the previous Committee meeting had been circulated

 

 

Application No: 17/04296/FUL, Location: Land North of Burnlea, The Avenue, Medburn NE20 0JD, Proposal: Erection of two dwellings with integral garages.

 

The Committee objects to this application as it is contrary to the Castle Morpeth District Plan Policy MBH1 ii) no new residential access will be permitted onto the Avenue, a substandard road.

 

The Committee made no comments about the other 6 applications considered.

 

  1. DECISIONS: APPLICATIONS AND APPEALS; WITHDRAWN APPLICATIONS

 

2.1       DECISION:  17/03508/VARYCO, 238 Middle Drive, Ponteland, NE20 9LU. Proposed Variation of Condition 2(Approved Plans) pursuant to planning permission 14/01316/FUL – to allow new approved plan for plot 4 – increasing size of dwelling

 

Permission granted under delegated powers on 29th Nov 2017. The Committee had made no comment about this application.

 

2.2       DECISION:  17/03628/FUL, 180 Western Way, Ponteland NE20 9NB.Proposed Extension and conversion of dwelling, amendment to the full planning approval Ref: 16/01120/FUL – increase the height of roof from 8.2m to 8.5m.

 

Permission granted under delegated powers on 4th Dec 2017. The Committee had made no comment about this application..

 

2.3       DECISION:  17/04017/FUL, 157 Western Way, Ponteland, NE20 9LY. Proposed loft conversion to existing single storey wing and existing Dutch bungalow

 

Permission granted under delegated powers on 4th Dec 2017. The Committee had made no comment about this application.

 

2.4       DECISION:  17/03634/FUL, 2 Hillside, Ponteland, NE20 9JH. Proposed Resubmission of approved planning application 16/04145/FUL – construction of porch

 

Permission granted under delegated powers on 5th Dec 2017. The Committee had made no comment about this application.

 

 

2.5       DECISION:  17/03633/FUL, 7a Woodside, Ponteland, NE20 9JA. Proposed extensions and new roof to form first floor bedrooms and bathroom and detached garage

 

Permission granted under delegated powers on 5th Dec 2017. The Committee had made no comment about this application.

 

2.6       DECISION:  16/03778/OUT, Land North of the Avenue, Ponteland, NE20 . Proposed Outline permission for up to 16 dwellings with all matters reserved apart from access.

 

Permission refused under delegated powers on 7th Dec 2017.

The Committee objected to the application.

 

2.7       DECISION:  17/03563/FUL, Kirkley Mill Farm House, Ponteland, NE20 0BQ. Proposed construction of agricultural shed.

 

Permission granted under delegated powers on 6th Dec2017. The Committee had made a comment about this application.

 

2.8       WITHDRAWN : 17/03379/FUL, Land North West of 8 West Road, Ponteland, NE20. Proposed Demolition of existing single detached garage and erection of proposed 1.5 storey dwelling

 

NCC had advised that the application had been withdrawn on 30th Nov 2017.

 

The Committee had made an objection.

 

OBJECTION: The Committee believe that the proposal falls within the designated Conservation Area, and as such any development is under closer scrutiny to be sympathetic to and complementary to its surroundings. See Policy PNP 2: High Quality and Inclusive Design.

The materials proposed are a bold departure from the brickwork employed around, and whilst the structure itself is at the rear of 8 West Road, it is likely to be visible from the front. The Committee therefore object to the proposal on the grounds that the design and materials of the proposed property are incongruous and out of keeping with the street scene in the Conservation Area.

 

2.9       WITHDRAWN: 17/04057/FUL, 45 Linden Way, Ponteland, NE20 9DP. Proposed single storey extension to front side and rear of property

 

NCC had advised that the application had been withdrawn on 5th Dec 2017.

 

The Committee had made no comment about this application.
